วันที่ 20 กรกฎาคม 2566 นายวรรณรัตน์ ศรีสุขใส รองปลัดกระทรวงแรงงาน ร่วมประชุมคณะกรรมการสถาบันคุณวุฒิวิชาชีพ ครั้งที่ 7/2566 โดยมีนายนคร ศิลปอาชา เป็นประธานการประชุมดังกล่าว ณ ห้องราชพฤกษ์ อาคารเพิร์ล แบงก์ค็อก ชั้น 14 สถาบันคุณวุฒิวิชาชีพ (องค์การมหาชน)
สำหรับการประชุมในครั้งนี้ ที่ประชุมได้พิจารณาบันทึกข้อตกลงการประเมินความคุ้มค่าเพื่อพัฒนาองค์การมหาชน ระหว่าง สถาบันคุณวุฒิวิชาชีพ (องค์การมหาชน) กับสำนักงานคณะกรรมการพัฒนาระบบราชการ รายงานผลการดำเนินงานตามแผนบริหารความเสี่ยง ประจำปีงบประมาณ พ.ศ. 2566 ณ ไตรมาสที่ 3 (เมษายน 2566 – มิถุนายน 2566) รายงานผลการตรวจสอบภายในประจำไตรมาสที่ 3 ปีงบประมาณ 2566 ขอความเห็นชอบแนวทางการกำหนดค่าธรรมเนียมการขอรับประกาศนียบัตรคุณวุฒิวิชาชีพ หนังสือรับรองสมรรถนะ หรือหนังสือรับรองสมรรถนะสนับสนุนการทำงาน (ร่าง) ประกาศคณะกรรมการสถาบันคุณวุฒิวิชาชีพ เกี่ยวกับคำธรรมเนียม ตามข้อบังคับคณะกรรมการสถาบันคุณวุฒิวิชาชีพ ว่าด้วยหลักเกณฑ์ วิธีการ และเงื่อนไขในการให้ประกาศนียบัตรคุณวุฒิวิชาชีพและหนังสือรับรองสมรรถนะ พ.ศ. 2566 จำนวน 5 ฉบับ ขอยกเว้นค่าธรรมเนียมการขอรับประกาศนียบัตรคุณวุฒิวิชาชีพ หรือหนังสือรับรองสมรรถนะสนับสนุนการทำงานสำหรับผู้ผ่านการทดสอบมาตรฐานฝีมือแรงงานตามกฎหมายว่าด้วยการส่งเสริมการพัฒนาฝีมือแรงงาน (ร่าง) ประกาศคณะกรรมการสถาบันคุณวุฒิวิชาชีพ เรื่อง การยกเว้นค่าธรรมเนียมการขอรับประกาศนียบัตรคุณวุฒิวิชาชีพ หรือหนังสือรับรองสมรรถนะสนับสนุนการทำงานสำหรับผู้ผ่านการทดสอบมาตรฐานฝีมือแรงงานตามกฎหมายว่าด้วยการส่งเสริมการพัฒนาฝีมือแรงงานที่คณะกรรมการสถาบันคุณวุฒิวิชาชีพให้การรับรอง พ.ศ. … (ร่าง) MOU บันทึกความเข้าใจความร่วมมือ “ว่าด้วยความร่วมมือด้านการใช้ประโยชน์ระบบคุณวุฒิวิชาชีพเพื่อการส่งเสริมการมีงานทำ” ระหว่าง สถาบันคุณวุฒิวิชาชีพ (องค์การมหาชน) กับ กรมการจัดหางาน ทบทวนผลการประเมินสมรรถนะบุคคลตามมาตรฐานอาชีพแบบวิธีเทียบโอนประสบการณ์ สาขาวิชาชีพบริการการศึกษา วิจัย และภาษา สาขาการวิจัยและพัฒนาอาชีพนักวิจัย คุณวุฒิวิชาชีพระดับ 8 ขอความเห็นชอบการจัดตั้งคณะกรรมการที่ปรึกษาเพื่อการพัฒนากำลังคนด้านอุตสาหกรรมการท่องเที่ยว ขอความเห็นชอบมาตรฐานอาชีพ จำนวน 6 อาชีพ ขอความเห็นชอบผลการทบทวนมาตรฐานอาชีพ จำนวน 49 อาชีพ ขอการรับรอง ขยายขอบข่าย และสถานที่ประเมินเพิ่มเติมขององค์กรที่มีหน้าที่รับรองสมรรถนะบุคคลตามมาตรฐานอาชีพ จำนวน 6 องค์กร ขออนุมัติให้ประกาศนียบัตรคุณวุฒิวิชาชีพ หนังสือรับรองมาตรฐานอาชีพ และหนังสือรับรองสมรรถนะ รอบเดือนกรกฎาคม พ.ศ. 2566
On July 20, 2023, the Deputy Permanent Secretary of Labour, Mr. Wannarat Srisuksai, attended the Professional Qualifications Institute Committee Meeting No. 7/2023. Mr. Nakorn Silapa-archa chaired the meeting at the Ratchaphruek Room, Pearl Bangkok Building, 14th floor, Thailand Professional Qualifications Institute (Public Organization).
The meeting considered the memorandum of agreement on the valuation for the development of public organizations between the Institute of Professional Qualifications (Public Organization) and the Office of the Public Sector Development Commission. It considered the report on the performance according to the risk management plan for the 2023 fiscal year in the third quarter (April 2023 – June 2023) and the internal audit report for the third quarter of 2023. The meeting requested approval for guidelines for setting fees for acquiring professional qualification certificates, certificates of competency, or certificates of competence to support work (draft), the announcement of the Professional Qualifications Institute Committee about fees according to the regulations of the Institute of Professional Qualifications Committee on criteria, methods, and conditions for granting professional qualification certificates and competency certificates, B.E. 2566, 5 copies. It considered the request for a waiver of the fee for obtaining a professional qualification certificate or a certificate of competency to support work for those who pass the labour skill standard test under the law on skill development promotion (draft), the announcement of the Professional Qualifications Institute Committee on the exemption of fees for obtaining a professional qualification certificate or a certificate of competency to support work for those who have passed the labour skill standard test under the law on skill development promotion certified by the Professional Qualifications Institution Committee B.E. … (draft). It also covered the MOU “on Cooperation on Utilization of the Professional Qualifications System for Employment Promotion” between the Professional Qualifications Institute (Public Organization) and the Department of Employment. The meeting reviewed the results of personnel competency assessment according to occupational standards using the experience transfer method in education, research, and language, research and development branch, the researcher profession at the Professional Qualification Level 8. It further requested approval for the establishment of an advisory committee for manpower development in the tourism industry, for approval of occupational standards for six occupations, for approval of the results of occupational standards review for 49 occupations, for certification to expand the scope and additional assessment sites of 6 organizations responsible for certifying personnel competency according to occupational standards, for approval for professional qualification certificates, certificates of professional standards and certificates of competency for July 2023.
