วันที่ 28 มิถุนายน 2566 นายสุชาติ ชมกลิ่น รัฐมนตรีว่าการกระทรงงแรงงาน มอบ นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน พร้อมด้วย นางเธียรรัตน์ นะวะมะวัฒน์ โฆษกกระทรวงแรงงาน (ฝ่ายการเมือง) และผู้บริหารระดับสูงกระทรวงแรงงาน ตรวจเยี่ยมและให้โอวาทแก่แรงงานไทยที่ศูนย์ฝึกอบรมแรงงานต่างชาติในกิจการก่อสร้าง โดยมี นายฮวังโฮ ชิน ผู้อำนวยการศูนย์จัดการความรู้ และคณะ ให้การต้อนรับ ณ ศูนย์อบรมเทคนิคก่อสร้าง อินชอน สาธารณรัฐเกาหลี ซึ่งศูนย์แห่งนี้เป็นองค์กรที่รับผิดชอบการอบรมแรงงานต่างชาติ ได้แก่ ทีมสนับสนุนการจ้างงานแรงงานต่างชาติ ศูนย์จัดการความรู้กองนโยบาย สมาคมก่อสร้างแห่งสาธารณรัฐเกาหลี จัดการอบรมแรงงานต่างชาติเพื่อให้เป็นไปตาม พ.ร.บ.การจ้างแรงงานต่างชาติ มาตรา 11 สำหรับหลักสูตรการจัดฝึกอบรมของแรงงานต่างชาติ (E-9) ของศูนย์อบรมเทคนิคก่อสร้าง อินชอนนั้น จะมีการอบรมให้ความรู้แก่แรงงานต่างชาติเกี่ยวกับวัฒนธรรมในที่ทำงานของสาธารณรัฐเกาหลี ขั้นตอนการปรึกษาปัญหาหนักใจ กฎหมายที่เกี่ยวข้อง เทคนิคก่อสร้างเบื้องต้น ความปลอดภัยและอนามัยในการก่อสร้าง ซึ่งในวันนี้มีแรงงานไทยที่เดินทางมาจากจากประเทศไทยเข้ารับการอบรมจำนวน 48 คน
นายบุญชอบ กล่าวว่า ในวันนี้รัฐมนตรีสุชาติ ชมกลิ่น ได้มอบหมายให้ผมนำความห่วงใยจากท่านนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงกลาโหม พล.อ.ประยุทธ์ จันทร์โอชา ซึ่งได้ฝากความห่วงใยและเป็นกำลังใจให้แรงงานไทยทุกคนที่มาทำงานในต่างประเทศ ทุกคนคือพลังสำคัญในการขับเคลื่อนเศรษฐกิจทั้งในประเทศไทยและในสาธารณรัฐเกาหลี การเดินทางมาทำงานในต่างประเทศนั้น ไม่ใช่เรื่องง่าย ต้องเป็นผู้ทุ่มเทเสียสละเดินทางมาอยู่ไกลบ้าน ไกลครอบครัว แต่เชื่อว่าทุกคนตั้งใจทำงาน เก็บเงิน เพื่อเก็บเงินสร้างฐานะให้ตนเองและครอบครัว ที่อยู่ในประเทศไทย และนำรายได้ส่งกลับไปพัฒนาประเทศ แต่ละปีมีรายได้ส่งกลับประเทศไทยเพื่อพัฒนาประเทศประมาณปีละกว่า 200,000 ล้านบาท ในวันนี้ผมจึงเดินทางมาพบปะเยี่ยมเยียนพี่น้องแรงงานไทยด้วยตนเอง ซึ่งต้องขอขอบคุณทางสมาคมก่อสร้างแห่งสาธารณรัฐเกาหลีที่ให้โอกาสกระทรวงแรงงานเดินทางมาพบพี่น้องแรงงานไทย และขอบคุณแรงงานไทยทุกคนที่ได้เดินทางมาทำงานในสาธารณรัฐเกาหลี ขอให้ทุกคนรักษาสุขภาพและมีความสุขกับการทำงาน หลังจากนั้นท่านปลัดฯ และคณะ ยังมอบคู่มือการทำงานในเกาหลีและอุปกรณ์ป้องกันโควิด-19 ให้กับคนงานด้วย
ทั้งนี้ ปัจจุบันกระทรวงแรงงานได้มีการก่อตั้งสำนักงานแรงงานไทยในต่างประเทศ 12 แห่งทั่วโลก และฝ่ายแรงงาน ณ กรุงโซล คือหนึ่งในสำนักงานแรงงานไทยในต่างประเทศ ที่มีหน้าที่ช่วยแรงงานไทยดูแลผลประโยชน์ในการจ้างงาน ป้องกันการถูกเอารัดเอาเปรียบ และช่วยเรียกร้องสิทธิประโยชน์ กรณีลูกจ้างไม่ได้รับความเป็นธรรมอีกด้วย
On June 28, 2023, the Labour Minister, Mr. Suchart Chomklin, assigned the Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, the Spokesperson for the Ministry of Labour (on politics), Mrs. Thienrat Nawamawat, and the Ministry of Labour’s executives, to visit and give an address to Thai workers at the Training Center for Foreign Workers in Construction. Director of the Knowledge Management Center, Mr. Hwangho Shin, and his delegation gave a welcome at the Construction Technical Training Center, Incheon, South Korea. This center is an organization responsible for training foreign workers. It includes the employment support team for foreign workers, the Knowledge Management Center, the Policy Division, and the South Korean Construction Association. It organizes training for foreign workers to comply with the Employment of Foreign Workers Act Article 11. For the training course for foreign workers (E-9) of the Incheon Construction Technical Training Center, there will be training to educate foreign workers about the working culture in South Korea, procedures for counseling on troubling issues, relevant laws, basic construction techniques, and construction safety and health. Today, 48 Thai workers were traveling from Thailand to attend the training.
Mr. Boonchob said that today, the Labour Minister, Mr. Suchart Chomklin assigned him to share the care from the Prime Minister and Minister of Defense, General Prayuth Chan-ocha, who has expressed care and encouragement for all Thai workers working abroad. Everyone is an important force in driving the economy both in Thailand and South Korea. Traveling to work abroad is not easy. Workers must be a devoted person to travel far from home and family. He said that he believes everyone is willing to work and save money to build a status for themselves and their families in Thailand, bringing income back to develop the country. Each year, the income sent back to Thailand to develop the country is about 200,000 million Baht annually. He thanked the South Korean Construction Association for allowing the Ministry of Labour to meet with Thai workers. He thanked all Thai workers who have traveled to work in South Korea and expressed hope for everyone to stay healthy and happy at work. After that, the Permanent Secretary of Labour and his team also presented a manual for working in South Korea and equipment for preventing COVID-19 among workers.
The Ministry of Labour has established 12 overseas Thai labour offices worldwide. The Labour Department in Seoul is one of the overseas Thai labour offices with a duty to help Thai workers take care of their employment benefits, prevent them from being exploited and help claim benefits if the employee is not fairly treated.
