- รายงานสถานการณ์การสู้รบระหว่างอิสราเอลกับกลุ่มฮามาส
– ขณะนี้ทางการอิสราเอลระดมกำลังทหารเพื่อยึดคืนชายแดนทางฉนวนกาซา ยังคงมีการยิงจรวดอย่างต่อเนื่อง นอกจากนี้ มีการยิงจรวดมาจากฝั่งเลบานอน รายงานประมาณการมีผู้เสียชีวิตมากกว่า 1,200 และได้รับบาดเจ็บมากกว่า 2,900 ราย ถูกควบคุมตัวมากกว่า 150 ราย
– สถานการณ์ในพื้นที่เทลอาวีฟมีการแจ้งเตือนให้เตรียมตัวกักตุนน้ำ อาหาร และสิ่งของจำเป็น สำหรับการดำรงชีพอย่างน้อย 72 ชั่วโมง คาดว่าสถานการณ์สู้รบยังคงต่อเนื่อง
– สถานการณ์ทำงาน ทางการอิสราเอล (PIBA) แจ้งว่า นายจ้างสามารถเคลื่อนย้ายแรงงานออกจากจุดเสี่ยงไปยังที่ปลอดภัยและสามารถเปลี่ยนนายจ้างได้
- ข้อมูลสถานะแรงงานไทยในอิสราเอล
2.1 แรงงานไทยที่อยู่ในพื้นที่เสี่ยงประมาณ 5,000 คน สถานเอกอัครราชทูตติดต่อแรงงานได้แล้วประมาณ 3,000 คน
2.2 ผู้บาดเจ็บ 12 ราย (อีก 1 ราย ยังไม่สามารถระบุชื่อได้)
– ฝ่ายแรงงานฯ ตรวจสอบ พบว่า นายมิตรชัย สารบิน รักษาตัวอยู่ที่ รพ. Soroka เมือง Beer Sheva อาการยังไม่ค่อยดี กำลังประสานแพทย์ พบว่า จะต้องเข้ารับการผ่าตัด อีกครั้ง วันที่ 11 ตุลาคม 2566 และสามารถเดินทางกลับหลังวันที่ 13 ตุลาคม 2566
2.3 ถูกควบคุมตัว 13 ราย
2.4 เสียชีวิต 20 ราย (รอยืนยัน)
- จำนวนผู้ลงทะเบียนแสดงความประสงค์กลับประเทศไทย 5,205 ราย
- จำนวนผู้เดินทางกลับประเทศไทย

เที่ยวบิน LY083 จำนวน 15 คน ถึงไทย 10.35 น.
วันที่ 15 ตุลาคม 2566 จำนวน 200 ที่นั่ง โดยเครื่องบินกองทัพอากาศ (รอยืนยัน)
วันที่ 18 ตุลาคม 2566 จำนวน 80 ที่นั่ง โดยเครื่องบินพาณิชย์
- จำนวนแรงงานไทยที่อพยพออกจากพื้นที่เสี่ยงภัย จำนวน 395 ราย สถานเอกอัครราชทูต ฝ่ายแรงงานฯ ณ กรุงเทลอาวีฟ ได้รับแจ้งว่า วันนี้ (11 ตุลาคม 2566) จะมีการอพยพแรงงานไทยออกจากพื้นที่เสี่ยงไปยังจุดพักทหาร ประมาณ 800 คน
- ช่องทางการติดต่อ สถานเอกอัครราชทูต ณ กรุงเทลอาวีฟ มีการเพิ่มคู่สาย จำนวน 10 คู่สาย
การดำเนินการของกระทรวงแรงงาน
- เตรียมความพร้อมรับแรงงานไทยที่จะเดินทางกลับประเทศไทย วันที่ 12 ตุลาคม 2566
– กรมการจัดหางานตรวจสอบสิทธิประโยชน์กองทุนเพื่อช่วยเหลือคนหางานไปทำงานในต่างประเทศให้แก่แรงงานไทย 15 ราย โดยจะสามารถจ่ายสิทธิประโยชน์ให้แรงงานเมื่อเดินทางถึงประเทศไทย
– สำนักงานปลัดกระทรวงแรงงานประสานญาติที่มีแรงงานเดินทางกลับในเที่ยวบินดังกล่าว
เพื่ออำนวยความสะดวกในการเดินทางมารับแรงงาน
– บูรณาการร่วมกับกระทรวงการต่างประเทศและหน่วยงานอื่นๆ ที่เกี่ยวข้องเตรียมความพร้อมการเดินทางกลับจากอิสราเอล ณ ท่าอากาศสุวรรณภูมิ ไปยังโรงพยาบาลบำราศนราดูร
– ตรวจสอบสิทธิประโยชน์ที่แรงงานจะได้รับจากสำนักงานประกันสังคมอิสราเอล
- เอกอัครราชทูตและอัครราชทูต (ฝ่ายแรงงาน) ประจำสถานเอกอัครราชทูต ณ กรุงเทลอาวีฟ เยี่ยมแรงงานไทยที่ศูนย์หลบภัย จำนวน 42 คน เพื่อนำอาหารและให้กำลังใจแก่แรงงานไทย
- จัดตั้งศูนย์ช่วยเหลือแรงงานและติดตามสถานการณ์ความไม่สงบในประเทศอิสราเอล กระทรวงแรงงาน และศูนย์ช่วยเหลือแรงงานและติดตามสถานการณ์ความไม่สงบในประเทศอิสราเอล จังหวัด เพื่อติดตาม ประเมิน วิเคราะห์ สถานการณ์ความไม่สงบในประเทศอิสราเอล และรายงานต่อผู้บริหารกระทรวงแรงงานอย่างต่อเนื่องเป็นระยะ รวมทั้งจัดทำแนวทางการให้ความช่วยเหลือแรงงานไทยที่ได้รับผลกระทบ
- ช่องทางการติดต่อเพิ่มเติมของกระทรวงแรงงาน Facebook Fanpage : ศูนย์ช่วยเหลือแรงงาน กระทรวงแรงงาน เพื่อเป็นช่องทางในการติดต่อสื่อสารระหว่างแรงงานที่ได้รับผลกระทบและเป็นช่องทางเผยแพร่แนวทางให้ความช่วยเหลือสำหรับผู้ได้รับผลกระทบจากกระทรวงแรงงาน และจะมีการประชาสัมพันธ์รายงานสถานการณ์และการให้ความช่วยเหลือแรงงานให้เป็นปัจจุบัน
- ฝ่ายแรงงานฯ ได้รับแจ้งจากแรงงานไทยว่า มีจรวดลงทางภาคเหนือของประเทศอิสราเอล
ซึ่งฝ่ายแรงงานฯ จะประสานกับทางเอกอัครราชทูตฯ เพื่อให้ความช่วยเหลือแรงงานไทยกลุ่มดังกล่าว - กรมการจัดหางานมีการจัดทำช่องทางรับเรื่องร้องทุกข์ผ่านทาง google form และ สายด่วน 1694 ปัจจุบันมีจำนวน 207 ราย

1. Report on the fighting between Israel and Hamas.
– The Israeli authorities are now mobilizing troops to retake the border with Gaza. The rockets are still being fired. Additionally, rockets are being fired from the Lebanese side. Reports estimate that over 1,200 people were killed and over 2,900 injured, with over 150 detained.
– The situation in the Tel Aviv area has prompted a warning to prepare to stockpile water, food, and other essential items for at least 72 hours of survival. It is expected that the fighting will continue.
– The working situation. Israeli authorities (PIBA) have stated that employers can move workers from high-risk areas to safety and change employers.
2. The status of Thai workers in Israel.
2.1 There are approximately 5,000 Thai workers in high-risk areas. The Embassy has contacted approximately 3,000 workers.
2.2 12 injured (one cannot be named).
– The Labour Department’s inspection found that Mr. Mitchai Sarabin was being treated at Soroka Hospital, Beer Sheva, and his condition was still not good. While coordinating with doctors, it was found that he will have to undergo surgery again on October 11, 2023, and can return after October 13, 2023.
2.3 13 people were detained.
2.4 20 deaths (waiting for confirmation).
3. 5,205 people have registered their intention to return to Thailand.
4. Number of travelers returning to Thailand.
October 12, 2023
Flight LY083, 15 people arrived in Thailand at 10.35 hours.
October 15, 2023, 200 seats via Royal Thai Air Force aircraft (to be confirmed).
October 18, 2023, 80 seats via commercial aircraft.
5. The number of Thai workers who have evacuated from the risky area is 395. The Royal Thai Embassy, Labour Department in Tel Aviv, has been informed that today (October 11, 2023), there will be an evacuation of around 800 Thai workers from risky areas to the military resting point.
6. Contact channels. The Royal Thai Embassy in Tel Aviv has added ten additional lines.
The Ministry of Labour’s Actions
1. Prepared to receive Thai workers who will return to Thailand on October 12, 2023.
– The Department of Employment examined the benefits of the fund to help job seekers working abroad for 15 Thai workers. Benefits will be paid to the workers upon their arrival in Thailand.
– The Office of the Permanent Secretary, Ministry of Labour, has coordinated with relatives of workers returning on the said flight to facilitate travels to receive the workers.
– Workers with the Ministry of Foreign Affairs and other relevant agencies to prepare for the return from Israel at Suvarnabhumi Airport to Bamrasnaradura Hospital
– Checked workers’ benefits and entitlements from the Israel Social Security Office.
2. The Ambassador and Minister Counselor (on Labour) of the Royal Thai Embassy in Tel Aviv visited 42 Thai workers at the shelter, bringing food and encouragement to the Thai workers.
3. The Labour Assistance and Israel War Monitoring Center, Ministry of Labour, and Provincial Labour Assistance and Israel War Monitoring Center were established to monitor, evaluate, and analyze the unrest situation in Israel. The centers report to the executives of the Ministry of Labour continuously and periodically and create guidelines for assisting affected Thai workers.
4. Additional contact channels include the Ministry of Labour’s Facebook Fanpage: Workers Support Center, Ministry of Labour, as a channel for communication between affected workers and disseminating assistance guidelines for those affected. There will be public relations reporting on the current situation and assistance to workers.
5. The Labor Department was informed by Thai workers that there was a rocket landing in northern Israel. The Labour Department will coordinate with the Ambassador to assist this group of Thai workers.
6. The Department of Employment has established channels for receiving complaints via Google Forms and the 1694 hotline. Currently, there are 207 cases.
