‘ไพโรจน์ โชติกเสถียร’ อธิบดีกรมการจัดหางาน เผยความคืบหน้าผลประกวดราคาจ้างเหมาเอกชนผลิตใบอนุญาตทำงาน 7,875 ล้าน อยู่ระหว่างขั้นตอนการเจรจาต่อรองจำนวนการผลิตใบอนุญาตตาม TOR
สำนักข่าวอิศรา (www.isranews.org) รายงานความคืบหน้าการจัดประกวดราคางานโครงการจ้างเหมาเอกชนผลิตใบอนุญาตทำงาน และให้บริการรับคำขอและการแจ้งการทำงานของคนต่างด้าว (Outsourcing Service) วงเงินงบประมาณ 7,950,000 บาท รอบสอง ของ กรมการจัดหางาน โดยเมื่อวันที่ 23 ก.พ.2566 กรมการจัดหางาน ได้เปิดให้เอกชนที่สนใจเสนอราคางานโครงการฯ นี้ มีเอกชน จำนวน 3 ราย จาก 7 ราย ที่มาติดต่อขอรับ/ซื้อซองเอกสารประกวดราคา กำหนดราคากลาง 7,875,000,000 บาท แต่ไม่ได้มีการเปิดเผยรายละเอียดชื่อเอกชน ทั้งในส่วนที่ซื้อซอง และยื่นซองประกวดราคาไว้แต่อย่างใด
ล่าสุด นายไพโรจน์ โชติกเสถียร อธิบดีกรมการจัดหางาน เปิดเผยสำนักข่าวอิศราว่า ขณะนี้คณะกรรมการประกวดราคากำลังพิจารณาผลการประกวดราคา อยู่ในขั้นตอนการเจรจาต่อรองผู้เสนอราคาที่ผ่านการคัดเลือก
” ยังไม่ทราบว่าใครเป็นผู้ชนะการประกวดราคา ตอนนี้มีแค่คณะกรรมการที่ทราบ ส่วนของการเจรจาต่อรองเป็นการเจรจาในเรื่องจำนวนการผลิตใบอนุญาตตาม TOR”
นายไพโรจน์ กล่าวยืนยันว่า “น่าจะรู้ผลประกวดราคาแน่นอน จะมีการเรียกผู้ชนะมาคุย แล้วก็ประกาศผลเป็นทางการได้”
เกี่ยวกับการประกวดราคาโครงการฯ นี้ สำนักข่าวอิศรา รายงานไปแล้วว่า การเปิดประกวดราคางานครั้งนี้ เป็นการเปิดประกวดราคารอบสอง หลังจากรอบแรกถูกยกเลิกไปแล้ว ขณะที่การประกวดราคารอบนี้ มีกระแสข่าว บริษัทที่มีชื่อย่อ ส. เป็นตัวเก็งที่จะได้รับงานแต่ก็มีเสียงวิพากษ์วิจารณ์ในหมู่ข้าราชการว่าทำไมผู้บริหารต้องเร่งรีบดำเนินโครงการฯนี้ เพราะเหลืออีกไม่กี่เดือนจะมีการยุบสภา เลือกตั้งใหม่แล้ว ทำไมไม่รอรัฐบาลใหม่ ที่สำคัญการประกวดราคางานโครงการฯ รอบสองนี้ ถูกบริษัทเอกชนบางราย ทำหนังสือแจ้งร้องเรียนปัญหาการกำหนดเงื่อนไขทีโออาร์เข้ามาด้วย เหมือนการจัดประกวดราคารอบแรก
ขณะที่ นายสุชาติ ชมกลิ่น รัฐมนตรีว่าการกระทรวงแรงงาน และนายไพโรจน์ โชติกเสถียร อธิบดีกรมการจัดหางาน ต่างยืนยันว่า เป็นการประกวดราคาตามขั้นตอน ไม่ได้รีบเร่งหรือเพื่อให้ทันต่อการยุบสภาแต่อย่างใด ขั้นตอนการดำเนินการมีการเข้าร่วมโครงการจัดทำข้อตกลงคุณธรรมด้วย
The Department of Employment’s Director-General, ‘Mr. Phairoj Chotikasatian’, spoke about the progress of the bidding for private contracts to produce 7.875 billion work permits, which is in the process of negotiating the production of permits according to the TOR.
The Isra News Agency (www.isranews.org) reported on the bidding progress for the private contracting project to produce work permits and provide services for applications and the notification of work of foreigners (outsourcing service). The project budget is 7,950,000 Baht. The project is going through a second round, by the Department of Employment/ On February 23, 2023, the Department of Employment opened the project to private sectors interested in bidding. Three of 7 private parties reached out to obtain/purchase tender envelopes. The middle price was 7,875,000,000 Baht, but details of private names have not been disclosed, including those who purchased envelopes and submitted a tender.
The Department of Employment’s Director-General, Mr. Phairoj Chotikasatian, reported to the Isra News Agency that the bidding committee is considering the results. It is in the process of negotiating with qualified bidders.
“It is not yet known who won the tender. Now only the board knows. The negotiating part is ongoing on the number of production licenses according to the TOR.”
On bidding on this project, the Isra News Agency already reported that the opening of the tender for this project is the second round for bidding after the first round was canceled. In this round of bidding, there is news that a company starting with “S” is the most likely to get the job, but there is criticism among government officials on why executives have to rush to implement this project as there are only a few months left before the parliament will be dissolved and re-elected. Thus, the question is, why not wait for the new government? Importantly, in the second round of bidding, some private companies complained about the problem of determining the conditions of the TOR, like the first round of bidding.
The Labour Minister, Mr. Suchart Chomklin, and the Department of Employment’s Director-General, Mr. Pairoj Chotiksetian, confirm that it is a step-by-step bidding process and they are not in any hurry to catch up with the dissolution of the National Assembly. The implementation process includes participation in the Integrity Agreement Project.
