วันที่ 9 ตุลาคม 2566 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เปิดเผยภายหลังการเป็นประธานการประชุมติดตามสถานการณ์การให้ความช่วยเหลือ/ดูแล แรงงานไทยในอิสราเอลในภาวะสงคราม โดยมี นายสมาสภ์ ปัทมะสุคนธ์ ผู้ตรวจราชการกระทรวงแรงงาน ประชุมรับฟังรายงานสถานการณ์จากนายกิตติ์ธนา ศรีสุริยะ อัครราชทูตที่ปรึกษา (ฝ่ายแรงงาน) ประจำสถานเอกอัครราชทูต ณ กรุงเทลอาวีฟ พบว่า มีแรงงานไทยที่ได้รับบาดเจ็บ จํานวน 9 คน เป็นชายทั้งหมด โดยบาดเจ็บสาหัส จํานวน 3 คน และบาดเจ็บเล็กน้อย จํานวน 6 คน แยกเป็นภูมิลําเนา อุดรธานี 1 คน นครพนม 1 คน หนองบัวลําภู 2 คน สุรินทร์ 2 คน (บาดเจ็บสาหัส) อุบลราชธานี 1 คน พะเยา 1 คน และตาก 1 คน ส่วนแรงงานไทยที่ถูกจับไปเป็นตัวประกัน ถูกจับควบคุมตัว จำนวน 11 คน เป็นชาย 10 คน หญิง 1 คน แยกเป็นภูมิลำเนา แยกตามภูมิลำเนา อุดรธานี 5 คน (ชาย 4 คน / หญิง 1 คน) นครพนม 3 คน สุรินทร์ 1 คน ศรีสะเกษ 1 คน นครราชสีมา 1 คน
นายพิพัฒน์ กล่าวต่อว่า ผมได้สั่งการฑูตแรงงาน ณ กรุงเทลอาวีฟ ประเทศอิสราเอล ในการเร่งให้ความคุ้มครอง ดูแล และช่วยเหลือพี่น้องแรงงานไทยที่ได้รับผลกระทบจากเหตุการณ์ครั้งนี้อย่างเต็มที่และรวดเร็วที่สุด ตอนนี้ได้ประสานกระทรวงต่างประเทศในการวางแผนการนำพี่น้องแรงงานไทยกลับมายังประเทศไทยได้อย่างปลอดภัยภายในเวลาอันใกล้นี้และมีการจัดตั้ง “ศูนย์ช่วยเหลือแรงงงานและติดตามสถานการณ์สู้รบในอิสราเอล” ขึ้นแล้ว เพื่อรับข้อมูลและประสานข้อมูลไปยังหน่วยงานที่เกี่ยวข้อง เพื่อการเร่งช่วยเหลือ คุ้มครอง ดูแล พี่น้องแรงงานไทยในประเทศอิสราเอลทุกท่านอย่างรวดเร็วที่สุด
สำหรับครอบครัวของพี่น้องแรงงานชาวไทยที่ยังไม่สามารถติดต่อญาติ พี่น้อง ณ ประเทศอิสราเอลได้ในเวลานี้ สามารถติดต่อประสานงานขอความช่วยเหลือได้ที่ สายด่วนกรมการจัดหางาน 1694 และ 02 2456710 -11 ตลอด 24 ชั่วโมง และ มี Line Open Chat ( Link:https://bit.ly/46Gwkxz ) สำหรับแรงงานในอิสราเอลติดต่อได้ที่เบอร์ (+972) 0544693476 และ บริษัทจัดหางานในอิสราเอล (PIBA) อีก 12 บริษัท
นอกจากนี้ ล่าสุดทางสถานฑูตได้ประชาสัมพันธ์ผู้ที่ประสงค์กลับไทย ให้กรอกข้อมูลในระบบ FACEBOOK : Royal Thai Embassy, Tel Aviv (ทุกเรื่องเมืองยิว) พบว่า มีแรงงานไทยที่ได้ลงทะเบียนแจ้งความประสงค์กลับประเทศไทยแล้ว จำนวน 1,099 คน ส่วนการช่วยเหลือเรื่องสิทธิประโยชน์จากกองทุนเพื่อช่วยเหลือคนหางานไปทำงานในต่างประเทศ กรณีแรงงานไทยเป็นสมาชิกกองทุนฯ นั้นจะได้รับความคุ้มครอง และสิทธิประโยชน์ตามที่กฎหมายกำหนด
-ซึ่งในกรณีประสบปัญหาจากภัยสงคราม ภัยธรรมชาติ หรือโรคระบาด สงเคราะห์ คนละ 15,000 บาท
-กรณีเสียชีวิตในต่างประเทศสงเคราะห์ในต่างประเทศจำนวน 40,000 บาท และค่าใช้จ่ายในการจัดการศพเท่าที่จ่ายจริงไม่เกิน 40,000 บาท
-ทุพพลภาพ สงเคราะห์ คนละ 30,000 บาท
“ในนามรัฐมนตรีว่าการกระทรวงแรงงาน ผมขอยืนยันว่า พวกเราจะพยายามอย่างเต็มที่ในการช่วยเหลือพี่น้องแรงงานไทย ที่ทำงานอย่างหนักเพื่อหารายได้เลี้ยงครอบครัว และนำรายได้กลับเข้าสู่ประเทศไทย ให้ได้รับความปลอดภัยอย่างรวดเร็วที่สุด และ ขอให้มั่นใจว่า “รัฐบาลไทย” ทั้งในส่วน กระทรวงต่างประเทศ และ กระทรวงแรงงาน จะให้การคุ้มครองดูแลอย่างดีที่สุด พรัอมเร่งช่วยเหลือพี่น้องแรงงานไทยในการเดินทางกลับประเทศไทยอย่างปลอดภัยและขอให้พี่น้องแรงงานไทยปฏิบัติตามมาตรการของทางการประเทศอิสราเอลอย่างเคร่งครัด พร้อมประสาน ฝ่ายแรงงาน ประจำสถานเอกอัครราชทูต ณ กรุงเทลอาวีฟ ประเทศอิสราเอล เพื่อการวางแผนในการให้ความช่วยเหลือท่านได้อย่างปลอดภัยและรวดเร็ว และ กระทรวงแรงงานจะช่วยดูแลเรื่องการทำงานของแรงงานทุกคนให้ได้กลับมาทำงานได้ทุกคนในสถานการณ์ปกติ ผมขอให้พี่น้องแรงงานไทยในอิสราเอลทุกท่านปลอดภัย เราจะพยายามอย่างเต็มที่ในการนำพี่น้องแรงงานทุกท่านกลับประเทศไทยอย่างรวดเร็วและปลอดภัยที่สุด” นายพิพัฒน์ กล่าวท้ายสุด
On October 9, 2023, the Labour Minister, Mr. Phiphat Ratchakitprakarn, gave a speech after chairing a meeting to monitor the situation of assistance/care of Thai workers in Israel amid the war. The Ministry of Labour’s Inspector-General, Mr. Samat Pattamasukon, also joined the meeting, which listened to a situation report from the Minister Counselor (on Labour) at the Royal Thai Embassy in Tel Aviv, Mr. Kitthana Srisuriya. The report found nine injured Thai workers, all male. Three people were seriously injured, and six people were slightly injured. One person comes from Udon Thani, one from Nakhon Phanom, two from Nong Bua Lamphu, two from Surin (seriously injured), one from Ubon Ratchathani, one from Phayao, and one from Tak. Eleven Thai workers have been taken hostage: ten men and one woman. Five people come from Udon Thani (4 men / one woman), three from Nakhon Phanom, one from Surin, one from Sisaket, and one from Nakhon Ratchasima.
Mr. Phiphat continued that he instructed the Labour Ambassador in Tel Aviv, Israel, to accelerate the protection, care, and assistance of Thai workers affected by this incident as fully and quickly as possible. They have coordinated with the Ministry of Foreign Affairs to plan the return of the Thai workers to Thailand safely within the near future and have established the “Labour Assistance and War Monitoring Center in Israel” to receive information and coordinate with relevant agencies to help, protect, and care for all Thai workers in Israel as quickly as possible.
Families of Thai workers who cannot contact relatives in Israel at this time can contact and request assistance at the Department of Employment’s hotline on 1694 and 02 2456710 -11, available 24 hours a day. There is also a Line Open Chat available (Link: https://bit.ly/46Gwkxz). Workers in Israel can contact (+972) 5 4636 8150 and 12 employment agencies in Israel (PIBA).
In addition, the Embassy recently publicized information for those who wish to return to Thailand. They should fill out information in the FACEBOOK system: Royal Thai Embassy, Tel Aviv (all about Jewish cities). 1,099 Thai workers have reported their desire to return to Thailand. As for assistance benefits from the fund to help job seekers working abroad, Thai workers who are members of the fund will be protected, and benefits will be provided as specified by law.
– In the case of experiencing problems from war disasters, natural disasters, or epidemics, assistance is 15,000 Baht per person.
– In the case of death abroad, assistance abroad is 40,000 Baht, and funeral expenses are actual expenses not exceeding 40,000 Baht.
– Support for disabilities is 30,000 Baht per person.
“As the Labour Minister, I affirm that we will do our best to help Thai workers who work hard to provide for their families, bringing income back into Thailand. We will support them to receive safety as quickly as possible. Please be confident that the “Thai government,” including the Ministry of Foreign Affairs and the Ministry of Labour, will provide the utmost protection and care to help Thai workers safely return to Thailand. I ask that Thai workers strictly follow the measures of the Israeli authorities and coordinate with the Labour Department at the Royal Thai Embassy in Tel Aviv, Israel, to plan to help you safely and quickly. The Ministry of Labour will help take care of the work of all workers so that everyone can return to work in normal situations. I wish all Thai workers in Israel to be safe. We will do our best to bring all workers back to Thailand as quickly and safely as possible,” Mr. Phiphat concluded.
