วันที่ 11 กรกฎาคม 2566 นางเธียรรัตน์ นะวะมะวัฒน์ โฆษกกระทรวงแรงงาน เปิดเผยถึงผลงานกระทรวงแรงงานในรอบ 3 ปีที่ผ่านมาว่า รัฐบาลภายใต้การนำของท่านนายกรัฐมนตรี พล.อ.ประยุทธ์ จันทร์โอชา ได้ให้ความสำคัญกับการยกระดับคุณภาพชีวิตพี่น้องผู้ใช้แรงงาน ที่เป็นฟันเฟืองสำคัญในการขับเคลื่อนเศรษฐกิจของประเทศ ซึ่งในส่วนของกระทรวงแรงงาน ท่านสุชาติ ชมกลิ่น รัฐมนตรีว่าการกระทรวงแรงงาน ได้มีนโยบายสำคัญเพื่อยกระดับคุณภาพชีวิตพี่น้องผู้ใช้แรงงานให้ครอบคลุมในทุกๆ ด้าน ตั้งแต่ด้านการพัฒนาทักษะฝีมือ กรมพัฒนาฝีมือแรงงานได้ฝึกยกระดับทักษะฝีมือให้แรงงานกลุ่มต่างๆ อาทิ แรงงานทักษะเฉพาะเพื่อรองรับอีอีซี กลุ่มผู้มีรายได้น้อย แรงงานในภาคท่องเที่ยวและบริการ รวมแล้วกว่า 9.06 ล้านคน สร้างมูลค่าทางเศรษฐกิจกว่า 1.6 แสนล้านบาท ด้านส่งเสริมการมีงานทำ กรมการจัดหางาน ได้จัดหางานให้คนไทย ในประเทศกว่า 2.5 ล้านคน เกิดรายได้กว่า 1.7 แสนล้านบาท จัดหางานต่างประเทศ ได้จัดส่งแรงงานไทยไปทำงานต่างประเทศกว่า 1.8 แสนคน นำรายได้ส่งกลับสร้างเม็ดเงินเข้าประเทศกว่า 6.2 แสนล้านบาท สามารถทำให้คนไทยมีงานทำกว่า 2.7 ล้านคน เกิดรายได้ทางเศรษฐกิจมูลค่ากว่า 7.9 แสนล้านบาท นอกจากนี้ ด้านเสริมสร้างหลักประกันสังคม สำนักงานประกันสังคม ได้เพิ่มเงินสงเคราะห์บุตรจาก 600 เป็น 800 บาท มีผู้ได้รับประโยชน์ทดแทนกรณีสงเคราะห์บุตรเฉลี่ยปีละ 1.3 ล้านราย เป็นเงินเกือบ 3 หมื่นล้านบาท รวมทั้งยังลดค่าครองชีพให้กับผู้ประกันตนตามโครงการสินเชื่อ ธอส.กว่า 25,000 คน วงเงินเกือบ 3 หมื่นล้านบาทอีกด้วย
นางเธียรรัตน์ กล่าวต่อว่า ในส่วนของการผลักดันแก้ไขกฎหมายเพื่อให้สอดคล้องกับสถานการณ์ปัจจุบัน ได้มีการแก้ไขกฎหมายต่างๆ หลายฉบับ อาทิ ร่าง พ.ร.บ.ส่งเสริมและคุ้มครองแรงงานอิสระ พ.ศ. …. พิจารณากองทุนประกันความเสี่ยงกรณีเลิกจ้าง แก้กฎกระทรวง ปรับเพิ่มสิทธิประโยชน์กรณีบำนาญชราภาพผู้ประกันตนจาก 60 เป็น 65 ปีบริบูรณ์ กรณีเสียชีวิต เงินชราภาพถึงทายาท และร่าง พ.ร.บ.คุ้มครองแรงงาน ฉบับที่.. พ.ศ…. เพื่อคุ้มครองสิทธิลูกจ้างเหมาบริการของส่วนราชการหรือรัฐวิสาหกิจ เป็นต้น
“ดังนั้นจึงฝากถึงรัฐบาลใหม่ที่จะเข้ามาบริหารประเทศ ขอให้ช่วยสานงานกระทรวงแรงงานต่อ โดยเฉพาะงานที่ท่านรัฐมนตรีสุชาติ ชมกลิ่น ได้คิดและทำไว้แล้ว อาทิ ได้ผลักดันให้มีโรงพยาบาลประกันสังคมขึ้นเพื่อดูแลรักษาคนทำงานยามเจ็บป่วย รวมทั้ง พ.ร.บ.ประกันสังคม 3 ขอ ขอเลือก ขอกู้ ขอคืน เพื่อให้ผู้ประกันตนมีสิทธิ์เลือกได้อย่างอิสระ ปัจจุบันกฎหมายดังกล่าวอยู่ในขั้นตอนที่จะเข้าสภาผู้แทนราษฎรพิจารณา ทั้งนี้เชื่อว่าหากสิ่งที่ทำไว้แล้วได้มีการสานต่อก็จะเกิดประโยชน์กับพี่น้องผู้ใช้แรงงานมากที่สุด” นางเธียรรัตน์ กล่าวท้ายสุด
On July 11, 2023, the Ministry of Labour’s Spokesperson (on Politics), Mrs. Thienrat Navamawat, spoke about the Ministry of Labour’s work in the past three years. She said that the government, under the leadership of Prime Minister General Prayuth Chan-ocha, has focused on improving the quality of life of the workforce, which is an important cog in driving the country’s economy. On the Ministry of Labour’s part, the Labour Minister, Mr. Suchart Chomklin, has an important policy to improve workers’ quality of life in all aspects. On skills development, the Department of Skill Development has trained various groups of workers to improve their skills, such as specifically skilled workers to support the EEC, low-income groups, and workers in the tourism and service sectors, totaling over 9.06 million people, creating an economic value of over 160 billion Baht. The Department of Employment has provided jobs for over 2.5 million Thai people, generating an income exceeding 170 billion Baht. It has sent over 180,000 Thai workers to work abroad, bringing income into the country and generating over 6.2 billion Baht, creating jobs for over 2.7 million Thai people, and generating economic income worth over 7.9 billion Baht. The Social Security Office has also strengthened social security by increasing the child allowance from 600 to 800 Baht. An average of 1.3 million people receive child allowance annually, amounting to almost 30 billion Baht. It has also reduced the cost of living for the insured persons under the GHB loan program with over 25,000 people, amounting to almost 30 billion Baht.
Mrs. Thienrat continued that the Ministry of Labour has pushed amendments to the law to align with the current situation. Many laws have been amended, such as the Draft Act on the Promotion and Protection of Independent Workers B.E. …., the consideration of the layoff risk insurance fund, amending ministerial regulations, increasing benefits for an insured old-age pension from 60 to 65 years of age, cases of death, old age allowance for dependents, and the draft Labour Protection Act No… B.E…. to protect the rights of service contractors of government agencies or state enterprises.
“Therefore, I would like to recommend the incoming new government to continue working with the Ministry of Labour, especially the work that the Labour Minister, Mr. Suchart Chomklin, has thought and implemented, such as pushing for the establishment of a social security hospital to take care of working people when they are sick, the Social Security Act, the three requests to choose, request a loan, and request a refund, so that insured persons have the right to choose freely. The above law is being submitted to the House of Representatives for consideration. I believe that if what has been done is continued, it will benefit the workforce the most,” said Mrs. Thienrat.
