วันที่ 20 เมษายน 2566 เวลา 09.00 น. นายประทีป ทรงลำยอง รองปลัดกระทรวงแรงงาน เป็นประธานเปิดโครงการพัฒนาศักยภาพแกนนำเครือข่ายประกันสังคม ประจำปี 2566 โดยมี นายนันทชัย ปัญญาสุรฤทธิ์ ผู้ตรวจราชการกระทรวงแรงงาน และหัวหน้าส่วนราชการในสังกัดกระทรวงแรงงานจังหวัดนครสวรรค์ เข้าร่วมพิธีเปิดในครั้งนี้ด้วย ณ ห้องประชุมมหาวิทยาลัยราชภัฏนครสวรรค์ ทั้งนี้ โครงการพัฒนาศักยภาพแกนนำเครือข่ายประกันสังคม มีวัตถุประสงค์เพื่อยกระดับบทบาทหน้าที่ของแกนนำเครือข่ายประกันสังคม ในฐานะตัวแทนขับเคลื่อนการขยายความคุ้มครองประกันสังคมสู่แรงงานนอกระบบในระดับพื้นที่ เพิ่มศักยภาพและเสริมสร้างความรู้ความเข้าใจเกี่ยวกับการประกันสังคมมาตรา 40 สิทธิประโยชน์ที่พึงได้รับตามกฎหมาย เทคนิคการทำงานเทคโนโลยีที่จำเป็นในการปฏิบัติงานประกันสังคมมาตรา 40 ให้กับแกนนำเครือข่ายประกันสังคม เพื่อสามารถนำไปขยายความคุ้มครองประกันสังคมสู่แรงงานนอกระบบในระดับพื้นที่ได้ รวมทั้งแลกเปลี่ยนประสบการณ์ในการขับเคลื่อนการขยายความคุ้มครอง
นายประทีป กล่าวว่า ผมชื่นชมแกนนำเครือข่ายประกันสังคมทุกท่าน เพราะการเป็นแกนนำเครือข่ายประกันสังคมจะต้องเป็นผู้มีจิตอาสา และเสียวละเวลามาร่วมทำงานให้กับสำนักงานประกันสังคม กระทรวงแรงงาน โดยทำหน้าที่เป็นสื่อกลางในการประสานความร่วมมือให้การช่วยเหลือ ในภารกิจของสำนักงานประกันสังคม ติดต่อประสานงานกับส่วนราชการในสังกัดกระทรวงแรงงานกับประชาชนเข้าใจและรู้สิทธิประโยชน์ด้านการประกันสังคม แกนนำเครือข่ายประกันสังคม เป็นผู้ที่มีบทบาทสำคัญต่อการปฏิบัติงานในภารกิจของสำนักงานประกันสังคมระดับพื้นที่ในทุกด้าน ไม่ว่าจะเป็นสื่อกลางในการรณรงค์ประชาสัมพันธ์ ให้คำปรึกษา แนะนำแก่ผู้ประสงค์ที่จะสมัครเป็นผู้ประกันตน วิธีการสมัคร การขึ้นทะเบียน การจ่ายเงินสมทบเข้ากองทุน และเผยแพร่ความรู้ ความเข้าใจเกี่ยวกับความคุ้มครองเกี่ยวกับความคุ้มครองและสิทธิประโยชน์ด้านการประกันสังคมมาตรา 40
“ขอขอบคุณแกนนำเครอจ่ายประกันสังคมเป็นบุคคลที่มีความเสียสละอย่างยิ่งใหญ่ เพราะการทำงานของแกนนำเครือข่ายประกันสังคม เป็นผู้ที่ทำหน้าที่ต้องสละเวลาที่ควรจะใช้ประกอบอาชีพหรือประกอบภารกิจต่างๆ ในด้านส่วนตัว และครอบครัว ทั้งยังเป็นผู้ที่มีบทบาทสำคัญต่อการพัฒนาประเทศ และเป็นกำลังสำคัญที่จะร่วมปฏิบัติงานกับองค์กรทั้งภาครัฐและภาคเอกชนในการช่วยเหลือประชาชน” นายประทีป กล่าวท้ายสุด

On April 20, 2023, at 09.00 hours, the Deputy Permanent Secretary of Labour, Mr. Prateep Songlamyong, presided over the launch of the 2023 Social Security Network Leader Potential Development Project. The Ministry of Labour’s Inspector-General, Mr. Nantachai Panyasurarit, and heads of government agencies under the Ministry of Labour in Nakhon Sawan Province also attended the opening ceremony at the Nakhon Sawan Rajabhat University meeting room. The objective is to elevate social security network leaders’ roles and responsibilities as agents to expand social security coverage to informal workers at the local level. The efforts aim to Increase potential and enhance knowledge and understanding of Social Security Section 40, benefits that are entitled to be received by law, techniques for work, the technology necessary for social security work, and Section 40 for social security network leaders to be able to extend social security coverage to informal workers at the local level, as well as sharing experiences in driving protection coverage.
Mr. Prattep said that he commended all social security network leaders. Being a social security network leader required being a volunteer and dedicating time to join and work for the Ministry of Labour’s Social Security Office by acting as a medium for coordinating cooperation to help in the mission of the Social Security Office. They must liaise with government agencies under the Ministry of Labour the public to understand and know social security benefits. Leaders of the social security network play an important role in the Social Security Office’s operations at the area level in all aspects, whether it’s a medium for public relations campaigns, advising those who wish to apply for insurance on how to apply and register, contributions to the fund and disseminating knowledge on the understanding of coverage regarding coverage and benefits of Social Security Section 40.
“I would like to thank the social security network leaders who have made great sacrifices. The work of social security network leaders requires them to sacrifice their time that could be used for a career or terms of personal and family time. They play an important role in the country’s development and are an important force to work with public and private organizations to help people,” said Mr. Prateep.
