วันที่ 27 มีนาคม 2566 นายสุชาติ ชมกลิ่น รัฐมนตรีว่าการกระทรวงแรงงาน เป็นประธานการแถลงผลงานการส่งเสริมการศึกษาและการมีงานทำให้แก่นักเรียน นักศึกษา และแรงงานทุกระดับ ระหว่าง กระทรวงศึกษาธิการ และ กระทรวงแรงงาน ในงาน“ศึกษาธิการ – แรงงานร่วมใจ สู่ไทยมีงานทำ” โดยมี นางสาวตรีนุช เทียนทอง รัฐมนตรีว่าการกระทรวงศึกษาธิการ ร่วมแถลงด้วย นายสิทธิชัย สวัสดิ์แสน รองผู้ว่าราชการจังหวัดปทุมธานี กล่าวต้อนรับ ผู้บริหารระดับสูงกระทรวงแรงงาน กระทรวงศึกษาธิการ ผู้บริหารสถานศึกษา สถานประกอบการนักเรียน นักศึกษาหัวหน้าส่วนราชการหน่วยงานในสังกัดกระทรวงแรงงานจังหวัดปทุมธานี ร่วมให้การต้อนรับ ณ วิทยาลัยการอาชีวศึกษาปทุมธานี ตำบลบางพูด อำเภอเมืองปทุมธานี จังหวัดปทุมธานี
นายสุชาติ กล่าวว่า รัฐบาลภายใต้การนำของ พล.อ.ประยุทธ์ จันทร์โอชา นายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงกลาโหม ได้มีนโยบายสำคัญในส่งเสริมการมีงานทำและพัฒนาทักษะอาชีพเพื่อการพัฒนาทรัพยากรมนุษย์ทุกช่วงวัย กระทรวงแรงงาน และกระทรวงศึกษาธิการ จึงได้ลงนามบันทึกข้อตกลงความร่วมมือว่าด้วยการส่งเสริมการศึกษาและการมีงานทำให้แก่นักเรียน นักศึกษา และแรงงานทุกระดับ เมื่อวันที่ 19 มกราคม 2565 มีวัตถุประสงค์เพื่อบูรณาการในการส่งเสริมการมีงานทำพัฒนาศักยภาพนักเรียน นักศึกษา และแรงงานทุกระดับให้มีความรู้ ความสามารถ และทักษะฝีมือตามมาตรฐานฝีมือแรงงานแห่งชาติ และจากสถานการณ์การแพร่ระบาดของโควิด-19 ที่คลี่คลายลง ทำให้ภาคอุตสาหกรรมต่าง ๆ โดยเฉพาะธุรกิจท่องเที่ยวและบริการฟื้นตัวอย่างรวดเร็ว สถานประกอบการมีความต้องการแรงงานเพิ่มมากขึ้นความร่วมมือในระดับทวิภาคีระหว่างกระทรวงแรงงาน กระทรวงศึกษาธิการ และสถานประกอบกิจการในครั้งนี้ จึงเป็นการตอบโจทย์การแก้ไขปัญหาขาดแคลนแรงงานให้กับภาคธุรกิจเพื่อขับเคลื่อนเศรษฐกิจของประเทศได้อย่างตรงจุด ในวันนี้จึงถือเป็นนิมิตรหมายอันดีที่ทั้งสองกระทรวงได้มาร่วมแถลงผลการดำเนินงานจากความร่วมมือในการส่งเสริมการศึกษาและการมีงานทำให้แก่นักเรียน นักศึกษา และแรงงานทุกระดับ
นายสุชาติ กล่าวต่อว่า ในส่วนของกระทรวงแรงงาน สำนักงานปลัดกระทรวงแรงงาน เป็นหน่วยงานหลักในการเชื่อมโยงข้อมูลกับกระทรวงศึกษาธิการ ผ่านระบบ Big Data ที่มีข้อมูล นักเรียนนักศึกษา ตำแหน่งงานว่าง ความต้องการแรงงานของสถานประกอบการ การทดสอบมาตรฐานฝีมือแรงงาน เพื่อให้ทั้งสองกระทรวงสามารถนำข้อมูลไปใช้ประโยชน์ร่วมกัน ตลอดจนนำไปวิเคราะห์ความต้องการแรงงานในอนาคต ปัจจุบันได้นำร่องไปแล้วในพื้นที่ 4 จังหวัด ได้แก่ปทุมธานี นนทบุรี พระนครศรีอยุธยา และกรุงเทพมหานคร สามารถเชื่อมโยงข้อมูลนักเรียนนักศึกษา แล้วจำนวน 658,455 คน ในส่วนของกรมการจัดหางาน ได้ใช้ฐานข้อมูลดังกล่าว เพื่อให้บริการจัดหางานผ่านแพลตฟอร์ม “THAI มีงานทำ” เป็นการอำนวยความสะดวก ลดขั้นตอนและเพิ่มช่องทางให้นักเรียน นักศึกษา ที่ต้องการทำงานช่วง (Part Time) หรือจบการศึกษาแล้วได้ลงทะเบียนเพื่อจับคู่ตำแหน่งงานที่เหมาะสมกับความรู้ความสามารถของตนเอง
ขณะที่กรมพัฒนาฝีมือแรงงาน ได้พัฒนาหลักสูตรเพื่อเชื่อมโยงมาตรฐานฝีมือแรงงานตามกรอบคุณวุฒิแห่งชาติ up skill นักเรียน นักศึกษาก่อนเข้าสู่ตลาดแรงงานใน 12 กลุ่มเทคโนโลยีกว่า 2,500 หลักสูตร เกิดประโยชน์กับนักเรียน นักศึกษากว่า 593,329 คน จัดตั้งศูนย์ทดสอบมาตรฐานฝีมือแรงงานในสถานศึกษาครอบคลุมทั่วประเทศกว่า 264 แห่ง มีนักเรียน นักศึกษาเข้ารับการทดสอบมากกว่า 250,000 คน ยกเว้นค่าธรรมเนียมการขอรับรองเป็นศูนย์ประเมินความรู้ความสามารถ ตามมาตรฐานฝีมือแรงงานในสาขาอาชีพที่อาจเป็นอันตรายต่อสาธารณะจำนวน 12,000 บาท ให้กับสถานศึกษาภาครัฐในสังกัดกระทรวงศึกษาธิการ ส่งเสริมและพัฒนาการจัดการอาชีวศึกษาระบบทวิภาคี เชื่อมโยงการแข่งขันทักษะกับการแข่งขัน World Skills เพื่อให้นักเรียน นักศึกษา มีสมรรถนะสูงตามมาตรฐานสากล
“ผลจากการเชื่อมโยงระบบฐานข้อมูลร่วมกันของทั้งสองกระทรวงในครั้งนี้ จะทำให้เกิดการพลิกโฉมการบูรณาการทรัพยากรไปสู่การพัฒนาศักยภาพ นักเรียน นักศึกษา และแรงงานทุกระดับให้เป็นทรัพยากรบุคคลที่มีสมรรถนะสูง เพื่อเป็นกำลังหลักในการพัฒนาขับเคลื่อนเศรษฐกิจของประเทศให้เกิดความมั่นคง มั่งคั่ง และยั่งยืนต่อไป” รมว.แรงงาน กล่าวทิ้งท้าย
ด้าน นางสาวตรีนุช เทียนทอง รัฐมนตรีว่าการกระทรวงศึกษาธิการ กล่าวว่า ในส่วนของกระทรวงศึกษาธิการได้มอบหมายให้สำนักงานคณะกรรมการการอาชีวศึกษา เป็นหน่วยงานหลักในการพัฒนาหลักสูตร บุคลากรและครูผู้สอน ที่เหมาะสมในแต่ละบริบทของพื้นที่ ส่งเสริมการจัดอาชีวศึกษาด้านระบบทวิภาคและขยายผลไปยังสถานประกอบการ จัดตั้งศูนย์ทดสอบมาตรฐานฝีมือแรงงาน และศูนย์ประเมินความรู้ความสามารถในสถานศึกษาให้ครบทุกจังหวัดรวมทั้งสนับสนุนในการวางแผนการผลิตกำลังคนที่ต้องกับความต้องการของตลาดแรงงานในภาคเอกชน ผ่านระบบฐานข้อมูล Big Data เพื่อส่งเสริมให้นักเรียน นักศึกษามีงานทำ มีอาชีพ มีคุณภาพชีวิตที่ดี และเป็นกำลังสำคัญในการขับเคลื่อนการพัฒนาเศรษฐกิจและสังคมของประเทศต่อไป

On March 27, 2023, the Labour Minister, Mr. Suchart Chomklin, presided over the announcement of the outcomes on promoting education and employment for students and workers at all levels between the Ministry of Education and the Ministry of Labour at the event “Education – Labour Joining the Heart for Thailand to have Jobs.” The Minister of Education, Ms. Treenuch Thienthong, joined the announcement. The Ministry of Education, school administrators, students, student establishments, and heads of government agencies under the Ministry of Labour in Pathum Thani Province joined to welcome them at the Pathum Thani Vocational College, Bang Phut Subdistrict, Mueang Pathum Thani District, Pathum Thani Province.
Mr. Suchart said that under the leadership of the Prime Minister and Minister of Defence, General Prayuth Chan-ocha, the government has an important policy to promote employment and develop professional skills for human resource development of all ages. Therefore, the Ministry of Labour and the Ministry of Education signed a Memorandum of Understanding on promoting education and employment for students and workers at all levels on January 19, 2022. The objective is to integrate employment promotion to develop students’ potential and workers at all levels to have the knowledge, ability, and skills according to the national labour skill standards. The easing of the COVID-19 situation has caused various industrial sectors, especially tourism and service businesses, to recover rapidly, and businesses have more demand for workers. The bilateral cooperation between the Ministry of Labour, the Ministry of Education, and business establishments is a response to solving labour shortages in the business sector to drive the country’s economy forward. Today is considered a good sign, with both ministries coming together to announce the results of their cooperation in promoting education and employment for students and workers at all levels.
Mr. Suchart continued that the Ministry of Labour’s Office of the Permanent Secretary of Labour is the main agency that connects information with the Ministry of Education through the Big Data system that contains student data, job vacancies, labour demand of enterprises, and standard skill assessments so that both ministries can use the information for mutual benefit as well as analyzing future labour demand. It is piloted in 4 provinces: Pathum Thani, Nonthaburi, Phra Nakhon Si Ayutthaya, and Bangkok. The system has linked to data of 658,455 students. The Department of Employment uses the database to provide employment services as a facilitator through the “thaimeengantum” platform. It reduces steps and increases channels for students who want to work part-time or have already graduated, so they can register to match positions suitable for their abilities.
The Department of Skills Development has developed a curriculum to link skill standards according to the national qualifications framework to up-skill students before entering the workforce, in 12 technology groups, with over 2,500 courses. It benefits over 593,329 students. Skill standard assessment centers have been formed in educational institutions nationwide, with over 264 places and over 250,000 students taking tests. There is also an exemption of fees for accreditation as a competency assessment center for labour skill standards in occupations that may be dangerous to the public, in the amount of 12,000 Baht, given to government educational institutions under the Ministry of Education. It aims to promote and develop bilateral management of vocational education and link the skills with the World Skills Competition to enable students to perform well according to international standards.
“The result of linking the database system of the two ministries will transform the integration of resources to develop the potential of students and workers at all levels to become high-performers and become the main force in the development of the country’s economy to achieve stability, prosperity, and sustainability,” concluded the Labour Minister.
The Minister of Education, Ms. Treenuch Thienthong, said that the Ministry of Education had assigned the Office of the Vocational Education Commission as the main agency in developing the curriculum, staff, and teachers suitable for each context. It strives to promote vocational education in the bi-semester system and extend the results to enterprises. It aims to establish skill standard assessment centers and knowledge and competency assessment centers in educational institutions in all provinces, including support in planning the production of manpower that meets the needs of the labour market in the private sector through the Big Data database system. The efforts encourage students to have jobs, a career, and a good quality of life and become an important force in driving the country’s economic and social development.
