วันที่ 29 พฤศจิกายน 2566 เวลา 11.00 น. นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน ให้การต้อนรับ ดร.วัชรพล บุษมงคล อดีตนายกสมาคมผู้ประกอบการรักษาความปลอดภัยแห่งประเทศไทย และคณะ ในโอกาสเข้าพบเพื่อหารือเกี่ยวกับการเพิ่มมาตรการคุ้มครองแรงงานในกลุ่มพนักงานรักษาความปลอดภัย โดยมี นายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงาน นายภูมิพัฒน์ เหมือนจันทร์ โฆษกกระทรวงแรงงาน นายเดชา พฤกษ์พัฒนรักษ์ รองปลัดกระทรวงแรงงาน และ นายเกริกไกร นาสมยนต์ ผู้ตรวจราชการกรม กรมสวัสดิการและคุ้มครองแรงงาน ร่วมให้การต้อนรับ ณ ห้องจัตุมงคล ชั้น 6 อาคารกระทรวงแรงงาน
นายพิพัฒน์ กล่าวว่า ในวันนี้ผมพร้อมด้วยรองปลัดกระทรวงแรงงาน และผู้บริหารกระทรวงแรงงาน ได้ให้การต้อนรับ ผู้แทนจากสมาคมผู้ประกอบการรักษาความปลอดภัยแห่งประเทศไทย และคณะ ที่มาเข้าพบเพื่อหารือในประเด็นเกี่ยวกับการคุ้มครองแรงงานและเพิ่มสวัสดิการให้กับกลุ่มพนักงานรักษาความปลอดภัย รวมถึงการยกระดับพนักงานรักษาความปลอดภัยให้เป็นแรงงานที่มีทักษะฝีมือ โดยได้มีความเห็นร่วมกันในการพัฒนาทักษะแรงงานด้วยการ up skill โดยการอบรมทักษะเฉพาะที่จำเป็นต่อการปฏิบัติงานต่างๆ กำหนดให้มีการทดสอบสมรรถนะ เพื่อให้เป็นมาตรฐาน และได้รับค่าจ้างตามทักษะ ซึ่งจะช่วยเพิ่มรายได้ และลดอัตราการเปลี่ยนอาชีพ เป็นการแก้ไขปัญหาขาดแคลนแรงงานกลุ่มพนักงานรักษาความปลอดภัยได้ด้วย
นอกจากนี้ ทางสมาคมฯ ยังได้หารือเกี่ยวกับการขอรับการสนับสนุนวิทยากรฝึกอบรมและให้ความรู้กับสถานประกอบการถึงกฎหมายที่เปลี่ยนแปลงไป รวมถึงข้อมูลด้านสวัสดิการประกันสังคม เพื่อให้มีความเข้าใจตรงกันและลดข้อพิพาทระหว่างนายจ้าง ลูกจ้างที่เป็นพนักงานรักษาความปลอดภัย รวมถึงสิทธิการได้รับค่าตอบแทนการทำงานนอกเวลา และค่าแรงขั้นต่ำอีกด้วย
“พนักงานรักษาความปลอดภัย ควรได้รับค่าแรงที่มากกว่ามาตรฐานค่าแรงขั้นต่ำ เนื่องจากเป็นกลุ่มที่ต้องใช้ทักษะฝีมือมาก มีความรับผิดชอบสูง และมีช่วงเวลาในการทำงานที่มาก ซึ่งหากส่งเสริมให้มีการพัฒนาทักษะ จะเป็นการเพิ่มรายได้ และสร้างความภาคภูมิใจให้กับพี่น้องพนักงานรักษาความปลอดภัยได้ ซึ่งจากการหารือกันกับสมาคมฯ ในวันนี้ ถือเป็นสิ่งที่น่าพอใจ โดยในเรื่องการสนับสนุนวิทยากรฝึกอบรมนั้น ผมยินดีรับไปหารือกับสำนักงานตำรวจแห่งชาติ รวมถึงกองทัพ ผมยืนยันว่าอะไรที่เป็นความเดือดร้อนของพี่น้องแรงงานและเกี่ยวข้องกับกระทรวงแรงงาน เราพร้อมจะดำเนินการให้เร็วที่สุด ส่วนเรื่องใดที่เกี่ยวกับกระทรวงอื่นๆ ผมยินดีที่จะประสานพูดคุยให้ เพื่อให้ปัญหาของพี่น้องพนักงานรักษาความปลอดภัยได้รับการแก้ไขโดยเร็วที่สุด” นายพิพัฒน์ กล่าวท้ายสุด
ด้าน ดร.วัชรพล บุษมงคล อดีตนายกสมาคมผู้ประกอบการรักษาความปลอดภัยแห่งประเทศไทย กล่าวว่า ปัจจุบันสมาคมผู้ประกอบการรักษาความปลอดภัยแห่งประเทศไทยมีพนักงานรักษาความปลอดภัยอยู่กว่า 400,000 นาย ซึ่งในวันนี้ต้องขอขอบคุณท่านรัฐมนตรีว่าการกระทรวงแรงงานและผู้บริหารกระทรวงแรงงานเป็นอย่างยิ่ง ที่ได้เปิดโอกาสให้เข้าพบและรับทราบนโยบายด้านแรงงาน ซึ่งท่านยินดีและรับปากที่จะช่วยขับเคลื่อนนโยบายต่างๆ เพื่อยกระดับทักษะฝีมือ รวมทั้งดูแลสิทธิสวัสดิการเพื่อให้พนักงานรักษาความปลอดภัยได้เข้าถึงสวัสดิการทางสังคมและมีคุณภาพชีวิตที่ดียิ่งขึ้นต่อไป
On November 29, 2023, at 11.00 hours, the Labour Minister, Mr. Phiphat Ratchakitprakarn, welcomed the former President of the Security Services Association of Thailand, Dr. Watcharaphon Busamongkol, and the delegation, on the occasion of a meeting to discuss increasing labour protection measures for security personnel. The Secretariat to the Labour Minister, Mr. Aree Krainara, the Ministry of Labour’s Spokesperson, Mr. Phumiphat Mueanchan, the Deputy Permanent Secretary of Labour, Mr. Decha Pruekphathanarak, and the Department of Labour Protection and Welfare’s Inspector-General, Mr. Krirkkrai Nasomyont, joined the welcome at the Chatumongkol Room, 6th floor, Ministry of Labour.
Mr. Phiphat said that today, he and the Deputy Permanent Secretary of Labour and the Ministry of Labour’s executives welcomed representatives from the Security Services Association of Thailand and delegation, who met to discuss issues regarding labour protection and increasing welfare for security personnel, including upgrading security personnel to skilled workers. They had a common opinion in developing labour skills through upskilling and training in specific skills needed to perform various tasks, as well as the requirement for a competency assessment to ensure standards and wages according to skills, which will help increase income and reduce the rate of a career change. The initiatives could also solve labour shortages among security personnel.
In addition, the Association discussed requesting support for trainers and educating business establishments about the changing laws, including information on social security benefits. This will allow businesses to have an aligned understanding and reduce disputes between employers and employees who are security guards, including the right to receive compensation for part-time work and minimum wages.
“Security staff should receive wages that are higher than the minimum wage. It is a profession that requires many skills, holds a lot of responsibility, and has many working hours. Promoting skills development will increase their income and create pride for security guards. Today’s discussion with the Association was satisfactory. In terms of supporting trainers, I am happy to discuss this with the Royal Thai Police as well as the army. All obstacles faced by the workforce are related to the Ministry of Labour. We are ready to support as quickly as possible. As for any matters related to other ministries, I would be happy to coordinate the discussion so that the issues faced by security guards can resolved as soon as possible,” concluded Mr. Phiphat.
The former President of the Security Services Association of Thailand, Dr. Watcharaphon Busamongkol, said that the Security Services Association of Thailand currently has over 400,000 security personnel. He thanked the Labour Minister and the Ministry of Labour’s executives for providing an opportunity to meet today to learn about labour policies. He said he was happy with the meeting and promised to help drive various policies to upgrade the workers’ skills and take care of their welfare and rights so that security personnel have access to social welfare and a better quality of life.
