วันที่ 13 มีนาคม 2567 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน พร้อมด้วย นายสมาสภ์ ปัทมะสุคนธ์ ผู้ตรวจราชการ กระทรวงแรงงาน หารือร่วมกับกลุ่มผู้ประกอบกิจการอู่ต่อเรือภาคเอกชน เพิ่มการจ้างงาน 3,000 อัตรา พร้อมเตรียม MOU ฝึกทักษะแรงงานไทยส่งทำงานอู่ต่อเรือเกาหลีใต้ ณ ห้องประชุม 1 ชั้น 31 โรงแรม LOTTE HOTEL SEOUL โดยมี นายบุญสงค์ ทัพชัยยุทธ์ เลขาธิการ สำนักงานประกันสังคม นายสมชาย มรกตศรีวรรณ อธิบดีกรมการจัดหางาน นายนิธิพัฒน์ วัฒนสุวกุล อัครราชทูตที่ปรึกษา (ฝ่ายแรงงาน) ประจำสถานเอกอัครราชทูต ณ กรุงโซล ประเทศสาธารณรัฐเกาหลี ผู้แทนสมาคมนายจ้างส่งเสริมแรงงานไทย และสมาคมการจัดหางานไทยไปต่างประเทศ เข้าร่วมในครั้งนี้ด้วย
นายพิพัฒน์ กล่าวว่า กลุ่มผู้ประกอบกิจการอู่ต่อเรือจำนวน 5 บริษัท ซึ่งประกอบด้วย บริษัท HD Hyundai Heavy Industry บริษัท Hyundai Mipo Dockyard บริษัท Hyundai Samho บริษัท Samsung Heavy Industries และบริษัท Hanwha Ocean ที่ได้พบในวันนี้เป็นภาคเอกชนขนาดใหญ่ที่มีชื่อเสียง และศักยภาพในการจ้างงานของสาธารณรัฐเกาหลีอย่างยิ่ง ซึ่งทั้งหมดชื่นชมแรงงานไทยว่าฝีมือดี และแจ้งว่ามีความต้องการจ้างแรงงานประมาณ 3,000 อัตรา ในตำแหน่งช่างเชื่อม ช่างเครื่องกล และเครือบริษัทฮุนไดทั้ง 3 แห่ง ได้แก่ บริษัท HD Hyundai Heavy Industry บริษัท Hyundai Mipo Dockyard บริษัท Hyundai Samho ยังเสนอให้มีการลงนามความร่วมมือกับกระทรวงแรงงาน เพื่อรับแรงงานไทยทุกคนที่ผ่านการอบรมทักษะฝีมือ และการอบรมทักษะภาษาเกาหลีจากกรมพัฒนาฝีมือแรงงาน เพื่อทำงานในอุตสาหกรรมอู่ต่อเรือ ณ สาธารณรัฐเกาหลี โดยฝ่ายไทยได้เสนอจัดส่งแรงงานทักษะในสาขาวิศกรรมอู่ต่อเรือ วิศกรรมสมุทรศาสตร์ วิศวกรอิเล็กทรอนิกส์สื่อสาร ที่มีความพร้อมในเรื่องทักษะภาษาอังกฤษ และสามารถเรียนรู้ทักษะภาษาเกาหลีเพิ่มเติมได้ นอกจากนี้ยังได้รับฟังปัญหาและอุปสรรคในกระบวนการจัดส่งแรงงาน ซึ่งหลังจากชี้แจง แลกเปลี่ยนข้อมูลระหว่างกันแล้ว กลุ่มผู้ประกอบการเกาหลีรู้สึกมีความเชื่อมั่นในกระบวนการจัดส่งแรงงานมากขึ้น ซึ่งจะนำไปสู่ความต้องการจ้างแรงงานไทยที่เพิ่มขึ้นด้วย
ด้านนายสมชาย มรกตศรีวรรณ อธิบดีกรมการจัดหางาน กล่าวว่า การเดินทางเยือนสาธารณรัฐเกาหลีในครั้งนี้ มีเป้าหมายสำคัญคือการเพิ่มโอกาสการจัดส่งแรงงานไทยไปทำงานต่างประเทศ ตามนโยบายที่ท่านรัฐมนตรีฯ พิพัฒน์มอบไว้ให้กรมการจัดหางาน ซึ่งตลาดแรงงาน E-7 เป็นตลาดที่จะเติบโตขึ้น และดึงดูดแรงงานต่างชาติ สาขางานช่างจากหลายประเทศ เนื่องจากให้ค่าตอบแทนสูงและมีความต้องการแรงงานจำนวนมาก และเป็นตลาดเดียวของเกาหลีใต้ที่เปิดโอกาสให้มีบริษัทจัดหางานมาเป็นตัวกลางในการจัดส่ง โดยไม่จำเป็นต้องเป็นระบบรัฐต่อรัฐ ซึ่งกรมการจัดหางานพร้อมให้การสนับสนุนและส่งเสริมให้คนไทยได้ไปทำงานในเกาหลีใต้มากขึ้น โดยจะดำเนินการในส่วนที่เกี่ยวข้องตามภารกิจการจัดส่งแรงงานไทย และทำงานร่วมกับกรมพัฒนาฝีมือแรงงานในการพัฒนาฝึกอบรมฝีมือก่อนการเดินทาง เพื่อเตรียมความพร้อมในการจัดส่งแรงงานไทยวีซ่าทักษะฝีมือ (E- 7) ไปทำงานในอุตสาหกรรมต่อเรือตามความต้องการของเกาหลีใต้ต่อไป
On March 13, 2024, the Labour Minister, Mr. Phiphat Ratchakitprakarn, and the Ministry of Labour’s Inspector-General, Mr. Samat Pattamasukon, met with a group of private shipyard operators to discuss increasing employment by 3,000 positions and to prepare an MOU to train Thai workers to work at South Korean shipyards. The occasion took place in meeting room 1, on the 31st floor of the Lotte Hotel in Seoul. The Social Security Office’s Secretary-General, Mr. Boonsong Thapchaiyut, the Department of Employment’s Director-General, Mr. Somchai Morakotsriwan, the Minister Counselor (on Labour) at the Royal Thai Embassy in Seoul, Mr. Nithipat Watanasuwakul, representatives of the Thai Labour Promotion Employers Association and the Association for Thai Employment Abroad also joined the occasion.
Mr. Phiphat said that the consortium of five shipyard operators included HD Hyundai Heavy Industry, Hyundai Mipo Dockyard, Hyundai Samho, Samsung Heavy Industries, and Hanwha Ocean. They are large and famous companies from the private sector with great employment potential in the Republic of Korea. All of the companies praised Thai workers for their quality skills. They informed the meeting that there is a need to hire approximately 3,000 workers in the positions of welders and mechanical technicians. The three Hyundai affiliates, HD Hyundai Heavy Industry, Hyundai Mipo Dockyard, and Hyundai Samho, also proposed signing an MOU with the Ministry of Labour to accept all Thai workers who have passed skill training and Korean language training from the Department of Skill Development to work in the shipyard industry in the Republic of Korea. The Thai parties offered to send skilled workers in the field of shipyard engineering. Oceanographic Engineering Communications electronics engineers who are prepared in English skills and can learn Korean language skills as an addition. Furthermore, they listened to problems and obstacles in the worker delivery process. After the exchange of information between each other, the Korean entrepreneurs felt more confident in the worker delivery process. This will lead to increased demand for Thai workers.
The Department of Employment’s Director-General, Mr. Somchai Morakotsriwan, said that one of the main goals of this trip to the Republic of Korea is to increase opportunities for sending Thai workers to work abroad, following the policy set by the Labour Minister to the Department of Employment. The E-7 labour market will grow and attract foreign workers from countries around the world to engineering fields because of the high compensation and great demand for workers. In addition, it is the only market in South Korea that allows employment agencies to act as delivery agents and not through a state-to-state system. The Department of Employment is ready to support and encourage more Thai people to work in South Korea. It will carry out operations in the relevant parts according to the mission of sending Thai workers abroad and work with the Department of Skill Development to develop skill training before traveling to prepare Thai workers on skilled visas (E-7) to work in the shipbuilding industry according to the needs of South Korea.
