วันที่ 1 เมษายน 2567 เวลา 10.00 น. นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เป็นประธานพิธีมอบเกียรติบัตรและเข็มเชิดชูเกียรติพร้อมกล่าวให้โอวาทแก่ข้าราชการพลเรือนดีเด่นของกระทรวงแรงงาน ประจำปี พ.ศ. 2566 โดยมี นายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงาน นายภุชงค์ วรศรี ประจำสำนักเลขาธิการนายกรัฐมนตรี ปฏิบัติหน้าที่ประจำกระทรวงแรงงาน นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน พร้อมด้วย ผู้บริหารระดับสูงกระทรวงแรงงาน ร่วมเป็นเกียรติ ณ ห้องจัตุมงคล ชั้น 6 อาคารกระทรวงแรงงาน
นายพิพัฒน์ กล่าวว่า ผมขอแสดงความยินดีและชื่นชมกับทุกท่านที่ได้รับการคัดเลือกให้เป็นข้าราชการพลเรือนดีเด่นในครั้งนี้ ข้าราชการทุกคนเป็นกำลังสำคัญในการดูแลประชาชน พัฒนาคุณภาพชีวิตที่ดี ดังนั้น จึงต้องพัฒนาตนเองอย่างสม่ำเสมอ เพื่อให้เป็นผู้ที่มีความเพียบพร้อมทั้งความรู้ ความสามารถ และประพฤติปฏิบัติตนเป็นแบบอย่างที่ดี มีคุณธรรม จริยธรรม มีจิตสำนึกรับผิดชอบต่อส่วนรวม ตลอดจนมีทัศนคติในการบูรณาการการทำงานที่สอดคล้องเชื่อมโยงกับภาคส่วนต่างๆ โดยคำนึงถึงประโยชน์สุขของประชาชนและความมั่นคงของประเทศชาติเป็นสำคัญ รางวัลข้าราชการพลเรือนดีเด่นที่ทุกท่านได้รับในครั้งนี้ แสดงให้เห็นว่าท่านเป็นผู้ที่มีผลงานที่ก่อให้เกิดประโยชน์ต่อภารกิจของภาคราชการเป็นอย่างยิ่ง เป็นผู้ที่ได้รับการยอมรับจากผู้บังคับบัญชา ผู้ใต้บังคับบัญชา และเพื่อนร่วมงาน จึงถือเป็นแบบอย่างที่ดีให้แก่เพื่อนพี่น้องข้าราชการรุ่นต่อไป
ด้าน นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน กล่าวว่า วันที่ 1 เมษายน ของทุกปีเป็นวันข้าราชการพลเรือน โดยมีวัตถุประสงค์เพื่อยกย่องและเชิดชูเกียรติและเผยแพร่เกียรติคุณของข้าราชการพลเรือนดีเด่น รวมทั้งจัดให้มีกิจกรรมเพื่อเผยแพร่ผลงานของข้าราชการและส่วนราชการ การให้บริการประชาชน และการสร้างความเข้าใจอันดีแก่ประชาชน ต่อบทบาทหน้าที่ของข้าราชการและเจ้าหน้าที่ของรัฐให้แก่ประชาชนได้รับทราบ เพื่อให้สอดคล้องกับแนวทางการปฏิบัติราชการที่รองรับชีวิตและการทำงานวิถีใหม่ และเพื่อเปิดโอกาสให้ข้าราชการพลเรือนดีเด่นได้พบปะกับผู้บังคับบัญชาอย่างใกล้ชิด คณะกรรมการจัดงานวันข้าราชการพลเรือนจึงมีมติให้ส่วนราชการพิจารณารูปแบบการจัดพิธีมอบเกียรติบัตรและเข็มเชิดชูเกียรติให้แก่ข้าราชการพลเรือนดีเด่นในสังกัดตามความเหมาะสม
สำหรับในปีนี้กระทรวงแรงงานได้คัดเลือกข้าราชการที่มีความประพฤติและมีผลการปฏิบัติงานดีเด่น ให้เป็นข้าราชการพลเรือนดีเด่น ประจำปี พ.ศ. 2566 จำนวน 10 ราย ได้แก่ 1) จ่าเอก พันธ์ชิต กิจหวัง ผู้อำนวยการกลุ่มงานช่วยอำนวยการ (นักจัดการงานทั่วไปชำนาญการพิเศษ) สังกัด กองกลาง สำนักงานปลัดกระทรวงแรงงาน 2) นางสาวชโลทร เลี่ยวชวลิต ปัจจุบันดำรงตำแหน่งผู้อำนวยการกลุ่มงานวิเทศสัมพันธ์ (นักวิเทศสัมพันธ์ชำนาญการพิเศษ) สำนักประสานความร่วมมือระหว่างประเทศ สำนักงานปลัดกระทรวงแรงงาน 3) นายสุชาติ ม่วงน้อย นักวิชาการแรงงานชำนาญการ กองพัฒนาระบบบริการจัดหางาน กรมการจัดหางาน 4) นางสาววรางคณา ปัณณราช นักทรัพยากรบุคคลชำนาญการ กองบริหารทรัพยากรบุคคล กรมการจัดหางาน 5) นายสยาม อินนุพัฒน์ นักวิชาการพัฒนาฝีมือแรงงานชำนาญการ สถาบันพัฒนาฝีมือแรงงาน 22 นครศรีธรรมราช กรมพัฒนาฝีมือแรงงาน 6) นายชาตรี กอบัวแก้ว นักวิชาการพัฒนาฝีมือแรงงานชำนาญการพิเศษ กองพัฒนาศักยภาพแรงงานและผู้ประกอบกิจการ กรมพัฒนาฝีมือแรงงาน 7) นายณรรฐพล สมอุดม นิติกรชำนาญการ กองนิติการ กรมสวัสดิการและคุ้มครองแรงงาน 8) นางสาวอริยารักษ์ ตุ่นกันทา หัวหน้ากลุ่มงานจริยธรรม (นักทรัพยากรบุคคลชำนาญการ) กองการเจ้าหน้าที่ กรมสวัสดิการและคุ้มครองแรงงาน 9) นายวุฒิชัย ติณรัตน์ นิติกรชำนาญการพิเศษ กองกฎหมาย สำนักงานประกันสังคม และ 10) นางสาวบุณฑริกา อิศราภิรมย์ นักวิชาการเงินและบัญชีชำนาญการ กองบริหารการเงินและการบัญชี สำนักงานประกันสังคม
On April 1, 2024, at 10.00 hours, the Labour Minister, Mr. Phiphat Ratchakitprakarn, presided over the ceremony of awarding certificates and pins of honour and delivered a speech to outstanding civil servants under the Ministry of Labour for 2023. The Secretariat to the Labour Minister, Mr. Aree Krainara, from the Prime Minister’s Secretariat’s Office, performing duties for the Ministry of Labour, Mr. Phuchong Worasri, the Permanent Secretary of Labour, Mr. Pairoj Chotikasathien and the Ministry of Labour’s executives joined the occasion at the Chatumongkol Room, 6th floor, Ministry of Labour.
Mr. Phiphat congratulated and commended everyone selected as an outstanding civil servant on this occasion. Civil servants are an important force in taking care of the people and helping them develop a good quality of life. Therefore, civil servants must develop themselves regularly to be a person who is fully equipped with knowledge and abilities and behave as a good example with morality, ethics, and a sense of responsibility towards the public. They must also have an attitude in integrating work that is consistent with various sectors, taking into account the welfare of the people and the security of the nation. For the people who received the Outstanding Civil Service Award, it shows that they are a person whose work is extremely beneficial to the mission of the government sector. They are people who are recognized by their superiors, subordinates, and colleagues. Therefore, they are considered a good role model for the next generation of civil servants.
The Permanent Secretary of Labour, Mr. Pairoj Chotikasathien, said that April 1 of every year is Civil Service Day. The objective is to praise, honour, and recognize outstanding civil servants, including hosting activities to publicize the work of civil servants and government agencies. Some activities provide public services and create a good understanding of the roles and responsibilities of civil servants and government officials, consistent with government operating guidelines that support the new way of living and working. It is also an opportunity for outstanding civil servants to meet with their superiors. The Civil Service Day Organizing Committee, therefore, resolved to have government agencies consider the format for organizing the ceremony for awarding certificates and pins of honour to outstanding civil servants under their jurisdiction as appropriate.
This year, the Ministry of Labour selected ten civil servants with outstanding conduct and performance as outstanding civil servants for 2023: 1) Sergeant Panchit Kitwang, Director of the Administrative Assistant Group (General Affairs Manager, Specialist) under the Central Division, Office of the Permanent Secretary of Labour. 2) Ms. Chalothon Liaochawalit currently holds the position of Director of the International Relations Group (International Relations Specialist) Office of International Cooperation Office of the Permanent Secretary of Labour. 3) Mr. Suchart Muangnoi, Expert Labour Academic, Employment Service System Development Division, Department of Employment. 4) Ms. Warangkana Pannarat, Human Resources Specialist, Human Resources Management Division, Department of Employment. 5) Mr. Sayam Innupat, Labour Development Expert, Nakhon Si Thammarat Skill Development Institute 22, Department of Skill Development. 6) Mr. Chatri Korbuakaew, Skill Development Specialist, Labour and Entrepreneur Potential Development Division, Department of Skill Development. 7) Mr. Narathaphon Somudom, Legal Expert, Legal Affairs Division, Department of Labour Protection and Welfare. 8) Ms. Ariyarak Tunkantha, Head of the Ethics Group (Human Resource Specialist) Staff Division, Department of Labour Protection and Welfare. 9) Mr. Wutthichai Tinarat, Legal Specialist, Legal Division, Social Security Office, and 10) Ms. Buntarika Isaraphirom, Financial and Accounting Specialist, Financial Management and Accounting Division, Social Security Office.
