วันที่ 30 พฤศจิกายน 2566 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เป็นประธานการประชุมคณะกรรมการขับเคลื่อนการให้สัตยาบันอนุสัญญาองค์การแรงงานระหว่างประเทศ ฉบับที่ 87 ว่าด้วยเสรีภาพในการสมาคมและการคุ้มครองสิทธิในการรวมตัว ค.ศ.1948 และฉบับที่ 98 ว่าด้วยสิทธิในการรวมตัวและการเจรจาต่อรองร่วม ค.ศ.1949 ครั้งที่ 1/2566 โดยมี นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน นางโสภา เกียรตินิรชา ผู้ตรวจราชการกระทรวงแรงงาน รักษาราชการแทนอธิบดีกรมสวัสดิการและคุ้มครองแรงงาน พร้อมด้วยผู้บริหารระดับสูงกระทรวงแรงงาน และผู้แทนหน่วยงานที่เกี่ยวข้อง เข้าร่วม ณ ห้องประชุม ศ.นิคม จันทรวิทุร ชั้น 5 อาคารกระทรวงแรงงาน
นายพิพัฒน์ กล่าวว่า ในวันนี้กระทรวงแรงงาน โดยกรมสวัสดิการและคุ้มครองแรงงานได้เชิญคณะกรรมการขับเคลื่อนการให้สัตยาบันอนุสัญญาองค์การแรงงานระหว่างประเทสฉบับที่ 87 และ 98 ซึ่งมีผู้แทนหน่วยงานที่เกี่ยวข้องมาประชุม สาระสำคัญของการประชุมครั้งนี้ ที่ประชุมได้รับทราบคำสั่งแต่งตั้งคณะกรรมการขับเคลื่อนการให้สัตยาบันอนุสัญญาองค์การแรงงานระหว่างประเทศ (ILO) ฉบับที่ 87 ว่าด้วยเสรีภาพในการสมาคมและการคุ้มครองสิทธิในการรวมตัว ค.ศ.1948 และฉบับที่ 98 ว่าด้วยสิทธิในการรวมตัวและการเจรจาต่อรองร่วม ค.ศ.1949 นอกจากนี้ ยังได้เห็นชอบในหลักการเกี่ยวกับการแต่งตั้งคณะทำงาน ศึกษา วิเคราะห์ ความเป็นไปได้และแผนดำเนินงานเพื่อให้สัตยาบันอนุสัญญาทั้งสองฉบับเป็นไปด้วยความรวดเร็ว และมีแผนการดำเนินงานที่ชัดเจน
นายพิพัฒน์ กล่าวต่อว่า ผมขอขอบคุณผู้แทนหน่วยงานทุกท่าน ทั้งภาครัฐ ภาคเอกชน และองค์การระหว่างประเทศที่ให้ความสำคัญในการส่งเสริมสิทธิแรงงานของประเทศไทยเพื่อให้ทัดเทียมมาตรฐานสากล เป็นความจำเป็นที่ประเทศไทยต้องขับเคลื่อนและเดินหน้าไปให้ได้ ซึ่งในส่วนของกระทรวงแรงงาน เราจะเร่งดำเนินการในส่วนที่เกี่ยวข้องให้แล้วเสร็จและเร็วที่สุด ขณะเดียวกันกระทรวงแรงงานจะเสนออนุสัญญาดังกล่าวทั้งสองฉบับเข้าสู่คณะรัฐมนตรี เพื่อพิจารณาอุมัติหลักการ ทั้งนี้ เพื่ออนุสัญญาทั้งสองฉบับจะเป็นประโยชน์สิทธิในการคุ้มครองแรงงานต่อไป
On November 30, 2023, the Labour Minister, Mr. Phiphat Ratchakitprakarn, chaired the meeting of the Steering Committee for the Ratification of International Labour Organization Convention No. 87 on the Freedom of Association and Protection of the Right to Organise, 1948, and No. 98 on the Right to Organise and Collective Bargaining, 1949. The meeting was the committee’s first for this year. The Permanent Secretary of Labour, Mr. Pairoj Chotiksetian, the Ministry of Labour’s Inspector-General and Acting Director-General of the Department of Labor Protection and Welfare, Mrs. Sopa Kieatnircha, the Ministry of Labour’s executives, and representatives of related agencies attended the occasion at the Prof. Nikom Chantravitun meeting room, 5th floor, Ministry of Labour.
Mr. Phiphat said that today, the Ministry of Labour’s Department of Labour Protection and Welfare invited the Steering Committee for the Ratification of International Labour Organization Convention No. 87 and 98, which includes representatives of relevant agencies, to attend the meeting. The meeting took note of the order appointing a Steering Committee for the Ratification of International Labour Organization (ILO) Convention No. 87 on the Freedom of Association and Protection of the Right to Organise, 1948, and No. 98 on the Right to Organise and Collective Bargaining, 1949. They also agreed in principle on appointing a working group to study and analyze the possibilities and plan for the speedy ratification of the two conventions with a clear operational plan.
Mr. Phiphat thanked the representatives of all agencies from the public sector, the private sector, and international organizations for their commitment to promoting labour rights in Thailand to be at par with international standards. It is a necessity that Thailand must drive forward and achieve. The Ministry of Labour e will expedite the relevant work to be completed as quickly as possible. At the same time, the Ministry of Labour will propose both conventions to the Cabinet to consider and approve the principles so that both conventions will benefit labour protection rights in the future.
