วันที่ 18 เมษายน 2567 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน ให้การต้อนรับ นายคำพัน อั่นลาวัน (Mr.Khamphan Anlavan) เอกอัครราชทูตวิสามัญผู้มีอำนาจเต็ม แห่งสาธารณรัฐประชาธิปไตยประชาชนลาวประจำประเทศไทย และคณะ ในโอกาสเข้าพบเพื่อเยี่ยมคารวะ แสดงความยินดีกับรัฐมนตรีว่าการกระทรวงแรงงานในโอกาสเข้ารับตำแหน่ง และปรึกษาหารือข้อราชการที่เกี่ยวข้องกับประเด็นความร่วมมือด้านแรงงาน โดยมี นายสิรภพ ดวงสอดศรี ผู้ช่วยรัฐมนตรีประจำกระทรวงแรงงาน นายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงาน นายภุชงค์ วรศรี ประจำสำนักเลขาธิการนายกรัฐมนตรี ปฏิบัติหน้าที่ประจำกระทรวงแรงงาน นายบุญสงค์ ทัพชัยยุทธ์ เลขาธิการสำนักงานประกันสังคม นางสาวบุปผา เรืองสุด อธิบดีกรมพัฒนาฝีมือแรงงาน นายสมาสภ์ ปัทมะสุคนธ์ ผู้ตรวจราชการกระทรวงแรงงาน พร้อมด้วย ผู้บริหารระดับสูงกระทรวงแรงงาน เข้าร่วม ณ ห้องจัตุมงคล ชั้น 6 อาคารกระทรวงแรงงาน
นายพิพัฒน์ กล่าวว่า ผมพร้อมด้วยผู้บริหารกระทรวงแรงงาน ยินดีต้อนรับท่านเอกอัครราชทูตวิสามัญผู้มีอำนาจเต็ม แห่งสาธารณรัฐประชาธิปไตยประชาชนลาวประจำประเทศไทย และคณะเป็นอย่างยิ่งที่ได้มาเยี่ยมเยียนกระทรวงแรงงานในวันนี้ และขอขอบคุณรัฐบาลลาวที่จัดส่งแรงงานลาวเข้ามาทำงานในประเทศไทย ซึ่งปัจจุบันมีแรงงานสัญชาติลาวที่ได้รับอนุญาตให้ทำงานในประเทศไทย ประมาณ 261,339 คน และที่ได้รับอนุญาตให้เข้ามาทำงานตาม MOU จำนวน 165,289 คน ไทยและลาวมีความสัมพันธ์ฉันท์มิตรที่ดีต่อกันมาอย่างยาวนาน
นายพิพัฒน์ กล่าวถึงความคืบหน้าความร่วมมือด้านแรงงานภายใต้ MOU ว่า ทั้งสองฝ่ายอยู่ระหว่างการเจรจาเพื่อจัดทำบันทึก ข้อตกลงฉบับใหม่ ซึ่งกระทรวงแรงงานได้มีการหารือเป็นการภายในแล้ว เห็นว่าควรปรับภาษาไทยและภาษาลาวให้เป็นภาษาอังกฤษฉบับเดียว ฝ่ายไทยอยู่ระหว่างจัดทำร่างบันทึกความเข้าใจฯ ฉบับภาษาอังกฤษ เพื่อเสนอฝ่ายลาวพิจารณา กระทรวงแรงงานมีความยินดีที่จะรับแรงงานลาวเข้ามาทำงานในประเทศไทย เพราะแรงงานชาวลาว เป็นแรงงานที่อดทน ขยัน และซื่อสัตย์ คล้ายกับแรงงานไทย นอกจากนี้ ยังมีส่วนที่คล้ายกันในอีกหลายด้าน ทั้งภาษา ศาสนา วัฒนธรรม แรงงานลาวมีบทบาทอย่างยิ่งในการขับเคลื่อนเศรษฐกิจของประเทศไทย เพราะมีจำนวนมาก ซึ่งจะเห็นได้ว่าทั้งสองฝ่ายมีความแน่นแฟ้นต่อกัน และกระทรวงแรงงานพร้อมทำงานเพื่อขับเคลื่อนความสัมพันธ์ที่ดีต่อกันต่อไป
“ผมขอขอบคุณท่านทูต และฝ่ายลาว ที่ให้ความสำคัญกับประเทศไทย และจัดส่งแรงงานเข้ามาทำงาน เพื่อช่วยส่งเสริมคุณภาพชีวิตของแรงงานให้ดียิ่งขึ้น อะไรที่เราทั้งสองฝ่ายจะหารือกันได้กระทรวงแรงงานยินดีอย่างยิ่งที่จะเป็นตัวกลางประสานดำเนินการให้” นายพิพัฒน์ กล่าว
ด้าน นายคำพัน อั่นลาวัน (Mr.Khamphan Anlavan) เอกอัครราชทูตวิสามัญผู้มีอำนาจเต็ม แห่งสาธารณรัฐประชาธิปไตยประชาชนลาวประจำประเทศไทย กล่าวว่า ผมขอขอบคุณท่านรัฐมนตรีว่าการกระทรวงแรงงานเป็นอย่างยิ่งที่เปิดโอกาสให้เข้าพบและหารือความร่วมมือด้านแรงงานในวันนี้ ซึ่งผมต้องขอบคุณที่ทางการไทยกระทรวงแรงงานและทุกหน่วยงานที่ช่วดูแลแรงงานลาวที่เข้ามาทำงานในประเทศไทยเป็นอย่างดี ซึ่งทางการลาวเองพร้อมสนับสนุนให้แรงงานที่เข้ามาทำงานในประเทศไทยได้ขึ้นทะเบียนเป็นแรงงานที่ถูกต้องตามกฎหมาย และสนับสนุนความร่วมมือในการจัดทำบันทึกข้อตกลงฉบับใหม่ กับกระทรวงแรงงาน ซึ่งความร่วมมือดังกล่าวจะเกิดประโยชน์ต่อการขับเคลื่อนเศรษฐกิจกับทั้งสองฝ่าย ที่สำคัญจะกระชับความสัมพันธ์ฉันท์มิตรให้แน่นแฟ้นยิ่งขึ้นต่อไป
On April 18, 2024, the Labour Minister, Mr. Phiphat Ratchakitprakarn, welcomed the Ambassador Extraordinary and Plenipotentiary of the Lao People’s Democratic Republic in Thailand, Mr. Khamphan Anlavan, and delegation, on the occasion of a courtesy call to congratulate the Labour Minister on taking office, and to discuss government matters related to labour cooperation. The Assistant to the Labour Minister, Mr. Siraphop Duangsodsri, the Secretariat to the Labour Minister, Mr. Aree Krainara, from the Prime Minister’s Secretariat’s Office, performing duties for the Ministry of Labour, Mr. Phuchong Worasri, the Social Security Office’s Secretary-General, Mr. Boonsong Thapchaiyut, the Department of Skill Development’s Director-General, Ms. Bubpha Rueangsud, the Ministry of Labour’s Inspector-General, Mr. Samat Pattamasukon, and the Ministry of Labour’s executives, joined the occasion at the Chatumongkol Room, 6th floor, Ministry of Labour.
Mr. Phiphat said that he and the Ministry of Labour’s executives were happy to welcome the Ambassador Extraordinary and Plenipotentiary. of the Lao People’s Democratic Republic in Thailand and the delegation upon visiting the Ministry of Labour today. He thanked the Laos government for sending Laos workers to work in Thailand. Currently, approximately 261,339 workers of Lao nationality are permitted to work in Thailand, and 165,289 people are allowed to work, according to the MOU. Thailand and Laos have had long-lasting friendly relations.
Mr. Phiphat spoke about the progress of labour cooperation under the MOU. Both parties are in the process of negotiating to prepare a new agreement, which the Ministry of Labour has already discussed internally; it is considered that the Thai and Lao languages should be adjusted into a single English version. On Thailand’s side, they are in the process of preparing an English version of the Memorandum of Understanding to present to the Laos party for consideration. The Ministry of Labour is pleased to welcome Lao workers to work in Thailand. Workers from Laos are patient, diligent, and honest workers, similar to Thai workers. In addition, there are many similarities, including the language, religion, and culture. Lao workers play a significant role in driving Thailand’s economy, as there are many workers. It can be observed that both parties are close to each other, and the Ministry of Labour is ready to continue forward with good relations.
“I would like to thank the Ambassador and the Laos party for giving importance to Thailand and sending workers to work here to promote a better quality of life for workers. With anything discussed by both parties, the Ministry of Labour is pleased to act as an intermediary to coordinate the process,” Mr. Phiphat said.
The Ambassador Extraordinary and Plenipotentiary of the Lao People’s Democratic Republic in Thailand, Mr. Khamphan Anlavan, thanked the Labour Minister for the opportunity to meet and discuss labour cooperation today. He thanked the Thai government, the Ministry of Labour, and all agencies that help take good care of Lao workers coming to work in Thailand. The Lao government is ready to encourage workers who have traveled to work in Thailand to register as legal workers and support cooperation in preparing a new Memorandum of Understanding with the Ministry of Labour. This cooperation will be beneficial to driving the economy on both sides. Most importantly, they will continue to strengthen friendly relations.
