วันที่ 21 กรกฎาคม 2566 นางเธียรรัตน์ นะวะมะวัฒน์ โฆษกกระทรวงแรงงาน เปิดเผยว่า จากการประชุมสภาผู้แทนราษฎรเพื่อพิจารณารับทราบรายงานของผู้ตรวจสอบบัญชีและรายงานการเงินกองทุนประกันสังคม สำนักงานประกันสังคม สำหรับปี 2564 และ ส.ส.พรรคการเมืองต่างๆ ได้ขึ้นอภิปรายถึงข้อกังวลเกี่ยวกับการบริหารกองทุนประกันสังคมเกรงว่าอีก 30 ปีข้างหน้ากองทุนฯ อาจถึงขั้นล้มละลาย กระทรวงแรงงานขอขอบคุณ ส.ส.พรรคการเมืองต่างๆ ที่เป็นห่วงถึงเสถียรภาพของกองทุนประกันสังคม แต่ในเรื่องนี้ ท่านสุชาติ ชมกลิ่น รัฐมนตรีว่าการกระทรวงแรงงาน ให้ความสำคัญกับการส่งเสริมการลงทุนเพื่อให้กองทุนประกันสังคมมีเสถียรภาพสามารถสร้างหลักประกันทางสังคมให้แก่ผู้ประกันตนได้อย่างต่อเนื่อง ซึ่งนายบุญสงค์ ทัพชัยยุทธ์ เลขาธิการสำนักงานประกันสังคม ได้ขึ้นชี้แจงต่อที่ประชุมสภาผู้แทนราษฎรแล้วถึงข้อเท็จจริงในเรื่องนี้ว่า ผลตอบแทนการลงทุนกองทุนประกันสังคมในปี 2564 นั้นสูงถึงร้อยละ 4.91 คิดเป็นจำนวนเงิน 79,438 ล้านบาท หากรวมรายได้จากการเก็บเงินสมทบและรายได้อื่นๆ กองทุนมีรายได้รวมอยู่ที่ 231,284,341,734.73 ล้านบาท
นางเธียรรัตน์ กล่าวต่อว่า ในปี 2564 เป็นปีที่โควิด-19 ระบาดหนัก สำนักงานประกันสังคมจึงจำเป็นต้องนำเงินจากกองทุนประกันสังคมมาช่วยเหลือผู้ประกันตนผ่านโครงการต่างๆ ดังนี้ จ่ายประโยชน์ทดแทนกรณีเจ็บป่วยให้ผู้ประกันตนที่ป่วยโควิด 4.6 ล้านคน เป็นเงิน 104,135.61 ล้านบาท นอกจากนี้ ยังต้องจ่ายประโยชน์ทดแทนกรณีว่างงานให้ผู้ประกันตน 924,903 ราย เป็นเงิน 26,725.84 ล้านบาท ลดเงินสมทบผู้ประกันตน 3 ครั้ง เป็นเงิน 64,246 ล้านบาท จัดหา Hospitel 175 แห่ง ใน 24 จังหวัด ฉีดวัคซีน 3,962,206 โดส โครงการแฟคทอรี่แซนด์บ็อค ตรวจ รักษา ควบคุม ดูแล จำนวน 407,770 ราย และโครงการแรงงานเราสู้ด้วยกันในการตรวจคัดกรองโควิด จำนวน 526,657 ราย จึงทำให้มีรายจ่ายมากกว่ารายรับเป็นเรื่องที่หลีกเลี่ยงไม่ได้ ถ้าไม่ทำเช่นนั้นเศรษฐกิจจะไปต่อไม่ได้ ผู้ประกันตนจะได้รับความเดือดร้อนและจะเกิดผลกระทบเป็นวงกว้าง จากผลการดำเนินการดังกล่าวทำให้องค์การอนามัยโลก (WHO) ชื่นชมกระทรวงแรงงาน ว่าเป็นกระทรวงเดียวในโลกที่นำหลักเศรษฐศาสตร์ควบคู่สาธารณสุขมาเป็นแนวคิดวิธีการในการแก้ไขปัญหาช่วงวิกฤตโควิด ช่วยเหลือสถานประกอบการให้สามารถรักษาการจ้างงานทำให้ธุรกิจส่งออกเติบโตในรอบ 11 ปี จึงเป็นนโยบายต้นแบบที่จะให้ต่างชาติได้นำไปปรับใช้ในช่วงวิกฤตด้วย
ทั้งนี้จากข้อมูลของสำนักงานประกันสังคม พบว่า ปัจจุบันกองทุนประกันสังคมมีเสถียรภาพ เนื่องจากมีการลงทุนเพิ่มขึ้นในระยะยาว ณ วันที่ 31 ธันวาคม 2565 ที่ผ่านมา มีเงินลงทุนสะสมอยู่ที่ 2,271,818 ล้านบาท และในปี 2566 ณ วันที่ 30 มิถุนายน 2566 มีเงินลงทุนสะสมอยู่ที่ 2,345,347 ล้านบาท ซึ่งเพิ่มขึ้น 3.24 % เมื่อเทียบกับข้อมูลปี 2565 และจากการประมาณการสถานะกองทุนประกันสังคม ในปี 2570 คาดว่าจะมีเงินลงทุนสะสมคิดเป็นมูลค่ารวมทั้งสิ้นกว่า 3 ล้านล้านบาท
“ขอยืนยันว่า กองทุนประกันสังคมเป็นกองทุนที่มีเสถียรภาพ มั่นคง สามารถสร้างผลตอบแทนได้อย่างต่อเนื่องและเพียงพอ ดังนั้นจึงขอให้พี่น้องผู้ประกันตนทุกท่านมั่นใจได้ว่า ในอนาคตกองทุนไม่มีทางล้มละลายและจะสามารถจ่ายสิทธิประโยชน์ในระยะยาวให้กับผู้ประกันตนในทุกกรณีได้อย่างแน่นอน” นางเธียรรัตน์ กล่าวท้ายสุด

The Social Security Office’s Secretary-General, Mr. Boonsong Thapchaiyut, clarified to the House of Representatives that the return on investment in the Social Security Fund in 2021 was as high as 4.91 percent, amounting to 79,438 million Baht. If income from contributions and other income is included, the fund’s total income was 231,284,341,734.73 million Baht.
Mrs. Thienrat continued that in 2021, the year of the COVID-19 pandemic, the Social Security Office used money from the Social Security Fund to help insured persons through various projects: payment of sickness benefits to 4.6 million insured persons who are sick with COVID, amounting to 104,135.61 million Baht. In addition, it paid unemployment benefits to 924,903 insured persons, amounting to 26,725.84 million Baht. It reduced contributions to insured persons three times, amounting to 64,246 million Baht, and established 175 Hospitels in 24 provinces. It also provided 3,962,206 doses of vaccinations, launched the Sandbox Factory Project for treatment, control, supervision, and care, which covered 407,770 people, and the “Workforce Fighting Together” project providing COVID screening to 526,657 people. Therefore, having more expenses than income is inevitable. If not, the economy cannot go on, insured persons would suffer, and there would be a widespread impact. As a result of such actions, the World Health Organization (WHO) praised the Ministry of Labour. It is the only ministry in the world that combined economics with public health as a concept and method to solve problems during the COVID crisis, helping enterprises to maintain employment, making export businesses grow to the highest levels in the past 11 years, and is a model policy that other countries can apply during times of crisis.
According to the Social Security Offic’s information, the Social Security Fund is stable due to increased long-term investments. As of December 31, 2022, there was an accumulated investment of 2,271,818 million Baht, and in 2023, as of June 30, 2023, there was an accumulated investment of 2,345,347 million Baht, an increase of 3.24 percent compared to 2022. From the projections of the Social Security Fund status in 2027, there are expected to be accumulated investments totaling over 3 trillion Baht.
“I affirm that the Social Security Fund is a stable fund capable of generating continuous and sufficient returns. Therefore, I ask all insured persons to be confident that in the future, the fund will never go bankrupt and will be able to pay long-term benefits to insured persons in every case,” concluded Mrs. Thienrat.
