วันที่ 19 เมษายน 2567 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เปิดเผยถึงความคืบหน้าการตรวจสอบช่วยเหลือลูกจ้างกรณีเกิดเหตุสารเคมีรั่วไหลที่โรงงานน้ำแข็งบางละมุง จังหวัดชลบุรีว่า ทันทีที่ทราบข่าวดังกล่าว ในส่วนของกระทรวงแรงงาน ผมได้กำชับให้หน่วยงานที่เกี่ยวข้องในสังกัดเร่งดำเนินการตรวจสอบข้อเท็จจริง พร้อมเยี่ยมให้กำลังใจผู้ประกันตนที่ได้รับบาดเจ็บและได้รับผลกระทบจากเหตุการณ์ดังกล่าว ซึ่งจากรายงานของ นายประสิทธิ์ ปาตังคะโร สวัสดิการและคุ้มครองแรงงานจังหวัดชลบุรี ทราบว่าเหตุการณ์ดังกล่าว เกิดขึ้นเมื่อคืนวันที่ 17 เมษายนที่ผ่านมา เวลา 23.30 น. ได้เกิดเหตุแอมโมเนียรั่วไหลภายใน ห้างหุ้นส่วนจำกัด โรงน้ำแข็งบางละมุง ตั้งอยู่เลขที่ 54 ม.12 ต.หนองปรือ อ.บางละมุง จ.ชลบุรี ประกอบกิจการผลิตน้ำแข็ง
นายพิพัฒน์ กล่าวต่อว่า จากการตรวจสอบข้อเท็จจริง ทราบว่า โรงน้ำแข็งแห่งนี้มีลูกจ้างทั้งหมด 170 คน มีลูกจ้างปฏิบัติงานในขณะเกิดเหตุจำนวน 10 คน สาเหตุเกิดจากแท็งค์เก็บสารแอมโมเนียในระบบหล่อเย็นรั่วไหลออกมา ซึ่งปัจจุบันอยู่ระหว่างตรวจสอบจุดรั่วไหลของแอมโมเนีย โดยได้ปิดทำการผลิตบริเวณที่เกิดเหตุ และรับน้ำแข็งจากสาขาอื่นมาจำหน่ายตามปกติ โดยมีลูกจ้างจำนวน 2 ราย ที่ยังอยู่ระหว่างรักษาอาการ และมีชาวบ้านในละแวกใกล้เคียงที่ได้รับผลกระทบ ทำให้มียอดผู้บาดเจ็บกว่า 100 คน ส่วนใหญ่มีอาการระคายเคืองคอ ขณะนี้สถานการณ์ปกติ มีกลิ่นแอมโมเนียหลงเหลืออยู่เพียงเล็กน้อยเท่านั้น โดยโรงงานได้ฉีดน้ำอยู่เป็นระยะ เพื่อละลายสารแอมโมเนียลงท่อระบายน้ำให้มากที่สุด ซึ่งทางโรงงานยืนยันว่าจะดูแลผู้ได้รับผลกระทบจากเหตุการณ์ดังกล่าวต่อไป
ด้าน นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน กล่าวว่า ในส่วนของข้อกฎหมายที่เกี่ยวข้องกับกระทรวงแรงงานนั้น พระราชบัญญัติความปลอดภัย อาชีวอนามัย และสภาพแวดล้อมในการทํางาน พ.ศ. 2554 และกฎกระทรวงกำหนดมาตรฐานในการบริหาร จัดการ และดำเนินการด้านความปลอดภัย อาชีวอนามัยและสภาพแวดล้อมในการทำงานเกี่ยวกับสารเคมีอันตรายพ.ศ. 2556 ทั้งนี้ พนักงานตรวจความปลอดภัยสำนักงานสวัสดิการและคุ้มครองแรงงานจังหวัดชลบุรีได้ดำเนินการชี้แจงข้อกฎหมายตาม พ.ร.บ.ความปลอดภัย อาชีวอนามัย และสภาพแวดล้อมในการทํางาน พ.ศ. 2554 ให้นายจ้างทราบ และเข้าใจดีแล้ว และได้มีหนังสือเชิญนายจ้างมาพบพนักงานตรวจความปลอดภัย เพื่อให้ข้อเท็จจริงในวันที่ 30 เมษายนนี้ เพื่อดำเนินการตามขั้นตอนทางกฎหมายต่อไป
ในส่วนของการดูแลสิทธิประโยช์ผู้บาดเจ็บนั้น กระทรวงแรงงาน โดย สำนักงานประกันสังคมจังหวัดชลบุรี สาขาบางละมุง ตรวจสอบข้อมูลเบื้องต้น พบว่า ผู้บาดเจ็บซึ่งเป็นผู้ประกันตน 43 ราย ถูกนำส่งโรงพยาบาลหลายแห่ง ได้แก่ โรงพยาบาลวิภารามแหลมฉบัง 3 ราย โรงพยาบาลเมืองพัทยา 5 ราย โรงพยาบาลจอมเทียนพัทยา 2 ราย โรงพยาบาลชลบุรี 3 ราย โรงพยาบาลสมเด็จพระบรมราชเทวี ณ ศรีราชา 7 ราย และโรงพยาบาลบางละมุง 23 ราย ผู้ประกันตน 10 ราย เข้ารักษาตัวที่โรงพยาบาลบางละมุง โดยเจ้าหน้าที่สำนักงานประกันสังคมจังหวัดชลบุรี สาขาบางละมุง ได้ลงพื้นที่ตรวจสอบสถานที่เกิดเหตุและได้ชี้แจงสิทธิประโยชน์ให้แก่ตัวแทนนายจ้างทราบกรณีลูกจ้างประสบอันตรายเนื่องจากการทำงาน พร้อมเยี่ยมผู้ประกันตนที่ได้รับบาดเจ็บที่โรงพยาบาลบางละมุง จำนวน 10 ราย เพื่อมอบของเยี่ยม สร้างขวัญกำลังใจ และความห่วงใยจากท่านรัฐมนตรีว่าการกระทรวงแรงงาน รวมทั้งชี้แจงสิทธิประโยชน์ค่ารักษาพยาบาล เงินทดแทนการขาดรายได้ให้แก่ผู้ประกันตนทราบ โดยสำนักงานประกันสังคมจะจ่ายค่ารักษาพยาบาลให้ลูกจ้างเท่าที่จ่ายจริงตามความจำเป็นให้ผู้ประกันตนจนสิ้นสุดการรักษา ทั้งนี้ ลูกจ้าง ผู้ประกันตนหรือครอบครัวผู้ได้รับผลกระทบจากเหตุการณ์ในครั้งนี้ สามารถติดต่อสอบถามเพิ่มเติมได้ที่สายด่วนกระทรวงแรงงาน โทร. 1506 กด 1 สำนักงานประกันสังคม
On April 19, 2024, the Labour Minister, Mr. Phiphat Ratchakitprakarn, spoke about the progress of investigating and assisting employees in the case of a chemical leak at the Bang Lamung Ice Factory in Chonburi Province. As soon as he heard the news, he instructed all agencies under the Ministry of Labour under my jurisdiction to expedite an investigation of the facts and to visit and give encouragement to insured persons who were injured and affected by the said incident. The report by the Chonburi Provincial Labour Protection and Welfare Officer, Mr. Prasit Patangkaro, noted that the incident happened last night, on April 17, at 23.30 hours. There was an ammonia leak inside the Bang Lamung Ice Factory Limited Partnership, located at 54 Moo 12, Nong Prue Subdistrict, Bang Lamung District, Chonburi Province. The factory is an ice production business.
Mr. Phiphat continued that from an investigation of facts, this ice factory has a total of 170 employees; 10 employees were working at the time of the incident. The cause was a leakage from an ammonia storage tank in the cooling system. There is an ongoing investigation on the ammonia leak point. Production has been closed in the area where the incident occurred, and ice is being received from other branches for sale. Two employees are still undergoing treatment. There are also villagers in the neighborhood who were affected. The incident resulted in over 100 injured people being injured, most of whom had throat irritation. Now, the situation is back to normal. There is only a slight ammonia smell remaining. The factory sprayed water periodically to dissolve ammonia into the drainage as much as possible. The factory confirmed that it would continue to take care of those affected by the incident.
The Permanent Secretary of Labour, Mr. Pairoj Chotikasathien, said that as for the legal issues related to the Ministry of Labour, the Occupational Health, Safety, and Environment Act B.E. 2554 and ministerial regulations set standards for administration, management and safety operations, and the Occupational Health and Working Environment Regarding Hazardous Chemicals B.E. 2556. The safety inspectors from the Chonburi Provincial Labour Protection and Welfare Office have proceeded to explain the legal matters in accordance with the Occupational Health, Safety, and Working Environment Act B.E. 2554 for employers to know and understand. In addition, there was a letter inviting the employer to meet the safety inspector to provide the facts on April 30 in order to proceed with the following legal process.
As for taking care of the rights and benefits of the injured, the Ministry of Labour, through the Chonburi Provincial Social Security Office, Bang Lamung Branch, examined preliminary information and found that 43 injured persons who were insured persons, were taken to several hospitals, including Vibharam Laem Chabang Hospital, with 3 cases, Pattaya City Hospital, with 5 cases, Pattaya Chom Tien Hospital, with cases, Chonburi Hospital, with 3 cases, Somdet Phraborom Ratchathewi Na Sri Racha Hospital with 7 cases, and Bang Lamung Hospital with 23 cases. Ten insured persons were admitted for treatment at Bang Lamung Hospital. Officials from the Chonburi Provincial Social Security Office, Bang Lamung Branch, went to inspect the scene of the incident and explained the benefits to employer representatives in cases where employees experience danger due to work. They also visited ten insured persons who were injured at Bang Lamung Hospital to give gifts, build morale, and express concern to the Labour Minister. They also explained benefits, medical expenses, and compensation for lost income to insured persons. The Social Security Office will pay medical expenses to the employee as much as actually paid as necessary for the insured person until the end of the treatment.
