Labour Minister Continues Crackdown on Illegal Migrant Workers: Trai Thep Phithak Special Task Force Sends 14 Offenders for Legal Action in Songkhla

June 5–6, 2025 – under the directive of Mr. Phiphat Ratchakitprakarn, Minister of Labour, the Ministry of Labour intensified its ongoing policy to regulate and enforce proper employment practices for migrant workers across Thailand. The move is part of the strategy to eliminate illegal foreign labour, prevent job displacement of Thai nationals, and ensure compliance with Thailand’s foreign labour laws. Mr. Pichet Thongpan, the Ministry of Labour’s Inspector-General, was assigned to lead the “Trai Thep Phithak Special Task Force” to inspect businesses in Hat Yai District, Songkhla Province. The inspections targeted a variety of establishments including Thai massage parlours, mobile phone shops, general merchandise stores, vegetable and meat vendors, and construction sites. Mr. Phiphat said that a total of 14 foreign workers (6 men and 8 women) were found in violation of the Foreign Workers Management Decree B.E. 2560 and its amendments. This included 12 working outside the permitted job scope, 9 from Myanmar (5 men, 4 women), and 3 stateless individuals (1 man, 2 women). The Permanent Secretary of Labour Chairs the Social Security Committee (14th) Meeting No. 14/2024.

On October 8, 2024, at 09.00 hours, the Permanent Secretary of Labour, Mr. Boonsong Thapchaiyut, chaired the Social Security Committee Meeting (No. 14) No. 14/2024. The Deputy Secretary-General of the Social Security Office, Acting Secretary-General of the Social Security Office, Ms. Jirapa Boonrat, Efficiency Advisor from the Social Security Office, Ms. Nanthinee Traipasiri, and related agencies attended the meeting at Somkiat Chaiyasriwong Meeting Room, 4th Floor, Multipurpose Building, Social Security Office and online. Labour Minister Leads Thai Trilateral Team to Visit Geneva and Attends the ILC to Submit Ratification of Convention No. 144; Assigns Assistant to Discuss with ASEAN Labour Ministers on Establishment of the ASEAN Fund to Create a Network for Developing Labour Skills and Human Capital

    The Labour Minister, Mr. Phiphat Ratchakitprakarn, the Assistant to the Labour Minister, Mr. Siraphop Duangsodsri, the Permanent Secretary of Labour, Mr. Pairoj Chotikasathien, the Ministry of Labour’s executives and government representatives traveled to Geneva in Switzerland to participate in the 112th Session of the International Labour Conference and joined discussions with member countries on various issues. Yesterday evening, the Assistant to the Labour Minister, Mr. Siraphop Duangsodsri, was assigned to act as a representative to discuss with ASEAN country Labour Ministers and exchange information about the Malaysian Skills Development Fund with the Malaysian Minister of Human Resources, Mr. Steven Sim Chee Keong. MOL Joins 14th ASEAN Forum on Migrant Workers (AFML) via Teleconference

            On September 8, 2021, at 12.00 hours, Assistant to the Permanent Secretary of Labour, Ms. Pattraporn Samatrat, as the head of the delegation, participated in the 14th ASEAN Forum on Migrant Workers (AFML) via teleconference at the Prasong Rananant Conference Room, 5th Floor, Ministry Labour. Representatives from the Department of Employment, Department of Skill Development, Department of Labour Protection and Welfare, and the Social Security Office also attended the meeting via teleconference.             The forum today was organized by Brunei Darussalam, continuing the session on September 6, 2021. Participants included government representatives, the private sector, employers and employees from the 10 ASEAN member countries, and the International Labour Organization.             The meeting jointly developed recommendations for the 14th AFML Session, the theme of which was “Recovery and labour migration in the post-pandemic future.” Recommendations included providing migrant workers access to COVID-19 testing and COVID-19 vaccines, income support and social protection, and for returning workers to have access to employment and improved labour import agreements. ———————————- Division of Public Relations

            On September 6, 2021, at 12.30 hours, Assistant to the Permanent Secretary of Labour, Ms. Pattraporn Samantarat, as the head of the delegation, participated in the 14th ASEAN Forum on Migrant Workers (AFML) via teleconference at the Saengsingkaew Conference Room, 5th Floor, Ministry Labour. Representatives from the Department of Employment, Department of Skill Development, Department of Labour Protection and Welfare, and the Social Security Office also attended the meeting via teleconference.             The 14th AFML was organized by Brunei Darussalam and attended by government representatives, the private sector, employers and employees from the 10 ASEAN member countries, and the International Labour Organization. The forum considered the progress following the recommendation from the 13th AFML session and jointly developed recommendations for the 14th AFML session, the theme of which was “Recovery and labour migration in the post-pandemic future,” covering two subthemes. MOL Joins Trilateral National Preparatory Workshop to Prepare for 14th AFML Meeting

            On August 26, 2021, at 13.00 hours, Deputy Permanent Secretary of Labour Mr. Niyom Songkaew presided over the opening of the meeting Trilateral National Preparatory Workshop for the 14th ASEAN Conference on Migrant Workers. The meeting took place over a video conference organized by the Ministry of Labour and the International Labour Organization. Assistant to the Permanent Secretary of Labour Ms. Pattraporn Samantarat was the moderator for agenda 6, on suggestions from the Trilateral National Preparatory Meeting.             Meeting participants included representatives from the Ministry of Labour, the Ministry of Interior, the Ministry of Social Development and Human Security, the Immigration Office, the National Security Council, the Employers’ Confederation of Thailand, the State Enterprises Workers’ Relations, the Migrant Working Group, and the International Labour Organization.             The purpose of the meeting was to follow up on the recommendations from the 13th AFML meeting and jointly draw up the recommendations to be presented at the 14th AFML meeting. MOL Distributes Goods to Construction Worker Camps of 14 Companies

          Today (July 1, 2021), at 13.00 hours, Labour Minister Mr. Suchart Chomklin assigned the Ministry of Labour’s Inspector-General Ms. Bubpha Rueangsud, and officials of the Ministry of Labour distributed donated items from Charoen Pokphand Foods, Thai Union Group, Sangthong-Akara affiliated companies, Krungthai Food Products, and TTech Development, consisting of 13,500 cans of canned fish, 29,250 eggs, 44 sacks of rice and 290 packs of drinking water. The goods were donated to the construction worker camps of Saoek Deco Build, Cho Runglert Group, Ruamchai Architect, Jintana Transport, Boontoonkit Construction, Nut and Nat Construction, SSKD Construction, A.S. Labour Minister Emphasizes that AstraZeneca Vaccines are in Supply for Insured Persons and Services Will Resume on June 14

          Labour Minister Mr. Suchart Chomklin spoke about the Social Security Office’s announcement to postpone Covid-19 vaccination services for Section 33 insured persons in the 45 locations in Bangkok. Deputy Prime Minister General Prawit Wongsuwan is concerned about the insured persons and understands that they wish to get vaccinated as soon as possible. Therefore, he ordered the Minister of Labour to urgently address the two shortcomings, including some unfavorable facilities without air conditioning, taking place in hot weather. The Labour Minister said he would cancel the said place and merge it into a place that is ready with air conditioning. Labour Minister Shows Concern for 25 Thai Workers from Libya and Orders Agencies to Support after 14-day State Quarantine

                The Labour Minister showed concern for the 25 Thai workers returning from Libya, upon request for assistance from the embassy to return to Thailand due to the Covid-19 pandemic. The Suvarnabhumi Immigration Checkpoint was urged to facilitate the workers’ return, together with agencies in the area to meet, visit, encourage, and help workers’ families.                 On September 22, 2020, Labour Minister Mr. Suchart Chomklin spoke about the progress of the Ministry of Labour, which received a report by Commander Lieutenant Vittavat Koodprasert, Minister Counselor (on Labour) from the Labour Office in Saudi Arabia (Riyadh), that 25 Thai workers were working in Libya that previously requested help from the Royal Thai Embassy in Rome. The request was regarding their return to Thailand, from fear of contracting Covid-19 from Libya’s pandemic situation.                 Mr. Suchart also spoke about the Labour Office report in Riyadh, that all 25 Thai workers have arrived at the airport in Doha, Qatar, and will board a connecting flight on Qatar Airways today (September 22, 2020) on flight QR836 at 3.10 hours. MOL Prepares to Expand Skilled Thai Workers in Japan in 14 Career Fields

                On June 26, 2020, at 10.00 hours, Permanent Secretary of Labour Mr. Suthi Sukosol chaired the commencement of the meeting to clarify operational guidelines for hiring skilled workers to work in Japan. The meeting was with organizations that deploy workers abroad under the technical training program in Japan, for 51 organizations through the video conference system. The meeting took place at the job training room before overseas deployment, 11th floor, Social Security Office Building, Bangkok Area 3, Ministry of Labour.                 Permanent Secretary of Labour Mr. Suthi Suoksol said that the delivery of Thai workers to Japan is a matter that the Ministry of Labour focuses on and continuously monitors. MOL Gives Press Conference on Measures to Support Returning Thai Workers from Risk Countries of COVID-19 after 14 Day Quarantine Period

                The Advisor to the Labour Minister gave a press statement on countermeasures for Thai workers returning from affected areas of COVID-19; after 14 days of quarantine, all Thai workers will receive care, prevention, and remedy, reducing the impact according to the procedures and missions of the Ministry of Labour.                 Today (March 10, 2020) Advisor to the Labour Minister Assoc. Prof. Dr. Jak Punchoopet gave a press conference to the media about dealing with COVID – 19 for Thai workers returning from overseas. Permanent Secretary of Labour Signs MOC with Japan on Promoting Opportunities for Thai Workers in 14 Professions

           The Permanent Secretary of Labour signed a Memorandum of Cooperation with the Japanese Ministry of Justice, Ministry of Foreign Affairs, Ministry of Health, Labour and Welfare and the National Police Agency, to promote opportunities for Thai workers to work with 14 professional fields in Japan.            On February 4, 2020, Permanent Secretary of Labour Mr. Suthi Sukosol signed the Memorandum of Cooperation on a Basic Framework for Information Partnership for Proper Operation of the System Pertaining to Foreign Human Resources with the Status of Residence of Specified Skilled Worker. This is due to the fact that the Japanese government has changed the immigration policy in accordance with the fast-growing economic sector, including assigning a new type of residency to foreign workers in Japan, calling it “specialized worker” to try to attract 345,000 foreign workers into Japan by 2025. 14 Thai Crew Members Cast Off in Somalia Return to Thailand and 6 Return to Iranian Employer

         Today (August 30, 2019) M.R. Chatumongol Sonakul welcomed 14 Thai fishing crew members afloat in the sea in Somalia, arrived at Suvarnabhumi International Airport at 07.25 hours (August 30). All 14 crew members gave garlands to show their gratitude to the assistance provided to travel back to Thailand safely. The Labour Minister stressed that Thai workers traveling abroad for work do so correctly by the law, to ensure protection and avoid exploitation. Workers must also notify the Department of Employment about moving. The Ministry of Labour is prepared to apply for membership to help fund job seekers working overseas, to ensure the rights and benefits of employees and to help workers in trouble abroad. Labour Minister Reports 20 Crew Members in 2nd Vessel in Somalia has 14 People Wanting to Return Home and Remainder to Stay in Iran

         The Labour Minister revealed that 20 Thai fishing crew members in Somalia, in the vessel named Vadani 2, have now got off the boat and confirmed that everyone is safe.
