พลเอก ประวิตร วงษ์สุวรรณ นั่งหัวโต๊ะ ประชุมคณะกรรมการ กพร.ปช. ครั้งที่ 1/2566 เดินหน้าจัดตั้งคณะอนุกรรมการระดับจังหวัด เร่งพัฒนากำลังคน เป้าหมายกว่า 8 แสนคน
วันที่ 9 มิถุนายน 2566 เวลา 10.30 น. พล.อ.ประวิตร วงษ์สุวรรณ รองนายกรัฐมนตรี เป็นประธานการประชุมคณะกรรมการพัฒนาแรงงานและประสานงานการฝึกอาชีพแห่งชาติ (กพร.ปช.) ครั้งที่ 1/2566 โดยนายสุชาติ ชมกลิ่น รัฐมนตรีว่าการกระทรวงแรงงาน มอบหมายให้นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน พร้อมด้วยนางสาวบุปผา เรืองสุด อธิบดีกรมพัฒนาฝีมือแรงงาน ผู้บริหารระดับสูงของกระทรวงแรงงานเข้าร่วมประชุม และมีผู้บริหารของหน่วยงานทั้งภาครัฐและเอกชนเข้าร่วมประชุม ณ มูลนิธิอนุรักษ์ป่ารอยต่อ 5 จังหวัด ถนนพหลโยธิน แขวงสามเสนใน เขตพญาไท กรุงเทพมหานคร ซึ่งที่ประชุมได้เสนอเรื่องเพื่อทราบ ประกอบด้วย ผลการดำเนินงานของคณะอนุกรรมการพัฒนาแรงงานและประสานงานการฝึกอาชีพจังหวัด การฝึกอาชีพในอุตสาหกรรมเป้าหมาย S-Curve และการฝึกอาชีพในอุตสาหกรรมการบินและโลจิสติกส์ ประจำปีงบประมาณ พ.ศ. 2565-2566 และพิจารณาร่างแผนการดำเนินงาน คำสั่งแต่งตั้งอนุกรรมการผู้ทรงคุณวุฒิในคณะอนุกรรมการ กพร.ปจ.
พลเอก ประวิตร วงษ์สุวรรณ รองนายกรัฐมนตรี เปิดเผยว่า คณะกรรมการพัฒนาแรงงานและประสานงานการฝึกอาชีพแห่งชาติ (กพร.ปช.) มีภารกิจในการกำหนดนโยบายและทิศทางการพัฒนาแรงงานและประสานงานการฝึกอาชีพของผู้อยู่ในกำลังแรงงาน ติดตามผลดำเนินงานของหน่วยงานต่าง ๆ ที่เกี่ยวข้อง ส่งเสริมสถานประกอบกิจการและองค์กรในภาคเอกชนให้มีส่วนร่วมในการพัฒนากำลังแรงงาน ตลอดจนเสนอแนะแนวทางแก้ไขปัญหาและอุปสรรคเกี่ยวกับการพัฒนาแรงงาน ซึ่งได้รับทราบผลการดำเนินงานประจำปีงบประมาณ พ.ศ. 2565 – 2566
นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน กล่าวเสริมว่า กระทรวงแรงงานได้รับมอบหมายให้ดำเนินการพัฒนาแรงงาน ประกอบด้วย การพัฒนาแรงงานและประสานงานการฝึกอาชีพจังหวัด (กพร.ปจ.) การพัฒนาแรงงานและประสานงานการฝึกอาชีพในอุตสาหกรรมเป้าหมาย S-Curve การพัฒนาแรงงานและประสานงานการฝึกอาชีพในอุตสาหกรรมการบินและโลจิสติกส์ ซึ่งปี 2565 มีเป้าหมายพัฒนากำลังคนระดับจังหวัด 870,073 คน ดำเนินการแล้ว 857,762 คน และปี 2566 มีเป้าหมาย 847,372 คน ดำเนินการแล้ว 194,075 คน (ข้อมูล ณ วันที่ 8 มิถุนายน 2566) สามารถพัฒนากำลังคนในกลุ่มของอุตสาหกรรมการเกษตรและเทคโนโลยีชีวภาพได้มากที่สุด รองลงมาคืออุตสาหกรรมท่องเที่ยวกลุ่มรายได้ดีและการท่องเที่ยวเชิงสุขภาพ และอุตสาหกรรมแปรรูปอาหาร ทั้งนี้ ได้เสนอเรื่องพิจารณาประกอบด้วย (ร่าง) แผนพัฒนากำลังคนระดับจังหวัด พ.ศ. 2565 – 2570 ภายใต้คณะอนุกรรมการพัฒนาแรงงานและประสานงานการฝึกอาชีพจังหวัด (กพร.ปจ.) (ร่าง) แผนพัฒนาแรงงานและประสานงานการฝึกอาชีพในอุตสาหกรรมเป้าหมาย S-Curve (พ.ศ. 2565 – 2570) และ (ร่าง) คำสั่ง แต่งตั้งอนุกรรมการผู้ทรงคุณวุฒิในคณะอนุกรรมการพัฒนาแรงงานและประสานงานการฝึกอาชีพจังหวัด (แก้ไขเพิ่มเติม)
“ขอให้คณะอนุกรรมการพัฒนาแรงงานและประสานงานการฝึกอาชีพจังหวัด (กพร.ปจ.) ขับเคลื่อนงานตามแผนพัฒนากำลังคนระดับจังหวัดให้เดินหน้าต่อไปอย่างมีประสิทธิภาพ โดยกระบวนการมีส่วนร่วมและใช้ประโยชน์จากระบบฐานข้อมูลการพัฒนากำลังคนที่ได้ร่วมกันพัฒนาขึ้น เพื่อให้พื้นที่จังหวัดมีกำลังแรงงานเพียงพอทั้งปริมาณและคุณภาพ สามารถสนองต่อแผนพัฒนาจังหวัด อย่างเป็นรูปธรรม และสำหรับคณะอนุกรรมการพัฒนาแรงงานและประสานงานการฝึกอาชีพในอุตสาหกรรมเป้าหมาย S-Curve ขอให้ดำเนินงานร่วมกับหน่วยงานที่มีภารกิจในการพัฒนากำลังแรงงาน ผลักดันให้แผนพัฒนาแรงงานและประสานงานการฝึกในรายอุตสาหกรรมเป้าหมายบรรลุเป้าหมายเช่นเดียวกัน เพื่อให้ภารกิจดังกล่าว ตอบโจทย์ความต้องการของประเทศ ส่งผลดีต่อคุณภาพชีวิตของแรงงานทุกกลุ่ม ก่อให้เกิดประโยชน์ต่อสังคมและประเทศชาติต่อไป” รองฯ ประวิตร กล่าวท้ายที่สุด
General Prawit Wongsuwan sat at the head of the table at the National Labour Development and Vocational Training Coordination Committee Meeting No. 1/2023, moving forward to establish a provincial subcommittee and accelerate the development of manpower, targeting over 800,000 people.
On June 9, 2023, at 10.30 hours, Deputy Prime Minister General Prawit Wongsuwan chaired the National Labour Development and Vocational Training Coordination Committee Meeting No. 1/2023. The Labour Minister, Mr. Suchart Chomklin, assigned the Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, the Department of Skill Development’s Director-General, Ms. Bubpha Rueangsud, the Ministry of Labour’s executives, and executives from both public and private sectors attended the meeting at the Five Provinces Bordering Forest Preservation Foundation, Phaholyothin Road, Samsen Nai Subdistrict, Phayathai District, Bangkok. The meeting presented matters for acknowledgment, including the results of the work of the Provincial Labour Development and Vocational Training Coordination Subcommittee, career training in S-Curve targeted industries, and career training in the aviation and logistics industries for the 2022-2023 fiscal year. The meeting also considered the draft operational plan and ordered the appointment of qualified subcommittee members in the Provincial Labour Development and Vocational Training Coordination Subcommittee.
Deputy Prime Minister General Prawit Wongsuwan said that the National Labour Development and Vocational Training Coordination Committee has a mission to formulate policies and directions for labour development and coordinate vocational training for the workforce. It follows up on the performance of various departments involved, encouraging enterprises and organizations in the private sector to participate in the development of the workforce, as well as suggesting ways to resolve problems and obstacles related to labour development, in which they reported the results of the 2022 – 2023 fiscal year.
The Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, added that the Ministry of Labour had been assigned to carry out labour development initiatives, consisting of labour development and vocational training coordination in the provinces, labour development and vocational training coordination in S-Curve targeted industries, and labour development and coordination of Vocational training in the aviation and logistics industry. In 2022, the aim was to develop a provincial workforce of 870,073 people, where 857,762 people have been trained. In 2023, the goal is to reach 847,372 people, where 194,075 people have already participated (data as of June 8, 2023 ). It has developed the most manpower in the agricultural and biotechnology industries, followed by the tourism industry in the high-income group, medical tourism, and the food processing industry. The proposed matters for consideration included the (draft) a provincial workforce development plan for 2022-2027 under the Provincial Labour Development and Vocational Training Coordination Subcommittee, the (draft) workforce development and vocational training coordination plan in the S-Curve targeted industries (2022-2027) and the (draft) order to appoint an expert subcommittee in the Provincial Labour Development and Vocational Training Coordination Subcommittee (amended).
“I ask the Provincial Labour Development and Vocational Training Coordination Subcommittee to drive the work according to the provincial manpower development plan to move forward efficiently. The process of participation and utilization of the human resource development database system has been jointly developed so that the provincial area has a sufficient labour force in both quantity and quality, able to respond to the provincial development plan concretely. The Labour Development and Vocational Training Coordination Subcommittee in the targeted and S-Curve industries shall work with agencies that have a mission to develop the workforce, drive workforce development plans and coordinate training in each targeted industry to achieve the same goal to make such a mission meet the needs of the country. The efforts will positively affect the quality of life of all workers, benefiting society and the country in the future,” said General Prawit.
