เมื่อวันที่ 5 ตุลาคม 2566 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เปิดเผยถึงความคืบหน้าการให้ความช่วยเหลือผู้ประสบอุทกภัยจากสถานการณ์น้ำท่วมในพื้นที่หลายจังหวัดในขณะนี้ ในส่วนของกระทรวงแรงงานผมได้สั่งการให้หน่วยงานในสังกัดทุกจังหวัดที่ประสบอุทกภัยบูรณาการให้ความช่วยเหลือประชาชนเป็นการเร่งด่วน บูรณาการสนับสนุนความช่วยเหลือผู้ใช้แรงงาน ลูกจ้างผู้ประกันตน และประชาชนในพื้นที่ที่ได้รับความเดือดร้อนกับทางจังหวัด โดยเฉพาะการเคลื่อนย้ายประชาชนไปในสถานที่ที่ปลอดภัย จัดที่พักพิงชั่วคราว และสนับสนุนเครื่องอุปโภคบริโภคของใช้ที่จำเป็นเพื่อบรรเทาความเดือดร้อนในเบื้องต้น
นายพิพัฒน์ ยังกล่าวถึงมาตรการช่วยเหลือผู้ประสบอุทกภัยของกระทรวงแรงงาน โดยแบ่งเป็น 3 ระยะคือ
1) ระยะก่อนเกิดภัย เฝ้าระวังติดตามสถานการณ์สถานประกอบการที่ได้รับผลกระทบ และมีแนวโน้มจะมีการเลิกจ้างแรงงาน จัดเตรียม แรงงานที่มีความรู้ทางเทคนิค จัดหาอุปกรณ์เครื่องมือ บุคลากรและยานพาหนะเพื่อใช้ในการให้ความช่วยเหลือ จัดทำสุขาลอยน้ำ และ ตรวจสถานประกอบกิจการให้ปฏิบัติตามกฎหมายความปลอดภัยในการทำงาน
2) ระยะเกิดภัย ตรวจสอบข้อมูลแรงงานที่ได้รับผลกระทบเพื่อให้การช่วยเหลือคุ้มครองตามกฎหมายแรงงาน สิทธิประโยชน์กรณีว่างงานแก่ผู้ประกันตนกรณีนายจ้างหยุดให้บริการชั่วคราวเนื่องจากเหตุสุดวิสัย
3) ระยะฟื้นฟูภายหลังน้ำลด การออกประกาศขอความร่วมมือจากสถานประกอบการให้ลูกจ้างหยุดงานโดยไม่ถือเป็นวันลาหรือเป็นความผิดต่อข้อบังคับเกี่ยวกับการทำงาน ให้บริการจัดหางานและส่งเสริมการประกอบอาชีพ โครงการจ้างงานเร่งด่วนและพัฒนาทักษะฝีมือ โดยสนับสนุนค่าตอบแทน รวมถึงวัสดุอุปกรณ์ฝึกอาชีพ เพื่อให้ประชาชนมีรายได้อย่างต่อเนื่อง สามารถดำรงชีพได้หลังจากน้ำลดและรอการฟื้นฟู จัดหน่วยให้บริการซ่อมอุปกรณ์เครื่องใช้ไฟฟ้า และเครื่องยนต์เล็กเพื่อการเกษตร เพื่อลดรายจ่ายของประชาชนที่อุปกรณ์ไฟฟ้าได้รับความเสียหาย รวมถึงตรวจสอบความปลอดภัยของสายไฟภายในบ้าน ดูแลสิทธิประโยชน์ให้แก่ผู้ประสบภัย ทั้งในเรื่องสิทธิประกันสังคม สิทธิตามกฎหมายคุ้มครองแรงงานภายหลังน้ำลด จัดทีมแพทย์และพยาบาลร่วมกับโรงพยาบาลในเครือข่ายให้บริการตรวจรักษาเบื้องต้นในพื้นที่ที่ได้รับผลกระทบ
ทั้งนี้ ลูกจ้าง นายจ้าง และประชาชนที่ประสบอุทกภัยได้รับความเดือดร้อนและต้องการขอรับความช่วยเหลือจากหน่วยงานในสังกัดกระทรวงแรงงาน สามารถติดต่อสอบถามรายละเอียดได้ที่สายด่วนกระทรวงแรงงาน 1506
On October 5, 2023, the Labour Minister, Mr. Phiphat Ratchakitprakarn, spoke about the progress of supporting flood victims from the current flooding situation in many provinces. On the Ministry of Labour’s part, he instructed affiliated agencies in flood-affected provinces to urgently assist people and to support workers, insured employees, and people in the area who have suffered, together with the provincial administration. The priority is moving people to a safe place, arranging temporary shelter, and supporting necessary consumer goods for initial support.
Mr. Phiphat spoke about the Ministry of Labour’s measures to help flood victims, divided into 3 phases:
1) The period before disaster strikes. To monitor the situation of affected establishments and the potential to lay off workers, to prepare workers with technical knowledge, and to provide equipment and tools, personnel, and vehicles for use in assisting. Build floating toilets and inspect business establishments for compliance with occupational safety laws.
2) During the disaster period. Check the information on affected workers and provide assistance and protection according to labour laws. Provide unemployment benefits for insured persons if the employer temporarily stops providing services due to force majeure.
3) Recovery period after the water recedes. Issue an announcement asking for cooperation from establishments to allow employees to stop work without it being considered leave or violating work regulations. Support compensation by providing employment and career promotion services, including urgent employment and skill development projects. Provide vocational training materials for continuous income to survive after the water recedes and wait for restoration. Organize a unit to provide repair services for electrical appliances and small engines for agriculture to reduce the expenses of people whose electrical equipment is damaged and check the safety of the electrical wiring within the house. Take care of benefits for disaster victims regarding social security rights under labour protection laws after the flood recedes. Arrange a team of doctors and nurses with hospitals in the network to provide basic medical examinations and treatment in the affected areas.
