วันที่ 26 พฤษภาคม 2566 นายวรรณรัตน์ ศรีสุขใส รองปลัดกระทรวงแรงงาน เป็นประธานเปิดการประชุมเชิงสัมมนา ชมรมเจ้าหน้าที่ความปลอดภัยในการทำงานนวนครและมอบนโยบายด้านอาชีวอนามัยและความปลอดภัย ประจำปี 2566 พร้อมด้วย นายชาญณรงค์ เนตรสว่าง ประธานชมรมนวนคร ดร.วิกรม ปิติสุข ที่ปรึกษาชมรม จป.นวนคร อาจารย์อรวรรณ ชำนาญพุดซา อาจารย์สาขาอาชีวอนามัยและความปลอดภัย มหาวิทยาลัยราชภัฎวไลยอลงกรณ์ อาจารย์บุษยา จูงาม มหาวิทยาลัยราชภัฎวไลยอลงกรณ์ Mr.Patrick SEAL (แพทริค ซีล) ผู้บริหาร PCS (บจก.รักษาความปลอดภัย พีซีเอส และฟาซิลิตี้ เซอร์วิสเซส) ณ อาคารศูนย์วิทยาศาสตร์ ห้องประชุมใหญ่ ชั้น 1 มหาวิทยาลัยราชภัฎวไลยอลงกรณ์ ในพระบรมราชูปถัมภ์ จังหวัดปทุมธานี
กระทรวงแรงงานได้กำหนดให้การขับเคลื่อนระเบียบวาระแห่งชาติ “แรงงานปลอดภัยและสุขภาพอนามัยดี” ระยะที่ 2 (พ.ศ. 2560-2569) เป็นนโยบายสำคัญของกระทรวงที่จะต้องดำเนินการอย่างต่อเนื่อง เพื่อตอบสนองประเด็นยุทธศาสตร์ชาติที่กล่าวมาข้างต้น โดยเป็นการขับเคลื่อนภายใต้แผนแม่บทความปลอดภัย อาชีวอนามัย และสภาพแวดล้อมในการทำงานแห่งชาติ และโครงการความปลอดภัยและอาชีวอนามัยของประเทศไทย (Safety Thailand) ซึ่งมุ่งเน้นใช้มาตรการทางกฎหมาย การสร้างเครือข่าย รวมทั้งสร้างวัฒนธรรมความปลอดภัยในการทำงานที่ยั่งยืน กำหนดเป้าหมายหลักของการดำเนินงาน คือ การลดอัตราการประสบอันตรายจากการทำงาน (กรณีร้ายแรง) อย่างน้อย ร้อยละ 4 ต่อปี และมาตรการสร้างการรับรู้ จิตสำนึกความปลอดภัยและดูแลด้านความปลอดภัยให้กับแรงงานงานทุกกลุ่มอย่างน้อย 2,000,000 คน ต่อปี ความปลอดภัยในการทำงานถือเป็นสิ่งสำคัญและเป็นสิ่งที่ภาครัฐ นายจ้าง และผู้ใช้แรงงาน ต้องการให้เกิดขึ้นในทุกสถานประกอบกิจการ ดังนั้นทุกภาคส่วนที่เกี่ยวข้องจึงต้องร่วมแรงร่วมใจดำเนินการตามอำนาจหน้าที่และตามที่กฎหมายกำหนด เนื่องจากในปัจจุบันสถานการณ์เกี่ยวกับอุบัติเหตุเนื่องจากการทำงานยังคงเกิดขึ้นอย่างต่อเนื่อง ถึงแม้สถิติอัตราการประสบอันตรายเนื่องจากการทำงาน กรณีร้ายแรง ซึ่งรวบรวมโดยสำนักงานกองทุนเงินทดแทน สำนักงานประกันสังคม มีแนวโน้มที่ลดลงในทุกปี
กระทรวงแรงงาน โดยกรมสวัสดิการและคุ้มครองแรงงาน ในฐานะหน่วยงานที่รับผิดชอบงานด้านความปลอดภัยในการทำงาน ยังคงให้ความสำคัญในการดูแลความปลอดภัยและสุขภาพอนามัยของผู้ใช้แรงงานทุกคนอย่างจริงจังและต่อเนื่อง โดยกำหนดนโยบาย Safety Thailand เป็นนโยบายสำคัญในการขับเคลื่อนงานให้บรรลุเป้าหมาย โดยใช้กลไกหลัก 3 กลไก ได้แก่ กลไกของกฎหมาย กลไกการสร้างการรับรู้ด้านความปลอดภัยในการทำงาน กลไกการสร้างและพัฒนาเครือข่ายความปลอดภัยในการทำงาน
นายวรรณรัตน์ กล่าว ผมหวังเป็นอย่างยิ่งว่าทุกท่านจะให้ความร่วมมือร่วมแรงกัน ขับเคลื่อนนโยบาย Safety & Healthy Thailand ร่วมกับกระทรวงแรงงานตามแนวทางประชารัฐ เพื่อให้เกิดความปลอดภัยในการทํางาน และพัฒนาจนเป็นวัฒนธรรมความปลอดภัย ในการทํางานขึ้นในสังคมไทย เพื่อให้คนไทยมีความมั่นคงและปลอดภัยอย่างแท้จริง

President of Nava Nakorn Safety Officers Association, Mr. Channarong Netsawang, Advisor to the Nava Nakorn Safety Officers Association, Dr. Vikrom Pitisuk, Lecturer in Occupational Health and Safety at Valaya Alongkorn Rajabhat University, Professor Orawan Chamnanputsa and Professor Busaya Chu-ngam, and Executive of PCS (PCS Security and Facility Services Co., Ltd.), Mr. Patrick Patrick Seal, also joined the occasion at the Science Building’s main meeting room, 1st floor, Valaya Alongkorn Rajabhat University under Royal Patronage, Pathum Thani Province.
The Ministry of Labour is determined to drive the national agenda on “Safe Workforce and Good Health” Phase 2 (2017-2026), an important policy that must be continuously implemented in response to the abovementioned national strategy. It is driven by the national master plan for occupational safety, health, and working environment and the Safety Thailand project, which focuses on using legal measures, networking, and creating a sustainable culture of safety in the workplace. The main goal is to reduce the rate of occupational hazards. (serious cases) by at least 4 percent per year, and to create awareness of safety for all worker groups, reaching at least 2,000,000 people annually. Workplace safety is important and is something the government, employers, and workers want in every business establishment. Therefore, all relevant sectors must work together under their authority and as required by law. Workplace accidents continue to happen, even though the rate of injury from severe cases compiled by the Office of the Compensation Fund under the Social Security Office has decreased annually.
The Ministry of Labour’s Department of Labour Protection and Welfare is responsible for workplace safety. It continues to give importance to the safety and health of all workers by setting the Safety Thailand policy as an important policy to drive operations to achieve the goal using three key mechanisms: law enforcement, awareness of workplace safety, and creating and developing workplace safety networks.
Mr. Wannarat said he hoped everyone would work together to drive the Safety Thailand policy with the Ministry of Labour following the civil state guidelines to ensure workplace safety and develop a workplace safety culture in Thai society so Thai people are truly stable and safe.
