วันจันทร์ที่ 27 มีนาคม 2566 เวลา 09.00 น. นายนิยม สองแก้ว อธิบดีกรมสวัสดิการและคุ้มครองแรงงาน (กสร.) มอบหมายให้นางสาวกาญจนา พูลแก้ว รองอธิบดี กสร. เป็นประธานเปิดโครงการการอบรมเชิงปฏิบัติการว่าด้วยการปฏิบัติตามแผนปฏิบัติการว่าด้วยกลไกการส่งต่อระดับชาติ การบริหารจัดการคดี และการช่วยเหลือคุ้มครองผู้เสียหายจากการค้ามนุษย์และการบังคับใช้แรงงานหรือบริการ พ.ศ. 2565 รุ่นที่ 1 สำหรับผู้บังคับบัญชา โดยมีวัตถุประสงค์เพื่อให้พนักงานตรวจแรงงานและผู้บังคับบัญชาของพนักงานตรวจแรงงานได้ทราบขั้นตอนและแนวทางปฏิบัติตามแผนปฏิบัติการฯ อันจะยกระดับมาตรฐานการปฏิบัติงานสหวิชาชีพของเจ้าหน้าที่กรมสวัสดิการและคุ้มครองแรงงานผู้ปฏิบัติงานด้านป้องกันและปราบปรามการค้ามนุษย์ด้านแรงงานให้ดำเนินไปด้วยความเรียบร้อยนำไปสู่การแก้ไขปัญหาการค้ามนุษย์หรือการบังคับใช้แรงงานหรือบริการ โดยยึดผู้เสียหายเป็นศูนย์กลาง ตามหลักสิทธิมนุษยชนและพันธกรณีระหว่างประเทศ รวมทั้งพัฒนาศักยภาพของพนักงานตรวจแรงงานในการบังคับใช้กฎหมาย เสริมสร้างความรู้ ความสามารถ ทักษะ และพัฒนาสมรรถนะที่จำเป็นสำหรับการปฏิบัติงานเพื่อป้องกันและแก้ไขปัญหาการค้ามนุษย์ด้านแรงงาน การบังคับใช้แรงงานหรือบริการ อันจะยกระดับมาตรฐานการคัดแยกผู้เสียหายที่มีประสิทธิภาพและเป็นไปในแนวทางเดียวกันกับกลไกการส่งต่อระดับชาติ (NRM) นอกจากนี้ รองอธิบดี กสร. ได้บรรยายพิเศษในหัวข้อ “นโยบายและแนวทางการป้องกันและแก้ไขปัญหาการค้ามนุษย์และการบังคับใช้แรงงานหรือบริการ” ผู้เข้ารับการอบรมจำนวน 90 คน ประกอบด้วย ผู้บังคับบัญชาของพนักงานตรวจแรงงาน สังกัดกรมสวัสดิการและคุ้มครองแรงงานส่วนกลาง และส่วนภูมิภาค โดยมี ว่าที่ร้อยตรี สมศักดิ์ พรหมดำ รองอธิบดี กสร. ผู้บริหารกรม และเจ้าหน้าที่ที่เกี่ยวข้อง ร่วมเป็นเกียรติพิธีเปิด ณ โรงแรมดิเอมเมอรัลด์ กรุงเทพมหานคร
On Monday, March 27, 2023, at 09.00 hours, the Department of Labour Protection and Welfare’s Director-General, Mr. Niyom Songkaew, assigned the DLPW’s Deputy Director-General, Ms. Kanchana Poonkaew, to preside over the opening ceremony of the workshop on the implementation of the action plan on the national referral mechanism on case management and support and protection for victims of human trafficking and forced labour or services in 2022, for the first batch of supervisors. The objective is to ensure labour inspectors and supervisors know the procedures and guidelines for implementing the action plan, which will raise the standards of multi-disciplinary performance of staff under the Department of Labour Protection and Welfare who work in the prevention and suppression of human trafficking, proceed smoothly, leading to the prevention of human trafficking or forced labour or services. It is centered on the victims according to human rights principles and international obligations. It also aims to develop the potential of Labour Inspectors in law enforcement, enhance knowledge, competence, skills, and competency development necessary for operations, to prevent and resolve human trafficking, forced labour, or services. This will raise the standard of effective victim identification, in line with the National Referral Mechanism (NRM). In addition, the DLPW’s Deputy Director-General gave a special lecture on “Policies and guidelines for preventing and solving human trafficking and forced labour or services.” Ninety people attended the training, consisting of supervisors of Labour Inspectors under the Central Department of Labour Protection and Welfare and in the region. Deputy Director-General of the Department of Agriculture, Acting Second Lieutenant Somsak Promdam, and related officials joined the opening ceremony at the Emerald Hotel Bangkok.
