วันที่ 3 ธันวาคม 2566 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน พร้อมด้วย นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน นายสมชาย มรกตศรีวรรณ ผู้ตรวจราชการกระทรวงแรงงาน รักษาราชการแทนอธิบดีกรมการจัดหางาน นายสมาสภ์ ปัทมะสุคนธ์ ผู้ตรวจราชการกระทรวงแรงงาน และผู้บริหารกระทรวงแรงงาน ลงพื้นที่จังหวัดอุดรธานี ตรวจเยี่ยมพบปะให้กำลังใจกลุ่มรับงานไปทำที่บ้าน “กลุ่มไม้ไผ่แปรรูป” โดยมี นางพรทิพย์ รามฤทธิ์ ประธานกลุ่มและสมาชิกกลุ่มให้การต้อนรับ ณ ที่ทำการกลุ่ม บ้านยามกาใหญ่ ต.บ้านธาตุ อ.เพ็ญ จ.อุดรธานี
นายพิพัฒน์ กล่าวว่า กระทรวงแรงงาน ให้ความสำคัญกับการส่งเสริมการประกอบอาชีพให้แก่ประชาชนในพื้นที่ต่างๆ เพื่อให้แรงงานนอกระบบ มีงาน มีรายได้เพิ่มขึ้น มีโอกาสพัฒนาทักษะฝีมือ มีความปลอดภัยในการทำงาน สนับสนุนให้เกิดการจ้างงานในชุมชน เพื่อแรงงานไม่ต้องออกจากพื้นที่เพื่อทำงานไกลบ้าน นอกจากนี้ยังเป็นการสืบสานวัฒนธรรม รักษาภูมิปัญญาท้องถิ่น สอดคล้องกับนโยบายรัฐบาลที่ให้ความสำคัญกับแรงงานนอกระบบ ซึ่งเป็นแรงงานกลุ่มใหญ่ที่สุดของประเทศ ในวันนี้ผมจึงลงพื้นที่เยี่ยมให้กำลังใจกลุ่มรับงานไปทำที่บ้าน “กลุ่มไม้ไผ่แปรรูป” เพื่อเยี่ยมชมและรับฟังผลการดำเนินงาน การแสดงผลิตภัณฑ์ของกลุ่ม อาทิ กระติบข้าว ขันใส่บาตร พานตักบาตร ตระกร้าไผ่ ตระกร้าหวาย มวยนึ่งข้าว กระเป๋าสตางค์หวาย กระเป๋าถือสานไผ่ และยังได้พบปะกับคุณพรทิพย์ ประธานกลุ่ม และยังเป็นอาสาสมัครแรงงานประจำตำบลด้วย ซึ่งอาสาสมัครแรงงานเหล่านี้ถือเป็นกำลังสำคัญในการประสานภารกิจของกระทรวงแรงงานสู่การขับเคลื่อนงานในพื้นที่ชุมชนด้วย จากการพูดคุยทราบว่ากลุ่มรับงานไปทำที่บ้านไม้ไผ่แปรรูป มีสมาชิก จำนวน 10 คน และมีการแจกจ่ายงานไปยังสมาชิกในชุมชนซึ่งอายุระหว่าง 15 – 90 ปี จำนวน 150 คน สร้างรายได้ 4,000 – 5,000 บาท ต่อเดือนต่อคน
ด้านนายสมชาย มรกตศรีวรรณ ผู้ตรวจราชการกระทรวงแรงงาน รักษาราชการแทนอธิบดีกรมการจัดหางาน กล่าวว่า กรมการจัดหางานส่งเสริมให้คนไทยมีทางเลือกในการประกอบอาชีพ โดยสนับสนุนการรวมกลุ่มรับงานไปทำที่บ้านมาตั้งแต่ปี พ.ศ. 2545 และติดตามผลการดำเนินการของกลุ่มอย่างใกล้ชิด เพื่อให้คำแนะนำที่เป็นประโยชน์เกี่ยวกับการเรียนรู้และต่อยอดผลิตภัณฑ์ สนับสนุนช่องทางการทำการตลาด รวมทั้งให้คำแนะนำวิธีการขอกู้ยืมเงินดอกเบี้ยต่ำเพื่อเป็นทุนในการขยายกิจการจากกองทุนเพื่อผู้รับงานไปทำที่บ้าน โดยผู้ที่สนใจสามารถยื่นคำขอจดทะเบียน ณ สำนักงานจัดหางานกรุงเทพมหานครพื้นที่ 1-10 หรือสำนักงานจัดหางานจังหวัดในท้องที่ที่ผู้รับงานไปทำที่บ้านตั้งอยู่ หรือสอบถามรายละเอียดเพิ่มเติมได้ที่สายด่วนกระทรวงแรงงาน โทร.1506 กด 2 กรมการจัดหางาน
On December 3, 2023, the Labour Minister, Mr. Phiphat Ratchakitprakarn, the Permanent Secretary of Labour, Mr. Pairoj Chotiksetian, the Ministry of Labour’s Inspector-General and Acting Director-General of the Department of Employment, Mr. Somchai Morakotsriwan, the Ministry of Labour’s Inspector-General, Mr. Samat Pattamasukon, and the Ministry of Labour’s executives, visited Udon Thani Province, to meet to encourage the “Bamboo Processing Group,” which is a homeworkers group. The group’s president, Mrs. Pornthip Ramrit, and group members gave a welcome at the group’s office in Ban Yam Ka Yai, Ban That Subdistrict, Phen District, Udon Thani Province.
Mr. Phiphat said that the Ministry of Labour gives importance to promoting occupations for people in various areas so that workers outside the system have jobs, earn more income, have opportunities to develop their skills, and have a safe place to work. It aims to support employment in the community so that workers do not have to leave the area to work far from home. It is also a way to continue the culture and preserve local wisdom. This is in line with government policy that gives importance to informal workers, the largest group of workers in the country. Today, they visited and encouraged the “Bamboo Processing Group,” which is a homeworker group. They listened to the group’s performance and saw the group’s products, such as rice bowls, alms bowls, bamboo baskets, rattan baskets, steamed rice buns, rattan wallets, and bamboo woven handbags. They also met with Khun Phonthip, the group president, and a labour volunteer at the subdistrict level. Labour volunteers are considered an important force in coordinating the Ministry of Labour’s mission to drive work in community areas. From the discussion, it was learned that the group accepts work to do at a bamboo processing house. It has ten members and distributes the work to 150 community members aged between 15 and 90 years, generating an income of 4,000 to 5,000 Baht per month per person.
The Ministry of Labour’s Inspector-General and Acting Director-General of the Department of Employment, Mr. Somchai Morakotsriwan, said that the Department of Employment encourages Thai people to have career options. It has supported groups gathering work to do at home since 2002 and closely follows the results of the group’s operations to provide useful advice about learning and developing products. It supports marketing channels and advises on how to apply for low-interest loans to finance business expansions from the fund for home workers.
