รมว.แรงงาน นายพิพัฒน์ รัชกิจประการ พร้อมคณะ ลงพื้นที่จังหวัดเชียงราย สถาบันพัฒนาฝีมือแรงงาน 20 เชียงราย เร่ง Upskill ฝึกอบรมแรงงานภาคท่องเที่ยวและบริการต่อเนื่อง โดยอบรมฟรีสูงสุด150 ชั่วโมง พร้อมป้อนงานเข้าสถานประกอบการทันที
วันที่ 18 มี.ค. 67 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน พร้อมด้วย นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน นางสาวบุปผา เรืองสุด อธิบดีกรมพัฒนาฝีมือแรงงาน และคณะผู้บริหารกระทรวงแรงงาน ลงพื้นที่ติดตามความคืบหน้าการดำเนินงาน พร้อมเยี่ยมชมการ Upskill แรงงานรองรับภาคการท่องเที่ยวและบริการ สาขานวดไทยเพื่อสุขภาพ การนวดเท้า เปิดเผยหลังการเยี่ยมชมการฝึกว่า จังหวัดเชียงรายเป็นอีกจังหวัดที่นักท่องเที่ยวให้ความสนใจและมาท่องเที่ยวเเป็นจำนวนมาก ดังนั้นรายได้ที่ส่งผลต่อเศรษฐกิจของจังหวัดจึงมาจากภาคท่องเที่ยว การพัฒนาทักษะด้านอาชีพให้กับแรงงานในพื้นที่เพื่อรองรับการท่องเที่ยว เช่น การฝึกนวดเท้า และการนวดไทยเพื่อสุขภาพ เป็นต้น เนื่องจากทักษะการนวดของไทยเป็นที่ยอมรับและนักท่องเที่ยวไม่ว่าจากชาติใด นิยมเข้ารับบริการนวดเป็นอย่างมาก ทำให้แรงงานไทยที่มีทักษะด้านการนวดสามารถประกอบอาชีพนี้และมีรายได้สูง โดยในปี 2567 ดำเนินการให้สอดรับกับนโยบายของรัฐบาลที่ต้องการให้มีนักท่องเที่ยว เข้ามาท่องเที่ยวในเขตภาคเหนือ กว่า 17 ล้านคน จึงดำเนินการที่สอดรับกับแผนแม่บท NEC BCG ของจังหวัด อาทิ การพัฒนาระบบนิเวศล้านนาสร้างสรรค์ เชื่อมโยงพหุวัฒนธรรมสร้างสรรค์ ผ่านการเป็นเมืองแห่งเทศกาล ส่งเสริมและสนับสนุนการศึกษา เพื่อพัฒนาทักษะล้านนาสร้างสรรค์ รวมถึงเป็นจุดหมายของการดูแลสุขภาพและการท่องเที่ยวเชิงสุขภาพในเอเชีย เป็นต้น
ด้านนางสาวบุปผา เรืองสุด อธิบดีกรมพัฒนาฝีมือแรงงาน กล่าวเพิ่มเติมว่า สถาบันพัฒนาฝีมือแรงงาน 20 เชียงราย สังกัดกรมพัฒนาฝีมือแรงงาน ได้เร่งดำเนินการพัฒนาทักษะให้แก่แรงงานในพื้นที่ โดยในวันนี้มีการฝึกในโครงการพัฒนาศักยภาพบุคลากร และมาตรฐานการท่องเที่ยวอย่างสร้างสรรค์ หลักสูตร พนักงานนวดไทย มีระยะเวลาในการฝึก 150 ชั่วโมง จำนวน 20 คน ฝึกอบรมระหว่างวันที่ 11 มี.ค. ถึง 22 เม.ย. 67 เมื่อฝึกจบแล้ว ทุกคนจะต้องเข้ารับการทดสอบมาตรฐานฝีมือแรงงานด้วย เพื่อให้มีใบการันตีความสามารถ และรับอัตราค่าจ้างตามฝีมือ โดยอัตราค่าจ้างตามมาตรฐานฝีมือในสาขานี้ ระดับ 1 จะได้รับอัตราค่าจ้าง ไม่น้อยกว่าวันละ 485 บ. ระดับ 2 ไม่น้อยกว่าวันละ 640 บ. และ ระดับ 3 ไม่น้อยกว่าวันละ 795 บาท ซึ่งนับว่าสูงทีเดียว อีกหลักสูตร คือนวดฝ่าเท้าเพื่อสุขภาพ ระยะเวลาการฝึก 60 ชั่วโมง จำนวน 20 คน ฝึกอบรมระหว่างวันที่ 11-18 มี.ค. 67 โดยทั้ง 2 หลักสูตรได้ดำเนินการฝึกเสริมทักษะด้านภาษาอังกฤษเพื่อการทำงานอีก 30 ชั่วโมง และได้ให้ความรู้เกี่ยวกับการประกอบธุรกิจด้านนวดอีกด้วย
นอกจากนี้ รัฐมนตรีว่าการกระทรวงแรงงานและคณะ ยังได้เยี่ยมชมศูนย์เรียนรู้การปลูกพืชโดยไม่ใช้ดินไฮโดโปรนิกส์ (Hydroponics) จำนวน 3 โรง ได้แก่ โรงเรือนที่ทำจากเหล็ก 1 โรง ทดลองปลูกผักบุ้งจีน โรงเรือนที่ทำมาจากไม้ไผ่ 2 โรง ทดลองปลูก สาระแหน่ / ผักแพว / กวางตุ้งฮ่องเต้ โดยแต่ละโรงเรือนแสดงต้นทุนการทำโรงเรือนไว้พร้อมแสดง QR CODE ความรู้การปลูกพืชโดยไม่ใช้ดิน ไฮโดโปรนิกส์ (Hydroponics) และขั้นตอนการทำเพื่อเป็นศูนย์เรียนรู้ให้แก่แรงงานที่สนใจทำโรงเรือน และเทคโนโลยีที่ใช้ในภาคการเกษตร ที่สามารถนำไปประยุกต์ใช้ได้

The Labour Minister, Mr. Phiphat Ratchakitprakarn, and the committee visited the Chiang Rai Skill Development Institute 20 to promote upskilling and continuous training for workers in the tourism and service sectors. The course provides free training of up to 150 hours, preparing participants to gain employment immediately.
On March 18, 2024, the Labour Minister, Mr. Phiphat Ratchakitprakarn, the Permanent Secretary of Labour, Mr. Pairoj Chotikasathien, the Department of Skill Development’s Director-General, Ms. Bubpha Rueangsud, and the Ministry of Labour’s executives, visited the area to follow up on the progress of upskilling workers to support the tourism and service sectors. The training was in Thai massages for health and foot massages. He said that Chiang Rai Province is another province that many tourists are interested in and visit. Therefore, a majority of the income that impacts the province’s economy comes from the tourism sector. Developing vocational skills for local workers to support tourism is important, as well as foot massage training and Thai massage for health. This is because Thai massage skills are accepted by tourists worldwide. Massage services are very popular. This allows Thai workers with massage skills to pursue this career and earn a high income. By 2024, the operations will be in line with government policy that seeks more tourists. Over 17 million people will travel in the northern region. Therefore, actions that are taken are in line with the NEC BCG master plan of the province, such as developing the creative Lanna ecosystem, connecting creative multiculturalism through being a city of festivals, promoting and supporting education to develop creative Lanna skills, and being a destination for health care and medical tourism in Asia.
The Department of Skill Development’s Director-General, Ms. Bubpha Rueangsud, added that the Chiang Rai Skill Development Institute 20, under the Department of Skill Development, has accelerated the process of developing skills for workers in the area. Today, there is training in the personnel potential development project and creative tourism standards in the Thai massage therapist course. The training period is 150 hours. There are a total of 20 participants, training between March 11 and April 22, 2024. Once the training is complete, all participants must take a skill standard assessment to earn a certificate of ability and receive a wage rate according to their skills. The wage rate is according to the skill standards in this field. At the Level 1 capacity, they will receive wages of no less than 485 Baht daily, at the Level 2 capacity, no less than 640 Baht per day, and at the Level 3 capacity, no less than 795 Baht per day. These wage rates are considered quite high. Another course is foot massage for health. The training period is 60 hours. There are a total of 20 participants, training between March 11 to 18, 2024. Both courses include 30 hours of training to enhance English skills for work and provide knowledge about managing a massage business.
In addition, the Labour Minister and his team visited the hydroponics learning center for growing plants without soil. They visited three plants, including one steel greenhouse experimenting with growing Chinese morning glory and two bamboo greenhouses experimenting with planting mint, Phaeo vegetables, and Pakchoi. Each greenhouse shows the cost of making it and has a QR code sharing information on growing plants without soil, hydroponics, and steps to make it a learning center for workers interested in building one.
