วันที่ 11 กันยายน 2566 นายประทีป ทรงลำยอง รองปลัดกระทรวงแรงงาน พร้อมด้วย นางดรุณี นิธิทวีกุล ผู้ตรวจราชการกระทรวงแรงงาน นางต้องใจ สุทัศน์ ณ อยุธยา ผู้ตรวจราชการกระทรวงแรงงาน และคณะ เข้าเยี่ยมคารวะและหารือข้อราชการกับ นางอรุณรุ่ง โพธิ์ทอง ฮัมฟรีย์ส เอกอัครราชทูต ณ กรุงสตอกโฮล์ม ประเด็นการให้ความคุ้มครองแรงงานไทย สัญญาจ้างงานสภาพปัญหาอุปสรรค และข้อเสนอแนะที่เกี่ยวข้องกับแรงงานไทยในสวีเดน ณ ทำเนียบเอกอัครราชทูต ณ กรุงสตอกโฮล์ม ราชอาณาจักรสวีเดน
นายประทีป กล่าวว่า กระทรวงแรงงานขอขอบคุณท่านเอกอัครราชทูตไทย ณ กรุงสตอกโฮล์ม ที่ดูแลแรงงานไทยเป็นอย่างดี และในวันนี้เปิดโอกาสให้เข้าเยี่ยมคารวะเพื่อหารือ ซึ่งสิ่งที่กระทรวงแรงงานต้องการให้ท่านทูตช่วยผลักดันประเด็นความคุ้มครองแรงงานไทย เพื่อให้แรงงานไทยได้รับความคุ้มครองตามกฎหมาย สัญญาจ้างงานของสวีเดน นายจ้างจัดสวัสดิการและสิทธิประโยชน์อันพึงมีอย่างเหมาะสม และเป็นไปตามกรอบกฎหมาย สถานที่พักของแรงงานไทยและยานพาหนะที่จะนำแรงงานไปเก็บผลไม้ป่าว่ามีความเหมาะสม และปลอดภัย และขอให้นายจ้างได้ปฏิบัติตามสัญญาจ้างแรงงานเก็บผลไม้ป่าในสวีเดนฤดูกาลปี 2566 ตลอดจนมีการรับซื้อผลไม้ป่าที่ชัดเจน มีการติดประกาศราคาผลไม้ป่าแต่ละชนิดให้แรงงานรับทราบ รวมทั้งตรวจสอบเครื่องชั่งให้ได้มาตรฐานอีกด้วย
นายประทีป ยังกล่าวถึงประเด็นการขยายตลาดแรงงานไทยในสวีเดนว่า สืบเนื่องจากการที่รัฐมนตรีว่าการกระทรวงแรงงานและคณะ ได้เข้าพบหารือข้อราชการกับเอกอัครราชทูต ณ กรุงสตอกโฮล์ม เมื่อวันที่ 8 กันยายน 2565 ที่ผ่านมา เพื่อรับฟังข้อมูลเกี่ยวกับวิถีชีวิตความเป็นอยู่ สภาพปัญหาอุปสรรคและข้อเสนอแนะที่เกี่ยวกับแรงงานไทยในสวีเดนได้รับทราบว่าปัจจุบันสวีเดนประสบปัญหาขาดแคลนแรงงานโดยเฉพาะผู้ดูแลผู้สูงอายุ ผู้ช่วยพยาบาล สายงานด้านไอที รวมไปถึงมีร้านนวดไทย ร้านอาหารไทยในสวีเดนอีกกว่า 1,000 ร้าน ที่ต้องการแรงงานไทย ในเรื่องนี้นั้นจึงขอความร่วมมือให้สถานทูตแจ้งรายชื่อและช่องทางการติดต่อของร้านนวดไทยและร้านอาหารไทยในสวีเดนที่มีความต้องการแรงงานไทย เพื่อที่กระทรวงแรงงานจะดำเนินการติดต่อและขยายตลาดแรงงานไทย รวมทั้งขอความร่วมมือประชาสัมพันธ์ให้บริษัทหรือสถานประกอบการที่มีความต้องการจ้างแรงงานไทยติดต่อกรมการจัดหางานเป็นตัวแทนในการรับสมัครแรงงาน
ได้โดยไม่มีค่าใช้จ่ายเพื่อเพิ่มโอกาสให้มีการจ้างงานตำแหน่งอื่น ๆ ต่อไปอีกด้วย
ด้าน นางอรุณรุ่ง โพธิ์ทอง ฮัมฟรีย์ส เอกอัครราชทูต ณ กรุงสตอกโฮล์ม กล่าวว่า ในนามสถานเอกอัครราชทูต ณ กรุงสตอกโฮล์ม ขอขอบคุณท่านรองปลัดกระทรวงแรงงาน และคณะ ที่ได้เข้าเยี่ยมคารวะและหารือข้อราชการด้านแรงงานในวันนี้ แรงงานไทยมีส่วนสำคัญอย่างมากในการขับเคลื่อนเศรษฐกิจของสวีเดน เนื่องจากปัจจุบันมีแรงงานไทยเดินทางมาทำงานเก็บผลไม้ป่าเป็นจำนวนมาก ส่วนประเด็นข้อหารือต่างๆ ในวันนี้จะได้ประสานหน่วยงานที่เกี่ยวข้องเพื่อเร่งดำเนินการและแจ้งความคืบหน้าให้ทราบต่อไป
On September 11, 2023, the Deputy Permanent Secretary of Labour, Mr. Prateep Songlamyong, the Ministry of Labour’s Deputy Chief Inspector-General, Mrs. Darunee Nithithaweekul, the Ministry of Labour’s Inspector-General, Mrs. Tongjai Suthat Na Ayutthaya, and delegation, paid a courtesy call and discussed official matters with the Thai Ambassador in Stockholm, Mrs. Arunrung Phothong Humphreys. They discussed the protection issue for Thai workers, employment contracts, problems, obstacles, and suggestions for Thai workers in Sweden. The occasion took place at the Ambassador’s residence in Stockholm, Sweden.
Mr. Prateep said the Ministry of Labour thanked the Thai Ambassador in Stockholm for caring for Thai workers. Today was an opportunity to pay a courtesy call to discuss issues that the Ministry of Labour would like the Ambassador to drive, including protecting Thai workers to ensure protection by the law. The protection includes ensuring Swedish employment contracts, provision of appropriate welfare and benefits by employers, according to the legal framework, the accommodations of Thai workers, and the vehicles used to take the workers to pick wild fruits, ensuring they are appropriate and safe. They asked that employers comply with the labour contract for picking wild fruit in Sweden in the 2023 season and transparent purchasing of forest fruits. The price of each type of wild fruit should be posted for the workers’ visibility, and scales should be checked to ensure they meet the standards.
Mr. Prateep spoke about expanding the Thai labour market in Sweden. The Labour Minister and team’s meeting to discuss official matters with the Ambassador in Stockholm on September 8, 2022, to listen to the way of life, conditions, problems, obstacles, and suggestions regarding Thai workers in Sweden. It was acknowledged that Sweden faced labour shortages, especially those caring for the elderly, nursing assistants, IT employees, and Thai massage workers. Additionally, over 1,000 Thai restaurants in Sweden need Thai workers. In this matter, they requested cooperation from the Embassy to provide names and contact channels of Thai massage shops and restaurants in Sweden that need Thai workers. The Ministry of Labour will then contact and expand the Thai labour market. He also requested cooperation in publicizing companies or establishments that desire to hire Thai workers to contact the Department of Employment as a representative in recruiting workers, free of charge. This increases opportunities for further employment in other positions as well.
The Thai Ambassador in Stockholm, Mrs. Arunrung Phothong Humphreys, said that on behalf of the Royal Thai Embassy in Stockholm, she thanked the Deputy Permanent Secretary of Labour and team for paying the courtesy call today and the discussion on labour matters. Thai workers play an important role in driving the Swedish economy. At present, many Thai workers travel to work collecting wild fruits. Today’s discussion issues will be coordinated further with relevant agencies to expedite the process, and the team will be informed of further progress.
