วันที่ 27 มิถุนายน 2566 นายสุชาติ ชมกลิ่น รัฐมนตรีว่าการกระทรวงแรงงาน พร้อมด้วย นายสุรชัย ชัยตระกูลทอง ผู้ช่วยรัฐมนตรีประจำกระทรวงแรงงาน นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน และผู้บริหารระดับสูงกระทรวงแรงงาน ประชุมร่วมกับ นายคิม ย็อง – รก(Mr.Kim Yung – rok) ผู้ว่าราชการจังหวัดชอลลานัมแห่งสาธารณรัฐเกาหลี และคณะ เพื่อหารือแนวทางความร่วมมือการขยายตลาดแรงงานไทยในจังหวัดชอลลานัม สาธารณรัฐเกาหลี ณห้องประชุมชั้น 31 โรงแรมล็อตเต โฮเทล โซล กรุงโซล สาธารณรัฐเกาหลี
นายสุชาติ กล่าวว่า รัฐบาลภายใต้การนำของท่าน พล.อ.ประยุทธ์ จันทร์โอชา นายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงกลาโหม และกระทรวงแรงงานภายใต้การกำกับดูแลของพล.อ.ประวิตร วงษ์สุวรรณ รองนายกรัฐมนตรี ได้มีนโยบายสำคัญในการส่งเสริมการมีงานทำให้แก่คนไทย เพื่อให้มีรายได้ที่มั่นคง ยกระดับฐานะของตนเองและครอบครัว และมีคุณภาพชีวิตที่ดีขึ้น ในวันนี้ผมพร้อมด้วยผู้บริหารระดับสูงกระทรวงแรงงาน ได้มาพบกับผู้ว่าราชการจังหวัดชอลลานัมที่เกาหลีตามคำเชิญของผู้ว่าฯ เมื่อครั้งเดินทางไปพบผมที่กระทรวงแรงงานในช่วงต้นปีที่ผ่านมา และในวันนี้จึงมาเจรจาความร่วมมือในการจัดส่งแรงงานไทยมาทำงานในภาคอุตสาหกรรมในจังหวัดชอลลานัม ซึ่งจากการหารือพบว่า จังหวัดแห่งนี้เป็นพื้นที่เกษตรและอุตสาหกรรม ปัจจุบันประสบปัญหาขาดแคลนแรงงาน เนื่องจากประชาชนย้ายออกไปอยู่กรุงโซลและปริมณฑล จึงต้องการจ้างแรงงานชาวต่างชาติจำนวนมากในภาคอุตสาหกรรม โดยเฉพาะอุตสาหกรรมอู่ต่อเรือ (วีซ่าทักษะฝีมือ E-7) เนื่องจากปัจจุบันสถานการณ์การสั่งซื้อเรือของทางการเกาหลีค่อนข้างดีขึ้น จึงส่งผลต่อความต้องการจ้างแรงงานในตำแหน่งช่างเชื่อมอู่ต่อเรือจำนวนประมาณ 500 คน โดยเฉพาะความต้องการจ้างแรงงานไทยในตำแหน่งช่างเชื่อมอู่ต่อเรือ นักเทคนิควิศกรไฟฟ้า นักเทคนิควิศวกรออกแบบสิ่งอำนวยความสะดวกในการผลิตและโรงงาน และช่างทาสีเรือ ทั้งนี้ ปัจจุบันมีแรงงานไทยทำงานในภาคอุตสาหกรรมอู่ต่อเรือที่จังหวัดชอลลานัมในเกาหลีใต้ จำนวน 214 คน ส่วนความต้องการแรงงานภาคเกษตรตามฤดูกาลจำนวนประมาณ 6,000 คน ซึ่งจังหวัดชอลลานัมเป็นอีกจังหวัดที่กระทรวงแรงงานจะลงนามเอ็มโอยูด้านการจัดส่งแรงงานภาคเกษตรตามฤดูกาลหลังจากเมื่อวานนี้ได้ลงนามกับอำเภอจินอันแล้ว เพื่อให้องค์กรปกครองส่วนท้องถิ่นในจังหวัดชอลลานัมสามารถนำแรงงานไทยเข้ามาทำงานในอำเภอต่าง ๆ ในภาคอุตสาหกรรมผลิต การเกษตรต่อไปได้ ขณะเดียวกันพบว่าจังหวัดชอลลานัมแห่งนี้ ถ้าแรงงานคนใดทำงานดีก็จะได้รับการต่อสัญญาไปอีก 3 เดือนรวมเป็น 8 เดือนด้วย
“ผลจากการเจรจาความร่วมมือขยายตลาดแรงงานในครั้งนี้ นับเป็นโอกาสอันดีที่จะช่วยเพิ่มช่องทางให้แรงงานไทยมีตลาดแรงงานรองรับการไปทำงานในต่างประเทศได้มากขึ้น โดยเฉพาะเกาหลีใต้เป็นประเทศหนึ่งที่คนไทยต้องการมาทำงานในอันดับต้นๆ โดยผลจากการเจรจาในวันนี้ทั้งสองฝ่ายจะได้พูดคุยในรายละเอียด ซึ่งฝ่ายแรงงาน ประจำสถานเอกอัครราชทูต ณ กรุงโซล จะได้ประสานงานกับผู้ว่าฯ เพื่อสำรวจข้อมูลความต้องการแรงงานของจังหวัดชอลลานัมและขับเคลื่อนการดำเนินงานต่อไป” นายสุชาติ กล่าวท้ายสุด

The occasion took place in the conference room on the 31st floor of Lotte Hotel Seoul, Seoul, South Korea.
Mr. Suchart said that the government, under the leadership of the Prime Minister and Minister of Defence, General Prayuth Chan-ocha, and the Ministry of Labour, under the leadership of Deputy Prime Minister General Prawit Wongsuwan, has an important policy to promote employment for Thai people to have a stable income, to raise the status of themselves and their family, and have a better quality of life. Today, he and the Ministry of Labour’s senior executives met with the Governor of Jeollanam-do Province in South Korea, upon invitation by the Governor from when he traveled to meet the Labour Minister early last year. Today, he negotiated cooperation in sending Thai workers to work in the industrial sector in Jeollanam-do Province. The discussion found that this province is an agricultural and industrial area. It faces a labour shortage as people have moved out to Seoul and its vicinity. Therefore, they want to employ many foreign workers in the industrial sector, especially the shipyard industry (E-7 Skilled Visa), as the current situation of ordering ships from the Korean government is improving. As a result, it affects the demand for shipyard welders, where the demand is for approximately 500 people. It must hire Thai workers as shipyard welders, electrical engineers, technicians, technical engineers in design production facilities and factories, and ship painters. Currently, 214 Thai workers work in the shipyard industry in South Korea’s Jeollanam-do Province, while the demand for seasonal agricultural workers is about 6,000 people. Jeollanam-do Province is another province where the Ministry of Labour will sign an MOU on the delivery of seasonal agricultural workers after it signed an MOU with Jinan District yesterday. It will allow government organizations in Jeollanam-do Province to bring Thai workers to work in various districts in the manufacturing and agriculture industries. For Jeollanam-do Province, if workers perform well, the contract will be extended for another three months, for a total of eight months.
“The outcome of this labour market cooperation discussion is a good opportunity to help increase channels for Thai workers to have a career and support more work abroad. South Korea, in particular, is one of the top countries where Thai people want to work. In today’s negotiations, both sides discussed this in detail. The Labour Department at the Embassy in Seoul will coordinate with the Governor to survey data on labour demand in Jeollanam-do Province and to drive further actions,” concluded Mr. Suchart.
