วันที่ 12 ธันวาคม 2566 เวลา 10.00 น. นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน มอบหมายให้ นายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงาน รับหนังสือข้อเรียกร้องจากสมาพันธ์แรงงานรัฐวิสาหกิจสัมพันธ์ (สรส.) นำโดย นายมานพ เกื้อรัตน์ เลขาธิการแรงงานรัฐวิสาหกิจสัมพันธ์ (สรส.) ที่ได้มายื่นหนังสือเกี่ยวกับการเสนอขอปรับเงินเดือนและปรับปรุงบัญชีโครงสร้างเงินเดือนพนักงานรัฐวิสาหกิจ รวมถึงค่าจ้างขั้นต่ำ เพื่อนำเข้าสู่การพิจารณาในการประชุมคณะกรรมการแรงงานรัฐวิสาหกิจสัมพันธ์ ครั้งต่อไป โดยยื่นข้อเรียกร้อง 3 ข้อ ได้แก่ 1ขอปรับเงินเดือน ให้กับพนักงานรัฐวิสาหกิจ โดยขอปรับขึ้น 10% ครอบคลุมทุกกลุ่มรัฐวิสาหกิจ 2ขอปรับปรุงบัญชีโครงสร้างอัตราเงินเดือนพนักงานรัฐวิสาหกิจ ปรับขยายจาก 53 ขั้นเป็น58 ขั้น 3ขอปรับเพิ่มค่าแรงขั้นต่ำ 492 บาท ทั่วประเทศ และให้ครอบคลุมลูกจ้างทุกภาคส่วน และสอดคล้องกับค่าครองชีพที่สูงขึ้นในปัจจุบัน โดยมี นายวรรณรัตน์ ศรีสุขใส รองปลัดกระทรวงแรงงาน คณะทำงานรัฐมนตรีว่าการกระทรวงแรงงาน และ นางสาวกาญจนา พูลแก้ว รองอธิบดีกรมสวัสดิการและคุ้มครองแรงงาน พร้อมด้วยเจ้าหน้าที่ที่เกี่ยวข้อง เข้าร่วม ณ บริเวณอาคารกระทรวงแรงงาน ชั้น 1
นายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงาน กล่าวว่า กระทรวงแรงงานมีความยินดีที่ท่านมาในวันนี้ การพบกันในวันนี้ให้ถือว่าเราคือมิตรสหาย และเราสู้เพื่อชาวรากหญ้าร่วมกัน โดยอะไรที่อยู่ในอำนาจและไม่ผิดกฎหมาย ผมยินดีที่จะให้ความช่วยเหลือและจะช่วยขับเคลื่อน และในส่วนที่กระทรวงแรงงานมีอำนาจก็จะเร่งดำเนินการต่อไป แต่สิ่งสำคัญคือเราต้องช่วยกัน อะไรที่สามารถช่วยได้ผมจะช่วย และอะไรที่แก้ได้ผมจะแก้ไข และขอให้พี่น้องแรงงานสบายใจได้ โดยผมจะนำเรียนท่านรัฐมนตรีต่อไป
ด้าน นายมานพ เกื้อรัตน์ เลขาธิการแรงงานรัฐวิสาหกิจสัมพันธ์ (สรส.) กล่าวว่า ในนามของสมาพันธ์แรงงานรัฐวิสาหกิจสัมพันธ์ ขอขอบคุณกระทรวงแรงงานที่เปิดโอกาสให้มาพบ และขอขอบคุณท่านอารี ที่มารับฟังปัญหา ซึ่งการมาในวันนี้เนื่องจากรัฐวิสาหกิจไม่ได้รับการปรับเงินเดือนมานานแล้ว ตั้งแต่ปี 2559 ประกอบกับอัตราเงินเฟ้อซึ่งเป็นเงื่อนไขสำคัญที่ทำให้ค่าจ้างลดลง และอัตราค่าครองชีพที่มีการปรับสูงขึ้น และรัฐบาลได้มีการปรับเงินเดือนข้าราชการซึ่งส่งผลให้เงินเดือนค่าจ้างเปลี่ยนไป รวมทั้ง นโยบายค่าจ้างขั้นต่ำ 400 บาท ของรัฐบาล ซึ่งหวังเป็นอย่างยิ่งว่าจะเกิดความเป็นธรรมและไม่เป็นการเลือกปฏิบัติกับพนักงานรัฐวิสาหกิจซึ่งเป็นอีกหนึ่งกลไกในการขับเคลื่อนตามแผนพัฒนาประเทศ อย่างไรก็ดี เศรษฐกิจของประเทศจะขับเคลื่อนได้ถ้าคนมีกำลังซื้อ ซึ่งจะเป็นการพัฒนาที่ยั่งยืนแท้จริง
On December 12, 2023, at 10.00 hours, the Labour Minister, Mr. Phiphat Ratchakitprakarn, assigned the Secretariat to the Labour Minister, Mr. Aree Krainara, to receive a letter of requests from the State Enterprises Workers’ Relations Confederation, led by the Secretary-General of the State Enterprises Workers’ Relations Confederation, Mr. Manop Kuerat. He paid a visit to submit a letter regarding a proposal to adjust salaries and improve the employee salary structure in state enterprises, as well as the minimum wage adjustment, to be taken into consideration at the next meeting of the State Enterprises Workers’ Relations Confederation. He submitted three requests, including: 1. A request for a salary adjustment to state enterprise employees, requesting a 10% increase to cover all groups of state enterprises. 2. A request to improve the salary structure of state enterprise employees, expanding from 53 levels to 58 levels. 3 A request to increase the minimum wage to 492 Baht nationwide and to cover employees in all sectors, in line with the current rising cost of living. The Deputy Permanent Secretary of Labour, Mr. Wannarat Srisuksai, the Labour Minister’s working group, the Department of Labour Protection and Welfare’s Deputy Director-General Ms. Kanchana Poonkaew and relevant officials participated on the first floor of the Ministry of Labour.
The Secretariat to the Labour Minister, Mr. Aree Krainara, said that the Ministry of Labour was pleased with their visit today. The meeting today was considered a friendly one, working for the grassroots workers together. He said that whatever is within their power and not against the law, he would be happy to support them to move forward. In the areas where the Ministry of Labour has authority, it will expedite further action. But the important thing is that they must help each other. Anything that can be supported will be, and anything that can be fixed will be fixed. He also asked for fellow workers to be at ease and that the requests would be further presented to the Minister.
The Secretary-General of the State Enterprises Workers’ Relations Confederation, Mr. Manop Kuerat, said that on behalf of the State Enterprises Workers’ Relations Confederation, he thanked the Ministry of Labour for giving them the opportunity to meet. He thanked Mr. Aree for listening to the issues. The visit today was because state enterprises have not had salary adjustments since 2016. In addition, inflation has caused wages to decrease as the cost of living has risen. The government has adjusted the salaries of civil servants, which has resulted in changes in salaries, including the government’s minimum wage policy of 400 Baht, which is hoped to be fair and not discriminatory against state enterprise employees. This group of employees is another mechanism that drives the country’s development. However, the country’s economy can only be driven if people have purchasing power, which will be true sustainable development.
