วันที่ 11 ธันวาคม 2566 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน มอบหมายให้ นายสมาสภ์ ปัทมะสุคนธ์ ผู้ตรวจราชการกระทรวงแรงงาน และคณะ เป็นผู้แทนกระทรวงแรงงาน ร่วมคณะของ นางออร์นา ซากิฟ เอกอัครราชทูตอิสราเอลประจำประเทศไทย ลงพื้นที่เยี่ยมให้กำลังใจครอบครัวแรงงานไทยที่เสียชีวิตจากสถานการณ์ความไม่สงบในประเทศอิสราเอล และติดตามความคืบหน้าการดำเนินการให้ความช่วยเหลือเยียวยาเกี่ยวกับสิทธิประโยชน์ด้านแรงงาน โดยมี หัวหน้าส่วนราชการหน่วยงานสังกัดกระทรวงแรงงานจังหวัดอุดรธานี ร่วมต้อนรับ ณ บ้านพักของแรงงานไทยที่เสียชีวิตจากสถานการณ์ความไม่สงบในประเทศอิสราเอลในพื้นที่จังหวัดอุดรธานี
นายสมาสภ์ กล่าวว่า ท่านพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน และท่านไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน มีความห่วงใยครอบครัวแรงงานไทยที่เสียชีวิตจากสถานการณ์ความไม่สงบในประเทศอิสราเอล ซึ่งท่านได้กำชับให้ดำเนินการให้ความช่วยเหลือเยียวยาแรงงานไทยที่เสียชีวิตเพื่อให้ทายาทผู้เสียชีวิตได้รับสิทธิประโยชน์ด้านแรงงานอย่างครบถ้วนโดยเร็ว ในวันนี้จึงได้มอบหมายให้ผมและคณะลงพื้นที่มาพร้อมกับคณะของท่านเอกอัครราชทูตอิสราเอลประจำประเทศไทย เพื่อพบปะเยี่ยมเยียนให้กำลังใจครอบครัวแรงงานไทยที่เสียชีวิตจากสถานการณ์ความไม่สงบในประเทศอิสราเอลถึงบ้าน พร้อมให้ข้อมูลเกี่ยวกับสิทธิประโยชน์ของแรงงานไทยที่เสียชีวิตจำนวน 6 ราย เพื่อให้ญาติทราบ ได้แก่ รายแรกมาเยี่ยมครอบครัวของ นายอนุชา โสภากุล อยู่ที่ ต.นาม่วง อ.ประจักษ์ศิลปาคม รายที่ 2 เยี่ยมครอบครัวของ นายจักรพงษ์ จันทรเสนา อยู่ที่ ต.เชียงแหว อ.กุมภวาปี รายที่ 3 เยี่ยมครอบครัวของ นายพิรุฬห์ ทานนพิมพ์ อยู่ที่ ต.ท่าลี่ อ.กุมภวาปี รายที่ 4 เยี่ยมครอบครับของ นายธีรพงษ์ กลางสุวรรณ อยู่ที่ ต.หนองไผ่ อ.หนองหาน รายที่ 5 เยี่ยมครอบครัวของ นายไกรสร อรัญถิตย์ อยู่ที่ ต.หนองไผ่ อ.หนองหาน และรายที่ 6 เยี่ยมครอบครัวของ นายเกียรติศักดิ์ พาที ที่บ้าน อยู่ที่ ต.บ้านแดง อ.พิบูลย์รักษ์ จ.อุดรธานี ซึ่ง จ.อุดรธานี ถือเป็นจังหวัดหนึ่งที่มีแรงงานไทยเดินทางไปทำงานในอิสราเอลเป็นจำนวนมากในลำดับต้นของประเทศ และจากการได้พูดคุยกับญาติพี่น้องครอบครัวของแรงงานที่เสียชีวิต พบว่า ญาติพี่น้องของแรงงานแต่ละครอบครัวต่างมีขวัญกำลังใจดีขึ้นโดยลำดับ
นายสมาสภ์ กล่าวต่อว่า สำหรับจังหวัดอุดรธานี มีแรงงานไทยเดินทางไปทำงานในอิสราเอล 4,042 คน ขณะนี้เดินทางกลับภูมิลำเนาแล้ว 1,387 ราย ยังไม่เดินทางกลับ 2,655 ราย ถูกจับเป็นตัวประกัน 5 ราย ได้รับการปล่อยตัวแล้ว 4 ราย บาดเจ็บ 4 ราย กลับภูมิลำเนาแล้ว 3 ราย ยังคงรักษาตัวที่อิสราเอล 1 ราย เสียชีวิต 11 ราย มีผู้มายื่นขอรับบริการผ่านศูนย์ช่วยเหลือแรงงานและติดตามสถานการณ์ความไม่สงบในอิสราเอล จ.อุดรธานี 941 ราย แยกเป็นติดตามเงินค่าจ้างค้างจ่าย และเงินชดเชยกรณีถูกเลิกจ้าง (ปิซูอิม) 328 ราย ติดตามค่าตั๋วเครื่องบิน 602 ราย และ ติดตามเงินช่วยเหลือกรณีแรงงานเสียชีวิต 11 ราย
“กระทรวงแรงงานขอให้ครอบครัวของแรงงานที่เสียชีวิตจากอิสราเอลมั่นใจได้ว่า กระทรวงแรงงาน สถานเอกอัครราชทูต ณ กรุงเทลอาวีฟ และทุกหน่วยงานที่เกี่ยวข้อง จะพยายามอย่างเต็มที่ ในการดำเนินการประสานทุกฝ่าย เพื่อติดตามสิทธิประโยชน์ในส่วนที่เกี่ยวข้องกับกระทรวงแรงงานให้ได้รับสิทธิ์อย่างครบถ้วนทุกราย ซึ่งในส่วนของสิทธิประโยชน์จากอิสราเอล รวมทั้งเงินค่าจ้างค้างจ่ายและเงินชดเชยกรณีถูกเลิกจ้าง (เงินปิซูอิม) นั้น ในเรื่องนี้กระทรวงแรงงาน ได้ให้อัครราชทูตที่ปรึกษา (ฝ่ายแรงงาน) ประจำสถานเอกอัครราชทูต ณ กรุงเทลอาวีฟ เป็นผู้ประสานงานกับนายจ้างเพื่อดำเนินการจ่ายค่าจ้างส่วนที่ยังค้างจ่ายให้พี่น้องแรงงานไทยที่ได้รับผลกระทบโดยเร็วที่สุดต่อไป” นายสมาสภ์ กล่าวท้ายสุด
On December 11, 2023, the Labour Minister, Mr. Phiphat Ratchakitprakarn, assigned the Ministry of Labour’s Inspector-General, Mr. Samat Pattamasukon, and delegation to represent the Ministry of Labour to join the Ambassador of Israel to Thailand, Mrs. Orna Sagiv, to visit the area to support the families of Thai workers who lost their lives from the unrest in Israel. They also followed up on the progress of providing relief support regarding labour rights and benefits. Heads of government agencies under the Ministry of Labour in Udon Thani Province joined in welcoming them at the home of a Thai worker who died in the unrest in Israel, in Udon Thani Province.
Mr. Samat said that the Labour Minister, Mr. Phiphat Ratchakitprakarn, and the Permanent Secretary of Labour, Mr. Pairoj Chotiksetian, are concerned about the families of Thai workers who died due to the unrest in Israel. He has instructed assistance and compensation to the families of the Thai workers who have died so that they receive full entitlements promptly. There, today, he and his team were assigned to go to the area together with the Israeli Ambassador to Thailand’s delegation to visit and give support to the families of Thai workers who died from the unrest in Israel at their homes. They provided information to the families about the entitlements of the 6 Thai workers who died. The first visit was to the family of Mr. Anucha Sophakul in Namuang Subdistrict, Prachaksilpakom District. The second was to the family of Mr. Chakkraphong Chandrasena in Chiang Wae Subdistrict, Kumphawapi District. The third was to the family of Mr. Phirun Thanonphim in Tha Li Subdistrict, Kumphawapi District. The fourth was to the family of Mr. Theeraphong Klangsuwan in Nong Phai Subdistrict. Nong Han District. The fifth was to the family of Mr. Kraisorn Arunthit in Nong Phai Subdistrict, Nong Han District, and the sixth was to the family of Mr. Kiattisak Patee in Ban Daeng Subdistrict, Phibun Rak District, Udon Thani Province. Udon Thani Province is one of the provinces with the highest number of Thai workers who travel to work in Israel. From talking with the relatives and families of the deceased workers, it was found that their morale was gradually improving.
Mr. Samat said that 4,042 Thai workers from Udon Thani Province traveled to work in Israel. To date, 1,387 have returned to their homeland, and 2,655 have not yet returned. Five were held hostage, and four have been released. Four have been injured, of which three have returned to their homeland, and one is still receiving treatment in Israel. There have been 11 deaths. A total of 941 people applied for services through the Labour Assistance and Israel War Monitoring Center in Udon Thani Province’ 328 have requested support on following up on accrued wages and compensation in the case of being laid off (Pisuim), 602 have followed up on airline tickets reimbursement, and 11 on financial assistance in the case of the death.
“The Ministry of Labour wishes that the families of the deceased Thai workers from Israel have confidence that the Ministry of Labour, the Royal Thai Embassy in Tel Aviv, and all related agencies will try their best in the coordination of all parties to follow up on benefits related to the Ministry of Labour. We will ensure that everyone receives their full entitlements. In terms of benefits from Israel, including accrued wages and severance pay in case of termination (Pisuim), the Ministry of Labour and the Minister Counselor (on Labour) at the Royal Thai Embassy in Tel Aviv has been appointed to coordinate with the employers to pay the remaining wages to affected Thai workers as soon as possible,” Mr. Samat concluded.
