เมื่อวันที่ 19 ตุลาคม 2566 เวลา 13.00 น. นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เป็นประธานเปิดโครงการเผยแพร่ประชาสัมพันธ์ประกันสังคมมาตรา 40 สู่เครือข่ายประกันสังคม รุ่นที่ 1 ณ ห้องประชุมบงกชรัตน์ โรงแรม เดอะทวิน โลตัส จังหวัดนครศรีธรรมราช โดยมี นายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงานนายภุชงค์ วรศรี ประจำสำนักเลขาธิการนายกรัฐมนตรี ปฏิบัติหน้าที่ประจำกระทรวงแรงงาน นายขจรเกียรติ รักพานิชมณี ผู้ว่าราชการจังหวัดนครศรีธรรมราช นายบุญสงค์ ทัพชัยงยุทธ์ เลขาธิการสำนักงานประกันสังคม ผู้บริหารกระทรวงแรงงาน และหัวหน้าส่วนราชการกระทรวงแรงงาน ผู้ประกันตน เครือข่าย ผู้เข้าร่วมโครงการฯ พร้อมเจ้าหน้าที่ให้การต้อนรับ
นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน กล่าวว่า นโยบายสำคัญของกระทรวงแรงงาน “การสร้างรากฐานเศรษฐกิจ พัฒนาคุณภาพชีวิตด้วยการคุ้มครองแรงงาน” ดังนั้น การมีส่วนร่วมในการขับเคลื่อนการสร้างหลักประกันทางสังคมในพื้นที่ผ่านกลไกเครือข่ายประกันสังคม จึงเป็นรากฐานสำคัญของการพัฒนาประเทศ โดยในวันนี้ผมได้มีโอกาสมาเปิดโครงการเผยแพร่ประชาสัมพันธ์ประกันสังคมมาตรา 40 สู่เครือข่ายประกันสังคม รุ่นที่ 1 ที่จังหวัดนครศรีธรรมราช ซึ่งเป็นส่วนหนึ่งในการรณรงค์เชิญชวนกลุ่มผู้ประกอบอาชีพอิสระให้สามารถเข้าถึงสิทธิความคุ้มครอง 5 กรณี และช่วยกันเผยแพร่สิทธิประโยชน์ประกันสังคมมาตรา 40 ที่ได้รับความคุ้มครองทั้ง 3 ทางเลือก ได้แก่ทางเลือกที่ 1 จ่าย 70 บาท จะได้รับสิทธิประโยชน์คุ้มครอง 3 กรณี ได้แก่ เงินทดแทนการขาดรายได้เมื่อเจ็บป่วย ทุพพลภาพ และค่าทำศพ ทางเลือกที่ 2 จ่าย 100 บาท ได้รับสิทธิประโยชน์คุ้มครอง 4 กรณี ได้แก่ เงินทดแทนการขาดรายได้เมื่อเจ็บป่วย ทุพพลภาพ ค่าทำศพ และบำเหน็จชราภาพ ส่วนทางเลือกที่ 3 จ่าย 300 บาท ได้รับสิทธิประโยชน์คุ้มครอง 5 กรณี ได้แก่ เงินทดแทนการขาดรายได้เมื่อเจ็บป่วย ทุพพลภาพ ค่าทำศพ บำเหน็จชราภาพ และสงเคราะห์บุตร ให้ผู้ที่สนใจได้ตัดสินใจสมัครเพื่อเข้าถึงสิทธิประโยชน์จากระบบประกันสังคมมาตรา 40 เพิ่มมากขึ้น ปัจจุบันมีผู้ประกันตนตามมาตรา 40 ทั่วประเทศ มีจำนวน 10,956,984 คน ตัวแทนเครือข่ายประกันสังคม จำนวน 24,509 คน ผู้ประกันตนตามมาตรา 40 ที่ขึ้นทะเบียนภายใต้เครือข่ายประกันสังคม จำนวน 397,165 คน และเครือข่าย “บวร” กลุ่มสมาชิกบ้าน วัด โรงเรียน และโรงงาน จำนวน 263,429 คน
ด้าน นายบุญสงค์ ทัพชัยยุทธ์ เลขาธิการสำนักงานประกันสังคม กระทรวงแรงงาน เปิดเผยว่า การจัดโครงการเผยแพร่ประชาสัมพันธ์ประกันสังคมมาตรา 40 สู่เครือข่ายประกันสังคม รุ่นที่ 1 ในครั้งนี้ มีวัตถุประสงค์เพื่อเพิ่มพูนศักยภาพของเครือข่ายประกันสังคม ให้มีความรู้ ความเข้าใจเกี่ยวกับการเข้าถึงสิทธิประโยชน์ที่ผู้ประกันตนจะได้รับจากการคุ้มครองประกันสังคม เพื่อนำไปขยายผล รณรงค์ กระตุ้น ให้แรงงานภาคอิสระ เข้าสู่ระบบประกันสังคมเพิ่มขึ้น ซึ่งการจัดกิจกรรมในวันนี้ มีผู้เข้าร่วมงานจำนวน 400 คน ประกอบด้วย ผู้ประกันตนตามมาตรา 40 ผู้ประกอบอาชีพอิสระ เครือข่ายประกันสังคม อาสาสมัครแรงงาน ผู้นำชุมชน กำนัน ผู้ใหญ่บ้าน ในจังหวัดนครศรีธรรมราช ในการนี้ ท่านพิพัฒน์ รัฐมนตรีแรงงาน ยังได้มอบเกียรติบัตรให้แก่เครือข่ายที่สนับสนุนงานประกันสังคมดีเด่น จำนวน 6 ราย นอกจากนี้ ภายในบริเวณงานยังจัดให้มีการให้บริการรับสมัครผู้ประกันตนมาตรา 40 การอภิปรายร่วมแลกเปลี่ยนความรู้ด้านประกันสังคมมาตรา 40 การออกร้านจำหน่ายสินค้าของเครือข่าย การจัดนิทรรศการต่าง ๆ ของหน่วยงานในสังกัดกระทรวงแรงงาน รวมทั้งการจัดกิจกรรมของภาคีเครือข่ายอีกด้วย

The Secretariat to the Labour Minister, Mr. Aree Krainara, from the Prime Minister’s Secretariat’s Office, performing duties for the Ministry of Labour, Mr. Phuchong Worasri, Governor of Nakhon Si Thammarat Province, Mr. Khajonkiat Rakpanichmanee, the Social Security Office’s Secretary-General, Mr. Boonsong Thapchaiyut, the Ministry of Labour’s executives, heads of government agencies under the Ministry of Labour, insured persons, networks, project participants, and staff gave a welcome.
The Labour Minister, Mr. Phiphat Ratchakitprakarn, said that one of the Ministry of Labour’s key policies is to “create an economic foundation improving the quality of life through labour protection.” Therefore, participation in driving the creation of social security at the local level through the social security network mechanism is an important foundation for national development. Today, he had the opportunity to commence the Social Security Section 40 Public Relations Project to the first batch of the social security network in Nakhon Si Thammarat Province. It is part of a campaign to invite self-employed groups to have access to 5 instances of protection rights and to help spread awareness of the benefits of Social Security Section 40 in all three options. Option 1 is to pay 70 Baht. The benefits and protection received cover three cases: compensation for lost income when sick, compensation for disabilities, and funeral expenses. Option 1 is to pay 100 Baht. The benefits and protection received cover four cases, including compensation for lost income when sick, compensation for disabilities, funeral expenses, and old age gratuity. Option 3 is to pay 300 Baht. The benefits and protection received cover five cases, including compensation for lost income when sick, compensation for disabilities, funeral expenses, old age pension, and child support. Those interested can apply for more benefits from the social security system under Section 40. Currently, there are 10,956,984 people insured under Section 40 nationwide. There are 24,509 Social Security Network representatives, 397,165 insured persons under Section 40 registered under the Social Security Network, and 263,429 people under the “Bowon” network, a group belonging to houses, temples, schools, and factories.
The Social Security Office’s Secretary-General, Mr. Boonsong Thapchaiyut, said that the organization of the Social Security Section 40 Public Relations Project to the Social Security Network, Class 1, has the objective of increasing the potential of the Social Security Network to have knowledge and understanding about access to benefits that insured people will receive, so that they can campaign and encourage more independent sector workers to join the social security system. Today’s event had 400 people attending, including people insured under Section 40, self-employed people, social security networks, labour volunteers, community leaders, and village headmen in Nakhon Si Thammarat Province. In this regard, the Labour Minister, Mr. Phiphat Ratchakitprakarn, awarded certificates to 6 outstanding social security support networks. In addition, within the event area, there were also services taking applications for Section 40 insured persons, discussions, and exchange of knowledge on social security Section 40. Stores were set up to sell products made by the networks. Various exhibitions were organized by agencies under the Ministry of Labour, including activities of network partners as well.
