SSO Secretary-General Confirms Refund to Insured Persons Following Court Ruling Already Paid Since December 2024, Totaling Over THB 300,000, with Monthly Pension of THB 3,600; Labour Minister Instructs Acceleration of CARE Pension Formula Reform, Stressing Criteria Used for 27 Years and Must be Updated to Maximize Benefit and Ensure Fund Sustainability

         Following media reports on a case involving an insured person who received an old-age pension of only 1,320 Baht per month, despite having contributed to the Social Security Fund for more than 181 months, the individual filed lawsuits through the Labour Court Region 1, the Specialised Court of Appeal, and the Supreme Court, with proceedings spanning over five years. Under the previous legal framework, the pension calculation could be based on a salary base of 4,800 Baht, reflecting the insured person’s entry into the system in 2013. As a result, the pension was calculated based on only 60 months of contributions at that salary base, which the claimant considered unfair, prompting the legal action reported in the media.          Most recently, Ms. Kanchana Poolkaew, Secretary-General of the Social Security Office, revealed that, following the Supreme Court’s ruling, the SSO has approved payment to Ms. Nattha Attawech, the plaintiff, amounting to 304,707.56 Baht, paid in December 2024. Labour Minister Mobilizes Over 150 Top Talent to Discuss Labour Issues: Driving Human Resource Development in 2025-2027

On January 10, 2025, at 11.00 hours, Mr. Phiphat Ratchakitprakarn, Minister of Labour, chaired the opening ceremony of the brainstorming workshop to draft a (draft) human resources development plan to support increased income and workforce productivity for 2025 – 2027 (Master Plan). Mr. Phuchong Worasri, assigned to the Office of the Prime Minister and currently serving at the Ministry of Labour, also joined the workshop. Mr. Boonsong Thapchaiyut, the Permanent Secretary of Labour, assigned Mr. Samat Pattamasukon, the Deputy Permanent Secretary of Labour, to attend. The Permanent Secretary of Labour Chairs Meeting on the SSO’s 3-Year Workforce Plan Project (2025 – 2027)

On October 9, 2024, at 09.30 hours, the Permanent Secretary of Labour, Mr. Boonsong Thapchaiyut, chaired the meeting on the 3-year workforce plan project (2025 – 2027) of the Social Security Office. The meeting was attended by the Ministry of Labour Inspector-General, Mrs. Marasri Jairangsi, as Acting Secretary-General of the Social Security Office, along with Social Security Office officials. The occasion took place at the Prasong Rananant Conference Room, 5th Floor, Ministry of Labour Building. The purpose of the meeting was to study and analyze the ecosystem, business models, and future challenges to be used as information for the Social Security Office’s workforce planning in the next three years. The meeting also proposed human resource management strategies that support readiness during the transition period by having an appropriate quantity and quality of personnel to support roles in the future and to create a 3-year workforce plan that is consistent with the mission and strategy of the Social Security Office, as well as to study, analyze, support, and jointly review the format and guidelines for organizational restructuring.

Labour Minister Upskills Thai Youths to Enhance Technological and Machinery Skills in the Skill Competition in China from June 22-27

            On June 20, 2024, the Labour Minister, Mr. Phiphat Ratchakitprakarn, advised 9 Thai youths from 9 fields competing in the BRISC 2024 Skills Competition between June 22 and 27, 2024, in Chongqing, China, in a warm-up before the world-class competition, World Skills Lyon 2024. Labour Minister Invites 127 Overseas Recruitment Licensees to Discuss Expansion of the Thai Labour Market Abroad

          On April 22, 2022, Labour Minister Mr. Suchart Chomklin chaired the meeting to hand over the policy of sending Thai workers to work abroad for 2022. The political management team, Deputy Permanent Secretary of Labour, Mr. Wannarat Srisuksai, joined in honour of the event. The Department of Employment’s Director-General, Mr. Pairoj Chotiksetian, gave a report, and 127 recruiting licensees to work abroad attended the meeting in the meeting room on the 5th floor, Ministry of Labour.           Mr. Suchart said that the COVID-19 situation in the past had caused restrictions on international travel. Some receiving countries adjusted their policies and delayed the acceptance of foreign workers. But at present, the receiving countries have begun to relax international travel measures. In the 2023 fiscal year, the target is to send about 50,000 workers to work abroad, excluding re-entry travel.             On January 18, 2022, at 09.00 hours, Permanent Secretary of Labour Mr. Boonchob Suttamanaswong presided over the workshop’s opening ceremony to prepare the Action Plan for the Management of Informal Workers 2023 – 2027. Advisor to the Labour Minister Dr. Chamlong Chuayrod and Deputy Permanent Secretary of Labour Ms. Bubpha Rueangsud joined in honoring the opening ceremony of the meeting at Jompol P. MOL Chairs Workshop to Prepare Informal Workers Management Action Plan for 2023 – 2027

          On November 17, 2021, at 08.45 hours, Deputy Permanent Secretary of Labour Ms. Bubpha Rueangsud chaired the workshop to prepare an action plan on the management of informal workers for 2023 – 2027 at the Jompol P. Pibulsongkram Conference Room, 5th Floor, Ministry of Labour Building. The meeting was held to serve as a framework for driving the implementation of the promotion, protection, and development of informal workers. The key items to determine the direction on implementing three strategies were: 1) Strengthening social security and expanding coverage. 2) Strengthening the potential of informal workers for work. 3) Enhancing the management capacity of informal workers. The ministry was honoured by Prof. Dr. Supachai Srisuchart, Dean of the Faculty of Economics, Thammasat University, who joined as a speaker. Section 33 Insured Persons in 13 Dark Red Provinces Receive 2,500 Baht in Remedies from September 27-28

       On September 27, 2021, Labour Minister Mr. Suchart Chomklin reported the implementation of compensation payments to insured persons under Section 33 in the 13 provinces dark red, comprising Bangkok, Nakhon Pathom, Nonthaburi, Pathum Thani, Samut Prakan, Samut Sakhon, Chachoengsao, Chonburi, Phra Nakhon Si Ayutthaya, Narathiwat, Pattani, Yala, and Songkhla. He said that on September 27 to 28, the Social Security Office will transfer money to insured persons under Section 33 comprising 3.02 million people, who will receive compensation of 2,500 Baht each.        Mr. Suchart further said that he would like to emphasize for insured persons who have not received the remedies to hurry and link their PromptPay bank account number to their ID card so that the bank can transfer the money to the PromptPay account. Deputy Labour Minister Concludes MOL New Officials’ Training for 27th Class

          On December 27, 2020, at 09.00 hours, Deputy Labour Minister Mr. Niyom Songkaew presided over the closing ceremony of the Ministry of Labour’s 27th class of new officials’ training and awarded insignias. The occasion took place at the Phusak Than Resort Hotel, Nakhon Nayok. The said training aims to promote good government officials, following the Department of Skills Development guidelines. It trains to instill the philosophy of being a good government official and to develop a working network. The program focuses on learning from both expert speakers’ experiences and studying hands-on practices, in and out of the classroom. The training schedule is between December 17 – 27, 2020, for a total of 9 days.           On December 21, 2020, at 08.30 hours, the Permanent Secretary of Labour Mr. Suthi Sukosol, assigned the Deputy Permanent Secretary of Labour Mr. Niyom Songkaew, to preside over the opening ceremony of the Ministry of Labour’s new officials’ training, Class 27. Deputy Permanent Secretary of Labour Mr. Pairoj Chotikasatian also joined the ceremony at the Jompol P. Philbulsongkram meeting room, 5th floor, Ministry of Labour.           The said training aims to instill the philosophy of being a good government official and developing civil service practice skills.                The Labour Minister gave a press conference on the delivery of Thai youths to participate in the 45th WorldSkills Kazan 2019, which will be held between August 22 to 27 in Kazan, Russia. Thailand sent 25 young people to compete in 23 branches, in 5 professional groups.
