วันที่ 18 ธันวาคม 2566 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน มอบหมายให้ นายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงาน ตรวจเยี่ยมพบปะให้กำลังใจแรงงานไทยที่ได้รับผลกระทบจากสถานการณ์ความไม่สงบในอิสราเอลที่มายื่นขอรับเงินเยียวยา 50,000 บาท เพื่อเป็นการบรรเทาความเดือดร้อนจากการขาดรายได้ในเบื้องต้น โดยมี นายสมาสภ์ ปัทมะสุคนธ์ ผู้ตรวจราชการกระทรวงแรงงาน นายกิตติ์ธนา ศรีสุริยะ อัครราชทูตที่ปรึกษา (ฝ่ายแรงงาน) ณ กรุงเทลอาวีฟ พร้อมด้วยหน่วยงานที่เกี่ยวข้อง เข้าร่วม ณ ศูนย์ช่วยเหลือแรงงานและติดตามสถานการณ์ความไม่สงบในอิสราเอล กระทรวงแรงงาน ชั้น 1 อาคารกระทรวงแรงงาน
นายอารี กล่าวว่า หลังจากที่ท่านนายกรัฐมนตรีได้อนุมัติงบกลาง 750 ล้านบาท ซึ่งเงินก้อนนี้จะนำมาเยียวยาให้กับแรงงานไทยที่ได้รับผลกระทบจากสถานการณ์ความไม่สงบในอิสราเอลและเดินทางกลับมายังภูมิลำเนาแล้วนั้น ซึ่งในเรื่องนี้ท่านพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน ได้มีความห่วงใยแรงงานไทยจากสถานการณ์ดังกล่าว จึงได้สั่งการให้หน่วยงานที่เกี่ยวข้องทั้งหมดได้แจ้งข่าวประชาสัมพันธ์เพื่อให้แรงงานไทยที่ได้รับผลกระทบเดินทางกลับมาจากอิสราเอลให้มายื่นคำขอรับเงินเยียวยาที่รัฐบาลเยียวยาให้ คนละ 50,000 บาท ได้ตั้งแต่วันนี้ (18 ธ.ค.66) ซึ่งเป็นวันแรกพบว่าขั้นตอนต่างๆ ราบรื่นดี โดยแรงงานที่อยู่ในส่วนกลางสามารถมายื่นขอรับเงินเยียวยาได้ที่กระทรวงแรงงาน ส่วนผู้ที่อยู่ในต่างจังหวัดสามารถยื่นได้ที่สำนักงานแรงงานจังหวัดทุกจังหวัดทั่วประเทศ
นายอารี กล่าวต่อว่า ส่วนความคืบหน้ายอดจำนวนมาผู้ยื่นคำร้องขอรับเงินเยียวยาแรงงานไทยจากสถานการณ์ความไม่สงบในประเทศอิสราเอล ในวันนี้ (18 ธ.ค.66) ซึ่งเป็นวันแรกของการเปิดให้มายื่น เมื่อเวลา 17.00 น. พบว่า มีผู้มายื่น จำนวน 1,125 ราย แยกเป็น กรณีมายื่นด้วยตนเอง 1,123 ราย กรณีเสียชีวิต 2 ราย ส่วนจังหวัด 5 อันดับแรกที่ผู้มายื่นคำร้องมากที่สุด คือ เชียงราย 124 ราย รองลงมา คือ อุดรธานี 116 ราย นครพนม 82 ราย หนองบัวลำภู 79 ราย นครราชสีมา 76 ราย ตามลำดับ ในส่วนของกรุงเทพมหานคร มีผู้มายื่นที่ศูนย์ช่วยเหลือแรงงานและติดตามสถานการณ์ความไม่สงบในอิสราเอล กระทรวงแรงงาน ชั้น 1 อาคารกระทรวงแรงงาน ถนนมิตรไมตรี จำนวน 65 ราย “โดยขอให้พี่น้องแรงงานที่กลับมาจากอิสราเอลที่จะมายื่นขอรับเงินเยียวยานั้น ได้เตรียมเอกสารให้พร้อม เพราะถ้าเอกสารครบถ้วนสมบูรณ์ พี่น้องแรงงานก็จะได้รับเงินที่รวดเร็วขึ้น ซึ่งตามขั้นตอนภายหลังรับเอกสารแล้วจะใช้เวลา 7 – 10 วัน ก็จะได้รับเงินโอนเข้าบัญชีพี่น้องแรงงานในทันที” นายอารี กล่าวท้ายสุด
ทั้งนี้ วิธีดำเนินการ ขั้นตอนการขอรับเงินและเอกสารประกอบการยื่นคำร้องนั้น
ขั้นตอนที่ 1 การยื่นคำร้อง ผู้ยื่นสามารถยื่นคำร้องขอรับเงินเยียวยา ณ สำนักงานแรงงานจังหวัดทุกจังหวัดและกระทรวงแรงงาน โดยแยกตามกลุ่มเป้าหมายและเอกสารที่เกี่ยวข้องประกอบการยื่นคำร้อง ดังนี้
กลุ่มที่ 1 แรงงานไทยที่เดินทางไปทำงานในประเทศอิสราเอล และเดินทางกลับประเทศไทยหลังวันที่ 7 ตุลาคม 2566 ซึ่งมีอยู่ 9,475 คน จะต้องยื่นคำร้องด้วยตนเอง โดยมีเอกสารและหลักฐานที่เกี่ยวข้องสำหรับการยื่นขอรับเงินเยียวยา ดังนี้ 1) แบบคำร้องขอรับเงินเยียวยา กรณียื่นคำร้องด้วยตนเอง 2) บัตรประจำตัวประชาชนฉบับจริงพร้อมสำเนา 3) หนังสือเดินทางพร้อมสำเนาหน้าที่มีรูปถ่าย และตราประทับเข้า – ออก ประเทศไทยหรือหนังสือเดินทางชั่วคราว (CI) พร้อมสำเนาหน้าที่มีรูปถ่าย และตราประทับเข้าประเทศไทย 4) แบบแจ้งข้อมูลการรับเงินโอนผ่านระบบ KTB Corporate Online 5) สำเนาหน้าสมุดบัญชีธนาคาร ทั้งนี้ ผู้ยื่นคำร้องพร้อมถ่ายรูป ณ สถานที่ยื่น และคำร้องสำเนาเอกสารทุกฉบับให้ผู้ยื่นคำร้องรับรองสำเนาถูกต้องพร้อมลงลายมือชื่อเรียบร้อยแล้ว
กลุ่มที่ 2 แรงงานไทยที่เสียชีวิตจากสถานการณ์ความไม่สงบในประเทศอิสราเอล จำนวน 39 ราย ผู้ยื่นคำร้อง คือ ทายาทผู้มีสิทธิตามกฎหมาย โดยมีเอกสารหลักฐานที่เกี่ยวข้องสำหรับการยื่นขอรับเงินเยียวยา ดังนี้ 1) แบบคำร้องขอรับเงินเยียวยา กรณีเสียชีวิต 2) สำเนาใบมรณบัตร 3) สำเนาทะเบียนบ้านผู้เสียชีวิต 4) หนังสือรับรองความสัมพันธ์ทางครอบครัว 5) หนังสือให้ความยินยอมเป็นทายาทโดยธรรม 6) สำเนาบัตรประชาชนทายาท 7) สำเนาทะเบียนสมรส (กรณีคู่สมรส) 8) สำเนาสูติบัตร (กรณีบุตร) 9) แบบแจ้งข้อมูลการรับเงินโอนผ่านระบบ KTB Corporate Online 10) สำเนาหน้าสมุดบัญชีธนาคารทายาทผู้มีสิทธิ ทั้งนี้ ผู้ยื่นคำร้องพร้อมถ่ายรูป ณ สถานที่ยื่น และคำร้องสำเนาเอกสารทุกฉบับให้ผู้ยื่นคำร้องรับรองสำเนาถูกต้องพร้อมลงลายมือชื่อเรียบร้อยแล้ว และผู้ยื่นคำร้องขอให้เป็นคนเดียวกันกับที่ยื่นคำร้องรับเงินสงเคราะห์กรณีเสียชีวิตจากกองทุนเพื่อช่วยเหลือคนหางานไปทำงานในต่างประเทศ
กลุ่มที่ 3 กรณีแรงงานไทยที่เดินทางไปทำงานในประเทศอิสราเอลและเดินทางกลับประเทศไทยก่อนวันที่ 7 ตุลาคม 2566 โดยใช้วีซ่า Re-entry อายุไม่เกิน 90 วัน : ระหว่างวันที่ 9 กรกฎาคม – 6 ตุลาคม 2566 แต่ไม่สามารถเดินทางกลับไปทำงานที่ประเทศอิสราเอลได้เนื่องจากกรมการจัดหางานชะลอการเดินทางด้วยเหตุภัยสงครามในประเทศอิสราเอล จำนวน 960 คน โดยมีเอกสารหลักฐานที่เกี่ยวข้องสำหรับการยื่นขอรับเงินเยียวยา ดังนี้ 1) แบบยื่นคำร้อง กรณี Re-entry Visa 2) บัตรประจำตัวประชาชนฉบับจริงพร้อมสำเนา 3) หนังสือเดินทางพร้อมสำเนาหน้าที่มีรูปถ่าย และตราประทับเข้า – ออก ประเทศไทยไม่เกิน 90 วัน 4) Re-entry Visa อายุไม่เกิน 90 วัน) พร้อมสำเนา 5) แบบแจ้งข้อมูลการรับเงินโอนผ่านระบบ KTB Corporate Online และ 6) สำเนาหน้าสมุดบัญชีธนาคาร ทั้งนี้ ผู้ยื่นคำร้องพร้อมถ่ายรูป ณ สถานที่ยื่น และคำร้องสำเนาเอกสารทุกฉบับให้ผู้ยื่นคำร้องรับรองสำเนาถูกต้องพร้อมลงลายมือชื่อเรียบร้อยแล้ว
และกลุ่มที่ 4 สำหรับแรงงานไทยกลุ่มที่ยังไม่เดินทางกลับจากอิสราเอล และประสงค์ที่จะเดินทางกลับมาเพิ่มเติม รวมถึงแรงงานไทยที่ยังคงถูกจับเป็นตัวประกัน เมื่อเดินทางกลับมาแล้วก็สามารถยื่นคำร้องขอรับเงินเยียวยาในส่วนนี้ได้เช่นเดียวกัน
ขั้นตอนที่ 2 เจ้าหน้าที่สำนักงานแรงงานจังหวัด/กระทรวงแรงงาน ตรวจสอบเอกสารของผู้ยื่นคำร้องและพิจารณาคุณสมบัติของผู้ยื่นคำร้องตามหลักเกณฑ์การจ่ายเงินเยียวยา
ขั้นตอนที่ 3 สำนักประสานความร่วมมือระหว่างประเทศ รวบรวมเอกสารคำร้องจากสำนักงานแรงงานจังหวัด/กระทรวงแรงงาน
ขั้นตอนที่ 4 กองบริหารการคลังรับคำร้องจากสำนักประสานความร่วมมือระหว่างประเทศ ตรวจสอบความถูกต้อง เสนอปลัดกระทรวงแรงงานพิจารณาอนุมัติเบิกจ่าย กองบริหารการคลัง โอนเงินเข้าบัญชี ผู้มีสิทธิ/ทายาท ได้รับเงินเยียวยา

On December 18, 2023, the Labour Minister, Mr. Phiphat Ratchakitprakarn, assigned the Secretariat to the Labour Minister, Mr. Aree Krainara, paid a visit and gave encouragement to Thai workers affected by the unrest in Israel, who came to apply for compensation for 50,000 Baht for initial relief from a lack of income. The Ministry of Labour’s Inspector-General, Mr. Samat Pattamasukon, the Minister Counselor (on Labour) at the Royal Thai Embassy in Tel Aviv, Mr. Kitthana Srisuriya, and relevant agencies joined at the Labour Assistance and Israel War Monitoring Center, 1st floor, Ministry of Labour.
Mr. Aree said that the Prime Minister approved a central budget of 750 million Baht, which will be used to provide relief to Thai workers who have been affected by the unrest in Israel and have returned to their homeland. The Labour Minister, Mr. Phiphat Ratchakitprakarn, is concerned about Thai workers affected by this situation. Therefore, he has instructed all relevant agencies to send out press releases so that affected Thai workers returning from Israel can submit applications for relief funds provided by the government of 50,000 Baht each, starting on the first day today (December 18, 2023). The various procedures went smoothly, with workers in the central area applying for relief compensation at the Ministry of Labour. Those living in other provinces can apply at the Provincial Labour Office in every province nationwide.
Mr. Aree spoke about the total number of Thai workers who have requested compensation for the unrest in Israel. Today (December 18, 2023), which is the first day for submission, at 17.00 hours, 1,125 people applied for the compensation. This included 1,123 people who applied for themselves and two applications in the case of death. The five provinces with the most applicants were Chiang Rai, with 124 applications, followed by Udon Thani, with 116 applications, Nakhon Phanom, with 82 applications, and Nong Bua Lamphu, with 79 applications, and Nakhon Ratchasima with 76 applications. In Bangkok, 65 applications were filed at the Labour Assistance and Israel War Monitoring Center, 1st floor, Ministry of Labour, Mitmaitri Road. “Workers returning from Israel applying for the compensation should prepare their documents well. If the documents are prepared and complete, workers will receive the money faster. According to the steps after receiving the documents, it will take 7 to 10 days for the money to be transferred into the workers’ accounts,” concluded Mr. Aree.
The process for requesting compensation and supporting documents for applications is as follows:
Step 1. The applicant can submit a request for compensation at the Provincial Labour Office of every province and the Ministry of Labor. The process is separated by group, and related documents to support the application are as follows:
The first group is Thai workers who traveled to work in Israel and returned to Thailand after October 7, 2023, in which there are 9,475 workers. Workers must submit a request in person. The relevant documents and evidence for applying for compensation are as follows: 1) The application form for compensation if submitting the application in person 2) An original national ID card and a copy. 3) Passport and a copy, using the page with the worker’s photo and an entry-exit stamp from Thailand or a Certificate of Identity (CI) along with a copy of the photo page and Thailand entry stamp. 4) The form to report information on receiving transfer money through the KTB Corporate Online system. 5) A copy of the front page of the worker’s bank account book. The applicant must be ready to take a photo at the submission location, and copies of every document must be certified as true copies by the applicant and signed.
The second group is for Thai workers who died in the unrest in Israel, in which there are 39 cases. The applicant must be the legally entitled beneficiary. The relevant documents and evidence for applying for compensation are as follows: 1) The application form for compensation in the case of death. 2) A copy of the death certificate. 3) A copy of the deceased’s house registration. 4) A certificate of family relationship. 5) A letter giving consent to be a legal beneficiary. 6) The beneficiary’s ID card. 7) A copy of a marriage certificate (in the case of a spouse). 8) A copy of the birth certificate (in the case of a child). 9) A form informing information on receiving money transferred through the KTB Corporate Online system. 10) A copy of the bank account book page of the beneficiary who is entitled to receive compensation. The applicant must be ready to take a photo at the submission location, and copies of every document must be certified as true copies by the applicant and signed. The applicant must be the same person who applied for compensation in the case of death from the fund to help job seekers work abroad.
The third group is workers who returned to Thailand before October 7, 2023, using the Re-Entry Visa, not exceeding 90 days, between July 9 and October 6, 2023, but were unable to return to work in Israel because the Department of Employment delayed their travel due to the war in Israel. There are 960 people in this group. The relevant documents and evidence for applying for compensation are as follows: 1) Application form in the case of a Re-entry Visa. 2) An original national ID card and a copy. 3) Passport with a copy of the photo page and the entry-exit stamp from Thailand (not more than 90 days). 4) The Re-entry Visa (not more than 90 days). 5) The form to report information on receiving transfer money through the KTB Corporate Online system. 6) A copy of the front page of the worker’s bank account book. The applicant must be ready to take a photo at the submission location, and copies of every document must be certified as true copies by the applicant and signed.
The fourth group are Thai workers who have not yet returned from Israel and wish to travel back, including Thai workers who are still being held hostage. When the workers return, they can submit a request for compensation in this section as well.
Step 2. The Provincial Labour Office or the Ministry of Labour’s officials will examine the applicant’s documents and consider the applicant’s qualifications according to the compensation payment criteria.
Step 3. The International Cooperation Bureau will collect application documents from the Provincial Labour Office or the Ministry of Labour.
Step 4. The Financial Management Division will take the requests from the International Cooperation Bureau, validate them, and propose them to the Permanent Secretary of Labour for consideration and approval. Then, the Financial Management Division will transfer the money into the account of the rightful person.
