วันที่ 6 ธันวาคม 2566 เวลา 09.00 น. นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน มอบหมายให้ นายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงาน เป็นประธานการประชุมหารือพร้อมรับหนังสือจากสมาคมสภารักษาความปลอดภัยและ 18 องค์กรภาคีเครือข่ายผู้ประกอบอาชีพรักษาความปลอดภัย นำโดย ว่าที่ ร.ต.สิทธิพร บาลทิพย์ นายกสมาคมสภารักษาความปลอดภัย ที่ได้มายื่นหนังสือ เพื่อหารือปัญหาข้อกฎหมายแรงงานที่มีผลกระทบต่อพนักงานรักษาความปลอดภัย โดยเฉพาะกรณีการยกเลิกกฎกระทรวงกำหนดงานที่ลูกจ้างไม่มีสิทธิได้รับค่าจ้างค่าล่วงเวลาในวันหยุด พ.ศ.2552 เพื่อให้กระทรวงแรงงานทบทวนการดำเนินการ พร้อมเสนอให้ดูแลเรื่องมาตรฐานฝีมือแรงงาน โดยกำหนดระดับฝีมือแรงงาน หรือกำหนดระเบียบการจ้างงานโดยการเหมาจ่ายตามระดับฝีมือแรงงาน ซึ่งจะช่วยพัฒนาและยกระดับมาตรฐานได้อย่างแท้จริง แทนการแก้ไขหรือยกเลิกกฎหมายดังกล่าวโดยมี นายธนัสถ์ ทวีเกื้อกูลกิจ ที่ปรึกษารัฐมนตรีว่าการกระทรวงแรงงาน นายวรรณรัตน์ ศรีสุขใส รองปลัดกระทรวงแรงงาน คณะทำงานรัฐมนตรีว่าการกระทรวงแรงงาน และนางสาวสุนัน เพชรชู ผู้ตรวจราชการกรม กรมสวัสดิการและคุ้มครองแรงงาน พร้อมด้วยเจ้าหน้าที่ที่เกี่ยวข้อง เข้าร่วมหารือ ณ ห้องประชุมคณะกรรมการแรงงานสัมพันธ์ ชั้น 1 กรมสวัสดิการและคุ้มครองแรงงาน
นายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงาน กล่าวว่า การหารือในวันนี้ จะเป็นการหาทางออกร่วมกัน และข้อมูลในวันนี้นับว่าเป็นประโยชน์อย่างมาก โดยในโอกาสหน้ากระทรวงแรงงานจะได้นัดหารืออีกครั้ง โดยตั้งเป็นคณะกรรมมาธิการเพื่อร่วมกันแก้ปัญหา รวมทั้ง ขอขอบคุณทุกฝ่าย ซึ่งจะนำเรียนรัฐมนตรีว่าการกระทรวงแรงงานถึงผลการหารือในวันนี้ต่อไป
ด้าน ว่าที่ ร.ต.สิทธิพร บาลทิพย์ นายกสมาคมสภารักษาความปลอดภัย กล่าวว่า ในนามของประธานสมาคมเครือข่ายฯ ขอขอบคุณกระทรวงแรงงานที่มารับฟังปัญหาในวันนี้ ซึ่งการหารือในวันนี้เป็นหาทางออกร่วมกันเพื่อให้ทุกฝ่ายสามารถอยู่ได้ เนื่องจาก รปภ.มีความสำคัญมากในการดูแลบ้านเมือง และการฝึกรปภ. ให้มีคุณภาพจึงเป็นสิ่งสำคัญ เพราะเชื่อมโยงกับความมั่นคงของประเทศ
On December 6, 2023, at 09.00 hours, the Labour Minister, Mr. Phiphat Ratchakitprakarn, assigned the Secretariat to the Labour Minister, Mr. Aree Krainara, chaired the meeting to discuss and receive a letter from the Security Services Association of Thailand and 18 organizations affiliated with the security professional network. The group was led by the President of the Security Services Association of Thailand, Acting Lt. Col. Sittiporn Balthip, who paid a visit to submit a letter discussing labour law issues affecting security personnel, especially in the case of canceling the Ministerial Regulation specifying work in which employees are not entitled to receive overtime pay on holidays, 2009. The objective of the letter is for the Ministry of Labour to review the operations. It suggests looking at the labour skills standards by specifying the skill level of workers or setting employment regulations for providing lump sum payments according to workers’ skill levels. This will help develop and raise standards rather than amend or repeal the said law. The Labour Minister’s Advisor, Mr. Thanat Thaweekueakulkit, the Deputy Permanent Secretary of Labour, Mr. Wannarat Srisuksai, the Labour Minister’s working group, the Department of Labour Protection and Welfare’s Inspector-General, Ms. Sunan Petchu, and relevant officials participated. The occasion took place at the Labour Relations Committee meeting room, 1st floor, Department of Labour Protection and Welfare.
The Secretariat to the Labour Minister, Mr. Aree Krainara said that today’s discussion will support in finding a solution together and that the information shared was very useful. On the next occasion, the Ministry of Labour will make an appointment to discuss the matters further. It will set up a committee to tackle the issues together. He thanked all parties for participating. The outcomes from today’s discussion will be reported to the Labour Minister.
President of the Security Services Association of Thailand, Acting Lt. Col. Sittiporn Balthip, thanked the Ministry of Labour for listening to the issues. Today’s discussion was about finding a solution together so that all parties can move forward. Security guards are important in taking care of the country and in security guard training, therefore quality is important as it is connected to the security of the country.
