วันที่ 2 พฤศจิกายน 2566 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน ให้การต้อนรับ นายมานพ เกื้อรัตน์ เลขาธิการสมาพันธ์แรงงานรัฐวิสาหกิจสัมพันธ์ (สรส.) และคณะ เข้าพบเพื่อหารือนโยบายแรงงานเพื่อร่วมกันขับเคลื่อนภารกิจในการปกป้องและพัฒนาประสิทธิภาพรัฐวิสาหกิจ ยกระดับคุณภาพชีวิตให้กับผู้ใช้แรงงานในภาพรวม โดยมี นายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงาน นายภุชงค์ วรศรี ประจำสำนักเลขาธิการนายกรัฐมนตรี ปฏิบัติหน้าที่ประจำกระทรวงแรงงาน นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน พร้อมด้วย ผู้บริหารระดับสูงกระทรวงแรงงาน เข้าร่วม ณ ห้องจัตุมงคล ชั้น 6 อาคารกระทรวงแรงงาน
นายพิพัฒน์ กล่าวว่า ในวันนี้ผมขอขอบคุณสมาพันธ์แรงงานรัฐวิสาหกิจสัมพันธ์ (สรส.) ที่ได้นำคณะผู้นำสหภาพแรงงานรัฐวิสาหกิจ 14 แห่ง มาเข้าพบเพื่อรับทราบนโยบายแรงงานและหารือขับเคลื่อนความร่วมมือระหว่างกระทรวงแรงงานกับสมาพันธ์ฯ โดยขอให้คณะกรรมการแรงงานรัฐวิสาหกิจสัมพันธ์แก้ไขเพิ่มเติมประกาศคณะกรรมการแรงงานรัฐวิสาหกิจสัมพันธ์ เรื่อง มาตรฐานขั้นต่ำของสภาพการจ้างในรัฐวิสาหกิจ เกี่ยวกับการลาเพื่อคลอดบุตร และการจ่ายค่าทำงานในวันหยุดซึ่งเป็นวันหยุดพิเศษตามมติคณะรัฐมนตรี ซึ่งในเรื่องนี้กระทรวงแรงงานจะนำร่างประกาศมาตรการขั้นต่ำของสภาพการจ้างงานในรัฐวิสาหกิจ (ฉบับที่ ….) แก้ไขเพิ่มเติม บทนิยาม “วันหยุด” หมายความรวมถึงวันหยุดพิเศษตามมติ ครม. และแก้ไขเพิ่มเติมให้ลูกจ้างซึ่งเป็นหญิงมีครรภ์มีสิทธิลาเพื่อคลอดบุตรโดยได้รับค่าจ้าง 98 วัน เข้าสู่ที่ประชุม ครม.ในสัปดาห์หน้า
นายพิพัฒน์ กล่าวต่อว่า ส่วนข้อเรียกร้องที่ให้รัฐบาลรับรองอนุสัญญาองค์การแรงงานระหว่างประเทศ (ILO) ฉบับที่ 87 ว่าด้วยเสรีภาพในการสมาคมและการคุ้มครองสิทธิในการรวมตัว และฉบับที่ 98 ว่าด้วยสิทธิในการรวมตัวและการร่วมเจรจาต่อรองนั้น ในเรื่องนี้กระทรวงแรงงานยืนยันว่าจะเร่งผลักดันเพื่อประกาศรับรองอนุสัญญาฉบับที่ 98 ให้ก่อนแน่นอน ส่วนอนุสัญญาฉบับที่ 87 นั้น จะต้องหารือกับหน่วยงานด้านความมั่นคง ซึ่งไม่ง่ายและต้องค่อยเป็นค่อยไปตามขั้นตอน
“สิ่งใดที่กระทรวงแรงงานเดินไปพร้อมๆ กันได้ เราจะพยายามทำให้ดีที่สุด เพื่อให้ลูกจ้าง นายจ้างอยู่ได้ทั้งสองฝ่าย ผมขอให้สมาพันธ์แรงงานรัฐวิสาหกิจสัมพันธ์ช่วยเป็นกระบอกเสียงเจรจากับนักลงทุน โดยเฉพาะจีน ญี่ปุ่น ไต้หวัน หรือแม้กระทั่งนักลงทุนชาวยุโรป เพื่อให้เขาหันมาลงทุนในอีอีซีมากขึ้น เป็นการเรียกความเชื่อมั่นและคลายความกังวลให้กับนักลงทุน ภายหลังโควิดคลี่คลาย เพื่อให้อุตสาหกรรมฟื้นตัวและเศรษฐกิจเดินหน้าต่อไปได้ ”นายพิพัฒน์ กล่าวท้ายสุด
ด้าน นายมานพ เกื้อรัตน์ เลขาธิการสมาพันธ์แรงงานรัฐวิสาหกิจสัมพันธ์ (สรส.) กล่าวว่า ขอขอบคุณท่านรัฐมนตรีว่าการกระทรวงแรงงานเป็นอย่างยิ่งที่เปิดโอกาสให้เข้าพบและรับทราบนโยบายด้านแรงงานในวันนี้ ซึ่งผลจากการหารือในครั้งนี้สมาคมฯ และเครือข่ายสหภาพแรงงานรัฐวิสาหกิจยินดีที่จะเป็นกระบอกเสียงสื่อสารไปยังกลุ่มนักลงทุนเพื่อให้กลับมาลงทุนในอีอีซีมากขึ้น ขณะเดียวกันยินดีที่จะช่วยประชาสัมพันธ์ให้สมาชิกเครือข่าย สรส.ได้ลงทะเบียนใช้สิทธิเลือกตั้งผู้แทนฝ่ายนายจ้างและผู้แทนฝ่ายผู้ประกันตนเป็นกรรมการประกันสังคม ตามที่ได้ขยายเวลารับสมัครเลือกตั้งฯ ออกไปจนถึงวันที่ 10 พฤศจิกายนนั้น ทั้งนี้เพื่อรักษาผลประโยชน์ของพี่น้องแรงงานเอง
On November 2, 2023, the Labour Minister, Mr. Phiphat Ratchakitprakarn, welcomed the Secretary-General of the State Enterprises Workers’ Relations Confederation (SERC), Mr. Manop Kueratand, and a delegation to meet and discuss labour policy to jointly drive the mission of protecting and developing the efficiency of state enterprises and to raise the quality of life for workers as a whole. The Secretariat to the Labour Minister, Mr. Aree Krainara, from the Prime Minister’s Secretariat’s Office, performing duties for the Ministry of Labour, Mr. Phuchong Worasri, the Permanent Secretary of Labour, Mr. P้hairoj Chotikasatian, and the Ministry of Labour’s executives also joined at the Chatumongkol Room, 6th floor, Ministry of Labour.
Mr. Phiphat thanked the State Enterprises Workers’ Relations Confederation (SERC) for leading the leaders of 14 state enterprise unions to meet and learn about labour policies and discuss cooperation with the Ministry of Labour. He requested the State Enterprises Workers’ Relations Confederation to amend its announcement regarding minimum standards of employment conditions in state enterprises on maternity leave and payment for working on holidays, which are special holidays according to the Cabinets resolutions. In this matter, the Ministry of Labour will introduce a draft announcement of minimum measures for employment conditions in state enterprises (No. ….) to amend the definition of “holiday” to include special holidays according to the Cabinet resolution and amend it for employees who are pregnant women to have the right to 98 days of paid maternity leave. These will be taken to the Cabinet meeting next week.
Mr. Phiphat continued requesting the government to adopt the International Labour Organization (ILO) Convention No. 87 on freedom of association and protection of the right to organize and No. 98 on the right to organize and collective bargaining. He said that on this matter, the Ministry of Labour confirms that it will first push for the adoption of Convention No. 98. As for Convention No. 87, this must be discussed with security agencies, as it is not as straightforward and must be done gradually.
“Whatever the Ministry of Labour can move forward with, we will try our best to do so for the benefit of both employees and employers. I would like to ask the State Enterprises Workers’ Relations Confederation to help be a voice in negotiations with investors, especially China, Japan, Taiwan, and even European investors, to encourage more investments in the EEC area. It is a way to build confidence and relieve investors’ worries after the COVID situation has subsided so that the industry can recover and the economy can move forward,” Mr. Phiphat concluded.
The Secretary-General of the State Enterprises Workers’ Relations Confederation (SERC), Mr. Manop Kueratand, thanked the Labour Minister for the opportunity to meet and learn about labour policies today. As a result of this discussion, the confederation and its network will be a voice of communication to investor groups to invest more in the EEC. At the same time, he said they are happy to help promote it to SERC network members to register and exercise their right to elect employer and insured person representatives as members of the Social Security Committee, as the time for applying for election applications has been extended until November 10. This is to protect the interests of our workers.
