วันที่ 12 ธันวาคม 2566 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เปิดเผยว่า ที่ประชุมคณะรัฐมนตรี (ครม.) ในวันนี้ ได้มีมติเห็นชอบตามที่กระทรวงแรงงานเสนอ เรื่อง ขอรับการจัดสรรงบประมาณรายจ่ายประจำปีงบประมาณ พ.ศ. 2566 ไปพลางก่อน งบกลาง รายการ เงินสำรองจ่ายเพื่อกรณีฉุกเฉินหรือจำเป็น จำนวน 750 ล้านบาท เพื่อเป็นค่าใช้จ่ายดำเนินโครงการเยียวยาแรงงานไทยจากสถานการณ์ความไม่สงบในประเทศอิสราเอล ปีงบประมาณ พ.ศ. 2567
นายพิพัฒน์ กล่าวว่า เพื่อเป็นการบรรเทาความเดือดร้อนจากการขาดรายได้ในเบื้องต้นของแรงงานไทยที่ได้รับผลกระทบจากสถานการณ์ความไม่สงบในอิสราเอล รวมทั้งเป็นการสร้างขวัญและกำลังใจให้แรงงานไทยที่เดินทางไปทำงานถูกต้องตามกฎหมายได้รับการดูแลจากภาครัฐอย่างจริงจัง กระทรวงแรงงานจึงได้มีมาตรการช่วยเหลือและเยียวยาแรงงานไทยจากการขาดรายได้ในการประกอบอาชีพ โดยเสนอของบประมาณเพื่อใช้จ่ายเงินเยียวยาให้กับแรงงานไทย ซึ่งประมาณการแรงงานไทย จำนวน 15,000 คน ๆ ละ 50,000 บาท ซึ่งจะมีผลตั้งแต่ ธ.ค.66- ก.ย.67 โดยแรงงานที่ได้รับประโยชน์ แบ่งเป็น 4 กลุ่มเป้าหมาย ประกอบด้วย กลุ่มแรก แรงงานไทยที่เดินทางไปทำงานในประเทศอิสราเอล และเดินทางกลับประเทศไทยหลังวันที่ 7 ตุลาคม 2566 กลุ่มที่ 2 แรงงานไทยที่เสียชีวิตจากสถานการณ์ความไม่สงบในประเทศอิสราเอล กลุ่มที่ 3 แรงงานไทยที่เดินทางไปทำงานในประเทศอิสราเอลและเดินทางกลับประเทศไทย ก่อนวันที่ 7 ตุลาคม 2566 โดยใช้ Re-Entry Visa แต่ไม่สามารถเดินทางกลับไปทำงานที่ประเทศอิสราเอลได้เนื่องจากกรมการจัดหางานชะลอการเดินทางด้วยเหตุภัยสงครามในประเทศอิสราเอล และกลุ่มที่ 4 ประมาณการแรงงานไทยที่คาดว่าจะประสงค์เดินทางกลับประเทศไทย/เดินทางกลับไทยเพิ่มเติม รวมถึงแรงงานไทยที่ถูกจับเป็นตัวประกัน
นายพิพัฒน์ กล่าวต่อว่า การดำเนินการหลังจากที่คณะรัฐมนตรีมีมติอนุมัติโครงการเยียวยาแรงงานไทยจากสถานการณ์ความไม่สงบในประเทศอิสราเอลแล้ว กระทรวงแรงงานจะขอรับการจัดสรรงบประมาณ งบกลาง รายการเงินสำรองจ่ายเพื่อกรณีฉุกเฉินหรือจำเป็น ซึ่งจะใช้เวลาประมาณ ประมาณ 3 – 5 วัน และเมื่อได้รับการจัดสรรงบประมาณจากสำนักงบประมาณแล้ว ผู้มีสิทธิได้รับเงินเยียวยาก็สามารถมายื่นเอกสารคำร้องณ กระทรวงแรงงานหรือสำนักงานแรงงานจังหวัดทุกจังหวัด โดยเงื่อนไขของผู้ที่มีสิทธิได้รับเงินเยียวยานั้นต้องยื่นคำร้องด้วยตนเองเท่านั้น ส่วนกรณีเสียชีวิตให้ทายาทผู้มีสิทธิเป็นผู้ยื่นคำร้อง ทั้งนี้ กระทรวงแรงงานจะมีคณะกรรมการพิจารณาตรวจสอบเอกสารหลักฐานที่ครบถ้วน ก็จะสามารถโอนเงินเข้าบัญชีผู้มีสิทธิหรือทายาทผู้มีสิทธิ (กรณีเสียชีวิต) ภายใน 7 – 10 วัน โดยระหว่างนั้นผู้ยื่นคำร้องสามารถตรวจสอบสถานะคำร้องได้โดยการสแกน QR CODE ที่ได้รับจากเจ้าหน้าที่ผู้รับคำร้อง
On December 12, 2023, the Labour Minister, Mr. Phiphat Ratchakitprakarn, reported that today’s Cabinet meeting approved the Ministry of Labour’s proposal requesting budget allocation for the 2023 fiscal year for the time being, including a central budget and reserve funds for emergencies or necessity, amounting to 750 million Baht. This amount will be used to fund the project to provide relief to Thai workers from the unrest situation in Israel in the 2024 fiscal year.
Mr. Phiphat said this measure aims to provide initial alleviation from the loss of income for Thai workers affected by the unrest in Israel. It also builds morale and encouragement for Thai workers who travel to work legally, showing that they are taken care of by the government. The Ministry of Labour has measures to support and provide relief to Thai workers who have lost income in their occupations. It requested a budget to compensate the Thai workers. It is estimated that 15,000 Thai workers will receive 50,000 Baht each, effective from December 2023 to September 2024. Four target groups are eligible for the relief. The first group is Thai workers who traveled to work in Israel and returned to Thailand after October 7, 2023. The second group is Thai workers who died from the unrest in Israel. The third group is Thai workers who traveled to work in Israel and returned to Thailand before October 7, 2023, using a Re-Entry Visa but were unable to return to work in Israel because the Department of Employment delayed travel due to the war. The fourth group forecasts the number of Thai workers who are expected to want to return to Thailand or return to Thailand, including Thai workers who were taken hostage.
Mr. Phiphat added that following the Cabinet’s approval for the project to provide relief to Thai workers from the unrest in Israel, the Ministry of Labour will request budget allocation, a central budget, and reserve funds for emergencies or necessities. This will take approximately 3 to 5 days. Once the budget has been allocated from the Budget Bureau, those who are entitled to receive compensation can submit their application documents at the Ministry of Labour or Provincial Labour Offices in every province. The condition is that those who are entitled to receive compensation must submit a request in person only. In the case of death, the eligible dependent will submit the petition. The Ministry of Labour will have a committee to consider and examine the documents and evidence and will be able to transfer money into the account of the person who is the rightful beneficiary within 7 to 10 days, during which the applicant can check the status of the application by scanning the QR code from the official receiving the application.
