รมว.แรงงาน “พิพัฒน์”เป็นประธานในพิธีเปิดงานครบรอบ 38 ปี “12 พฤศจิกายน วันเจ้าหน้าที่ความปลอดภัยในการทำงาน” ชูนโยบาย Safety Thailand ตั้งเป้าอัตราการประสบอันตรายลดลงร้อยละ 4 ต่อปี พร้อมชื่นชม ปี 66 ลดลงเกินเป้า
วันที่10 พ.ย. 2566 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เป็นประธานในพิธีเปิดงาน “12 พฤศจิกายน วันเจ้าหน้าที่ความปลอดภัยในการทำงาน ประจำปี พ.ศ. 2567” โดยมี นายสิรภพ ดวงสอดศรี ผู้ช่วยรัฐมนตรีประจำกระทรวงแรงงาน นายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงาน นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน นายวรรณรัตน์ ศรีสุขใส รองปลัดกระทรวงแรงงาน นายเดชา พฤกษ์พัฒนรักษ์ รองปลัดกระทรวงแรงงาน พร้อมด้วย ผู้บริหารระดับสูงกระทรวงแรงงาน เข้าร่วม ณ ห้องประชุมกระทรวงแรงงานชั้น 5 อาคารกระทรวงแรงงาน
นายพิพัฒน์ กล่าวว่า กระทรวงแรงงานได้ให้ความสำคัญในการดูแลด้านความปลอดภัยและสุขภาพอนามัยของผู้ใช้แรงงาน ร่วมกับทุกภาคส่วนที่เกี่ยวข้องมาอย่างต่อเนื่อง โดยยกระดับการขับเคลื่อนตามนโยบายความปลอดภัย และอาชีวอนามัยของประเทศไทย Safety Thailand และมีการกำหนดให้นายจ้างของสถานประกอบกิจการต้องจัดให้มีบุคลากรเข้ามาช่วยบริหารจัดการด้านความปลอดภัยฯ ในสถานประกอบกิจการ ตั้งแต่ปี พ.ศ. 2528 ซึ่งเรียกว่า “เจ้าหน้าที่ความปลอดภัยในการทำงาน” หรือ จป. ปฏิบัติหน้าที่เกี่ยวกับการให้คำปรึกษา แนะนำ ดำเนินการตรวจสอบ ประเมินอันตรายในการทำงานให้แก่นายจ้างและลูกจ้าง เพื่อนำไปสู่การปรับปรุงแก้ไขเพื่อให้เกิดสภาพความปลอดภัยต่อคนทำงาน ปราศจากอุบัติเหตุและโรคจากการทำงาน โดยในช่วงหลายปีผ่านมา และในปีงบประมาณ พ.ศ.2567 นี้ กรมสวัสดิการและคุ้มครองแรงงานได้กำหนดเป้าหมายของการประสบอันตรายฯ (กรณีร้ายแรง) ต้องลดลงไม่น้อยกว่าร้อยละ 4 ซึ่งจากผลการดำเนินงานที่ผ่านมาพบว่าแนวโน้มอัตราการประสบอันตรายจากการทำงาน (กรณีร้ายแรง) ลดลงอย่างต่อเนื่องถือเป็นเรื่องที่น่าชื่นชมที่พบว่าอัตราการประสบอันตรายจากการทำงาน (กรณีร้ายแรง) ปี 2566 ลดลงร้อยละ 4.05 เมื่อเทียบกับปี 2565 ที่ผ่านมา
จากนั้น นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน เป็นประธานพิธีมอบเข็มประดับเพื่อเป็นเกียรติแก่เจ้าหน้าที่ความปลอดภัยในการทำงานฯ จำนวน 15 คน มอบธง Safety CSR ให้แก่ชมรมเจ้าหน้าที่ความปลอดภัยในการทำงานที่มีการดำเนินการ CSR ด้านความปลอดภัยในการทำงานในปี 2566 จำนวน 17 ชมรม มอบเกียรติบัตรแก่สถานประกอบการที่เข้าร่วมโครงการขับเคลื่อนความปลอดภัย อาชีวอนามัย และสภาพแวดล้อมในการทำงานในงานที่มีการประสบอันตรายสูง (งานขนส่ง) ประจำปี 2566 จำนวน 99 แห่ง พร้อมเยี่ยมชมบูธนิทรรศการงานวันเจ้าหน้าที่ความปลอดภัยในการทำงานจากสถานประกอบการและหน่วยงานที่เกี่ยวข้อง
ด้าน นางโสภา เกียรตินิรชา ผู้ตรวจราชการกระทรวงแรงงาน รักษาราชการแทนอธิบดีกรมสวัสดิการและคุ้มครองแรงงาน กล่าวว่า ในอดีตเจ้าหน้าที่ความปลอดภัยในการทำงาน จะมีบทบาทเฉพาะในสถานประกอบกิจการของตนเองเท่านั้น แต่ต่อมา กรมฯ ได้มีการส่งเสริมให้มีการพัฒนาและขยายการมีส่วนร่วมออกสู่ภายนอกสถานประกอบกิจการ จนกระทั่งปี พ.ศ. 2557 ได้มีการรวมตัวกันของเจ้าหน้าที่ความปลอดภัยในการทำงานในรูปแบบชมรม/สมาคมเครือข่ายความปลอดภัยในการทำงาน เพื่อสร้างความเข้มแข็ง และแลกเปลี่ยนองค์ความรู้ระหว่างผู้ที่ปฏิบัติงานด้านความปลอดภัย ตลอดจนร่วมขับเคลื่อนงานด้านความปลอดภัยและอาชีวอนามัยร่วมกับภาครัฐ และมีส่วนร่วมรับผิดชอบต่อสังคมให้มากขึ้น ปัจจุบันมีจำนวน 90 ชมรมทั่วประเทศ อีกทั้งได้กำหนดให้วันที่ 12 พฤศจิกายนของทุกปี เป็น “วันเจ้าหน้าที่ความปลอดภัยในการทำงาน” และผลักดันให้มีบทบาทในการขับเคลื่อนงานความปลอดภัยและอาชีวอนามัยในสถานประกอบกิจการ ตลอดจนชุมชนบริเวณโดยรอบให้เกิดการตระหนักรู้ด้านความปลอดภัย โดยนำความรู้ความสามารถขยายผลเพื่อสร้างความปลอดภัยให้กับชุมชนและสังคม ผ่านกิจกรรมสาธารณประโยชน์ อาทิ การให้ความรู้ด้านความปลอดภัยในชีวิตประจำวัน และการฝึกซ้อมอพยพหนีไฟในสถานศึกษา เป็นต้น
On November 10, 2023, the Labour Minister, Mr. Phiphat Ratchakitprakarn, presided over the “November 12: Occupational Safety Officer Day 2024” opening ceremony. The Assistant to the Labour Minister, Mr. Siraphop Duangsodsri, the Secretariat to the Labour Minister, Mr. Aree Krainara, the Permanent Secretary of Labour, Mr. Phairoj Chotikasatian, the Deputy Permanent Secretary of Labour, Mr. Wannarat Srisuksai, the Deputy Permanent Secretary of Labour, Mr. Decha Pruekphathanarak and the Ministry of Labour’s executives joined the occasion at the Ministry of Labour’s Conference Room, 5th floor, Ministry of Labour.
Mr. Phiphat said that the Ministry of Labour emphasizes taking care of workers’ safety and health. It has continuously worked with all relevant sectors, raising the level of the drive according to the Safety Thailand policy. Since 1985, it has specified that employers of business establishments must provide personnel to help manage safety. They are called “Occupational Safety Officers” or Safety Officers. They perform duties related to giving advice, conducting inspections, and evaluating occupational hazards for employers and employees. This leads to improvements to create safe conditions for workers to ensure the workplace is accident-free. In the past several years and 2024, the Department of Labour Protection and Welfare has set goals to reduce severe hazard cases to below 4 percent. Past performance results show that severe workplace hazards have continued to decrease. The rate of severe occupational hazards in 2023 decreased by 4.05 percent compared to the previous year in 2022.
From there, the Permanent Secretary of Labour, Mr. Phairoj Chotikasatian, presided over the ceremony to present decorative pins to 15 Occupational Safety Officers and presented Safety CSR flags to 17 Occupational Safety Officer Associations that have implemented CSR in occupational safety in 2023. He presented certificates to 99 establishments that participated in the project to drive occupational safety, health, and working environment in high-hazard jobs (transportation work) for 2023 and visited the Safety Officers Day exhibition booth by establishments and related agencies.
The Ministry of Labour’s Inspector-General and Acting Director-General of the Department of Labor Protection and Welfare, Mrs. Sopa Kieatnircha, said that in the past, Occupational Safety Officers only played a role in their business establishments. But later, the Department promoted and expanded participation outside the business establishment. In 2014, there was a gathering of Occupational Safety Officers in the form of associations to build strength and exchange knowledge between those working in safety. It also aims to jointly drive occupational health and safety work with the government sector and participate more in social responsibility. Currently, there are 90 associations nationwide. In addition, November 12 of every year has been designated as “Occupational Safety Officer Day,” pushing for a role in driving occupational health and safety in the workplace and surrounding communities to create safety awareness. It does this through knowledge and the ability to expand outcomes to create safety for communities and society through public benefit activities, such as providing safety knowledge in daily life and fire evacuation drills in educational institutions.
