‘พิพัฒน์ รัชกิจประการ’ รัฐมนตรี ถือฤกษ์ดี เวลา 08.15 น.เดินทางเข้าสักการะสิ่งศักดิ์สิทธิ์ประจำกระทรวงแรงงาน ในโอกาสรับตำแหน่งรัฐมนตรีว่าการกระทรวงแรงงาน คนที่ 17 ภายหลังมีพระบรมราชโองการโปรดเกล้าโปรดกระหม่อมประกาศแต่งตั้งรัฐมนตรีเมื่อวันที่ 1 กันยายนที่ผ่านมา และเข้าเฝ้าทูลละอองธุลีพระบาทเพื่อถวายสัตย์
เมื่อเวลา 08.15 น. วันที่ 7 กันยายน 2566 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน ถือฤกษ์เดินทางเข้ากระทรวงแรงงานหลังถวายสัตย์ปฏิญาณก่อนเข้ารับหน้าที่เมื่อวันที่ 5 กันยายนที่ผ่านมา เพื่อสักการะสิ่งศักดิ์สิทธิ์ประจำกระทรวงแรงงาน ประกอบด้วย พระพุทธสุทธิธรรมบพิตร พระพุทธชินราช ศาลพ่อปู่ชัยมงคล ศาลท้าวมหาพรหมเทวฤทธิ์ ศาลพ่อปู่สุชินพรหมมา โดยมี นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน พร้อมด้วยผู้บริหารระดับสูงกระทรวงแรงงานให้การต้อนรับ
นายพิพัฒน์ กล่าวภายหลังสักการะสิ่งศักดิ์สิทธิ์ประจำกระทรวงฯ ว่า ในวันนี้เป็นวันแรกที่เข้ามากระทรวงแรงงานหลังจากถวายสัตย์ปฏิญาณก่อนเข้ารับหน้าที่ และประชุมคณะรัฐมนตรีนัดพิเศษเมื่อวานนี้ (6 ก.ย.66) จึงถือโอกาสฤกษ์งามยามดีเข้ามาสักการะสิ่งศักดิ์สิทธิ์ในกระทรวงแรงงานทั้ง 5 จุด พร้อมได้เข้ามาพบปะข้าราชการชั้นผู้ใหญ่ ซึ่งวันนี้คงไม่ได้ให้นโยบายอะไรมาก เนื่องจากต้องรอให้ท่านนายกรัฐมนตรีได้แถลงนโยบายต่อสภาก่อนในวันที่ 11 – 12 กันยายนนี้ เมื่อได้รับนโยบายจากรัฐบาลแล้ว หลังจากนั้นจะได้มาแถลงนโยบายให้กับข้าราชการกระทรวงแรงงาน รวมทั้งฝ่ายลูกจ้าง ฝ่ายนายจ้างได้ทราบว่า หลังจากนี้ไปอีก 4 ปีข้างหน้ารัฐบาลจะทำอะไรบ้าง และกระทรวงแรงงานได้รับนโยบายจากรัฐบาลจะทำอะไรบ้าง แต่สิ่งที่สำคัญที่สุดที่ผมตั้งเป้าหมายไว้ อยากเห็นกระทรวงแรงงานเป็นกระทรวงเศรษฐกิจเต็มรูปแบบ เพราะคำว่าแรงงาน เข้าถึงทุกภาคส่วนองคาพยพในประเทศไทย และหลังจากได้พบกับข้าราชการชั้นผู้ใหญ่แล้ว จะได้ไปพบปะหารือกัน 3 ฝ่าย ทั้งฝ่ายสหภาพแรงงาน นายจ้าง และข้าราชการให้ครบ เพื่อนำความคิดเห็นจากทุกฝ่ายมาประมวลว่าเราจะเดินไปในทิศทางไหน ส่วนนโยบายที่ท่านสุชาติ ชมกลิ่น เคยทำเอาไว้และเป็นนโยบายที่ดีอยู่แล้วก็จะทำต่อเนื่อง จะไม่นับหนึ่งใหม่ และจะเร่งเดินหน้าขับเคลื่อนให้เป็นรูปธรรมโดยเร็วต่อไป
จากนั้น นายพิพัฒน์ ได้เป็นประธานการประชุมหารือร่วมกับผู้บริหารระดับสูงกระทรวงแรงงาน โดยมี นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน กล่าวต้อนรับและแนะนำตัว จากนั้น อธิบดีกรมการจัดหางาน อธิบดีกรมพัฒนาฝีมือแรงงาน อธิบดีกรมสวัสดิการและคุ้มครองแรงงาน เลขาธิการสำนักงานประกันสังคม และผู้อำนวยการสถาบันส่งเสริมความปลอดภัย อาชีวอนามัย และสภาพแวดล้อมในการทำงาน (องค์การมหาชน) แนะนำตัวและนำเสนอภารกิจของแต่ละหน่วยงานตามลำดับ ณ ห้องประชุมประสงค์ รณะนันทน์ ชั้น 5 อาคารกระทรวงแรงงาน
ทั้งนี้ นายพิพัฒน์ มีกำหนดการเดินทางไปพบปะหารือกับกรรมการหอการค้าไทย และสภาหอการค้าแห่งประเทศไทย ในวันพรุ่งนี้ (8 ก.ย.66) ที่อาคารบรรเจิด ชลวิจารณ์ สภาหอการค้าแห่งประเทศไทย โดยพบกับนายสนั่น อังอุบลกุล ประธานสภาหอการค้าไทย เพื่อรับฟังปัญหา ความต้องการ และข้อเสนอแนะ นอกจากนี้ยังมีนัดหมายพบปะตัวแทนผู้ใช้แรงงานในสัปดาห์ต่อไปอีกด้วย
สำหรับนายพิพัฒน์ รัชกิจประการ เกิดเมื่อวันที่ 5 สิงหาคม 2498 เป็นชาวจังหวัดสงขลา ปัจจุบันเป็นรัฐมนตรีว่าการกระทรวงแรงงานคนที่ 17 สำเร็จการศึกษารัฐศาสตรบัณฑิต และรัฐศาสตรมหาบัณฑิต จากมหาวิทยาลัยรามคำแหง ประวัติการทำงาน เคยดำรงตำแหน่งที่สำคัญ ได้แก่ เป็นผู้ก่อตั้ง ผู้ถือหุ้นบริษัท และกรรมการผู้จัดการใหญ่ บริษัท ภาคใต้เชื้อเพลิง จำกัด (มหาชน) ปัจจุบันคือ บริษัท พีทีจี เอ็นเนอยี จำกัด (มหาชน) ผู้ก่อตั้ง และผู้ถือหุ้น บริษัท ปิโตรเลียมไทย คอร์ปอเรชั่น จำกัด ผู้ก่อตั้ง และผู้ถือหุ้น บริษัท อาม่า มารีน จำกัด ประธานกรรมการ บริษัท อาม่า มารีน จำกัด (มหาชน) ประธานกรรมการ บริษัท รัชกิจ โฮลดิ้ง จำกัด ประธานกรรมการ บริษัท รัชกิจ คอร์โปเรชั่น จำกัด ปี 2562 เคยเป็นรัฐมนตรีว่าการกระทรวงการท่องเที่ยวและกีฬา และในปี 2566 ได้รับการแต่งตั้งเป็นรัฐมนตรีว่าการกระทรวงแรงงานคนปัจจุบัน
The Minister Phiphat Ratchakitprakarn considered the auspicious time at 8.15 hours to pay homage to the Ministry of Labour’s sacred objects on taking the position of the 17th Labour Minister following the Royal Command of His Majesty the King in the announcement of the appointment of Minister on September 1, before His Majesty to take oath.
On September 7, 2023, at 08.15 hours, the Labour Minister, Mr. Phiphat Ratchakitprakarn, considered it an auspicious time to enter the Ministry of Labour after taking oath before assuming duties on September 5. He paid homage to the Ministry of Labour’s sacred objects consisting of Phra Phut Sutthitham Bophit, Phra Phut Chinnarat, San Por Pu Chai Mongkhon, San Thao Mahaprom Thewarit, and San Por Pu Suchin Promma. The Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, and the Ministry of Labour’s senior executives gave a welcome.
Mr. Phiphat gave a speech after paying homage to the Ministry of Labour’s sacred items. He said today is his first day entering the Ministry of Labour after taking oath before assuming duties and a special Cabinet meeting yesterday (September 6, 2023). He took the opportunity to pay homage to the sacred objects at all 5 points of the Ministry of Labour and to meet with senior government officials. Today, he would not provide much policy as they have to wait for the Prime Minister to announce his policy to the House of Representatives first on September 11 to 12. Once they have received the government’s policy, he will give a policy statement to the officials of the Ministry of Labour, including employees and employers, on what the government plans to do in the next four years and what the Ministry of Labour will take away from the government’s policy. Most importantly, he has set his goal to see the Ministry of Labour become a full-fledged economic ministry. The word ‘labour’ accesses all sectors of the economy in Thailand. After meeting with senior government officials, there will be a meeting with three parties, including the trade union, employers, and civil servants, to bring opinions from all sides to compile and determine which direction they will move in. The policies created by Mr. Suchat Chomklin are good policies that will be continued and taken forward to create concrete outcomes.
Mr. Phiphat chaired a discussion meeting with the Ministry of Labour’s senior executives. The Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, gave a welcome and introduced himself. Then, the Director-General of the Department of Employment, the Director-General of the Department of Skill Development, the Director-General of the Department of Labour Protection and Welfare, the Secretary-General of the Social Security Office, and the Director of the Institute for the Promotion of Occupational Health, Safety and Environment (Public Organization) introduced themselves and presented the missions of each agency. The occasion took place at the Prasong Rananant meeting room, 5th floor, Ministry of Labour.
Mr. Phiphat is scheduled to travel to meet with the directors of the Thai Chamber of Commerce and the Thai Chamber of Commerce tomorrow (September 8, 2023) at the Banjerd Chonwicharn Building, The Thai Chamber of Commerce. They will meet with Mr. Sanan Angubolkul, President of the Thai Chamber of Commerce, to listen to problems, needs, and suggestions. There is also an appointment to meet with labour representatives next week.
Mr. Phiphat Ratchakitprakarn was born on August 5, 1955. He is a native of Songkhla Province. Currently, he is the 17th Minister of Labour. He graduated with a Bachelor’s Degree in Political Science and a Master’s Degree in Political Science from Ramkhamhaeng University. He has previously held important positions, including founder, company shareholder, and President of Southern Fuel Public Company Limited, currently PTG Energy Public Company Limited. He is the founder and shareholder of Petroleum Thai Corporation Company Limited, the founder and shareholder of Amma Marine Company Limited, the Chairman Director of Amma Marine Public Company Limited, the Chairman of the Board of Directors of Ratchakit Holding Company Limited, and the Chairman of the Board of Ratchakit Corporation Company Limited. In 2019, he was appointed Minister of Tourism and Sports and, in 2023, the current Minister of Labour.
