วันที่ 22 ธันวาคม 2566 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน ร่วมประชุมคณะกรรมการป้องกันและปราบปรามยาเสพติด (คณะกรรมการ ป.ป.ส.) ครั้งที่ 4/2566 โดยมี นายสมศักดิ์ เทพสุทิน รองนายกรัฐมนตรี เป็นประธานการประชุม นายอนุทิน ชาญวีรกูล รองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงมหาดไทย พ.ต.อ.ทวี สอดส่อง รัฐมนตรีว่าการกระทรวงยุติธรรม คณะกรรมการ ป.ป.ส. เรือเอก สาโรจน์ คมคาย ที่ปรึกษากฎหมาย สำนักงานปลัดกระทรวงแรงงาน และ หน่วยงานที่เกี่ยวข้อง เข้าร่วมประชุม ณ ห้องประชุมคณะรัฐมนตรี ชั้น 2 สำนักเลขาธิการรัฐมนตรี ทำเนียบรัฐบาล
นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน กล่าวว่า การประชุมในวันนี้ เป็นไปตามนโยบายของ นายเศรษฐา ทวีสิน นายกรัฐมนตรี ที่ให้ความสำคัญกับการแก้ไขปัญหายาเสพติด และตั้งเป้าหมายว่าจะลดปัญหายาเสพติดให้ได้อย่างมีนัยยะภายในระยะเวลา 1 ปี โดยในส่วนของกระทรวงแรงงาน ได้มีส่วนร่วมในการขับเคลื่อนภารกิจดังกล่าว ภายใต้การดำเนินโครงการ 3 โครงการ คือ 1. โครงการส่งเสริมการป้องกันและแก้ไขปัญหายาเสพติดในกลุ่มแรงงาน ของสำนักงานปลัดกระทรวงแรงงาน ได้แก่ โครงการอาสาสมัครแรงงานต้านภัยยาเสพติด (สตป.) โครงการป้องกันและแก้ไขปัญหายาเสพติดในสถานประกอบการ (TO BE NUMBER ONE) และสนับสนุนให้กรมสุขภาพจิตในงาน TO BE NUMBER ONE 2.โครงการสร้างภูมิคุ้มกันให้แรงงานห่างไกลยาเสพติด ของกรมการจัดหางาน ซึ่งมีเป้าหมายดำเนินโครงการครั้งแรกในปี งบประมาณ 2567 จำนวน 662,500 คน และ 3. โครงการส่งเสริมระบบการจัดการด้านยาเสพติดในสถานประกอบการ ของกรมสวัสดิการและคุ้มครองแรงงาน ได้แก่ โครงการส่งเสริมระบบการจัดการด้านยาเสพติดในสถานประกอบการ (มยส./โรงงานสีขาว) ซึ่งในปี 2566 ที่ผ่านมา เราได้ทำให้แรงงานมีความรู้ ความเข้าใจ เกี่ยวกับการป้องกันและแก้ไขปัญหายาเสพติด จำนวน 759,692 คน มยส.จำนวน 773 แห่ง โรงงานสีขาว จำนวน 1,361 แห่ง และโครงการส่งเสริมการจัดการป้องกันและป้องกันและแก้ไขปัญหายาเสพติดในกลุ่มแรงงานนอกระบบ
นอกจากนี้ กระทรวงแรงงานและกระทรวงศึกษาธิการ ยังได้เร่งจัดศูนย์ฝึกอาชีพ พัฒนาบุคลากร เพื่อให้ความรู้เรื่องยาเสพติด ไม่ให้ประชาชน โดยเฉพาะอย่างยิ่งเยาวชนยุ่งเกี่ยวกับวงจรยาเสพติดด้วย
นายพิพัฒน์ กล่าวเพิ่มเติมว่า รัฐบาล และกระทรวงแรงงาน ให้ความสำคัญกับการแก้ไขปัญหายาเสพติดเป็นอย่างมาก เนื่องจากเชื่อมโยงผลกระทบถึงพี่น้องแรงงานไทยทุกคน ซึ่งหากสามารถแก้ไขปัญหาได้ เราจะสามารถลดความเดือดร้อนของประชาชนได้อย่างมาก
On December 22, 2023, the Labour Minister, Mr. Phiphat Ratchakitprakarn, attended the Narcotics Control Board (NCB) Meeting No. 4/2023. The Deputy Prime Minister, Mr. Somsak Thepsuthin, chaired the meeting. The Deputy Prime Minister and Minister of Interior, Mr. Anutin Charnvirakul, Justice Minister and Narcotics Control Board, Pol. Col. Tawee Sodsong, Legal Advisor to the Office of the Permanent Secretary of Labour, Lieutenant Saroj Komkhai, and relevant agencies, joined the meeting at the Cabinet meeting room, second floor, Ministerial Secretariat Office, Government Houses.
The Labour Minister, Mr. Phiphat Ratchakitprakarn, said that today’s meeting was in line with the policy of the Prime Minister, Mr. Srettha Thavisin, who gives importance to solving drug problems, thereby setting a goal to significantly reduce drug issues within one year. The Ministry of Labour has participated in driving this mission through the implementation of three projects: 1. The project to promote prevention and suppression of drug problems among the workforce by the Office of the Permanent Secretary of Labour, including the Anti-Drug Volunteer Program, the To Be Number One Project, which aims to prevent drug issues in the workplace, and support for the Department of Mental Health in the To Be Number One event. 2. The project to build immunity for workers to stay away from drugs by the Department of Employment. The goal is to carry out the project for the first time in 2024, reaching 662,500 people, and 3. The project to promote drug management systems in workplaces by the Department of Labour Protection and Welfare. This includes the project to promote drug management systems in workplaces (workplaces/white factories). In 2023, the Ministry of Labour has provided workers with knowledge and understanding about preventing and solving drug problems, reaching 759,692 people, 773 workplaces, and 1,361 white factories. It also launched a project to promote the management, prevention, and resolution of drug problems among informal workers.
In addition, the Ministry of Labour and the Ministry of Education have organized a vocational training and personnel development center to provide knowledge about drugs to prevent the public, especially young people, from being involved in the drug cycle.
Mr. Phiphat added that the government and the Ministry of Labour give importance to solving drug problems, as the impact is connected to all Thai workers. If the problem can be solved, it will be able to greatly reduce the suffering of the people.
