วันที่ 24 เมษายน 2567 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เป็นประธานพิธีเปิดสถาบันพัฒนาบุคลากรการเชื่อม (Welding Skill Development Academy: WelDA) โดยมีนายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงาน นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน นางสาวบุปผา เรืองสุด อธิบดีกรมพัฒนาฝีมือแรงงาน และคณะผู้บริหารกระทรวงแรงงานร่วมในพิธีเปิด ณ สถาบันพัฒนาบุคลากรการเชื่อม สถาบันพัฒนาฝีมือแรงงาน 1 สมุทรปราการ
นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน กล่าวภายหลังเป็นประธานพิธีเปิดว่า รัฐบาลและกระทรวงแรงงานมีนโยบายในการพัฒนาทรัพยากรมนุษย์ด้านกำลังแรงงาน เพื่อตอบสนองต่อความต้องการของภาคอุตสาหกรรมและบริการ โดยเฉพาะช่างเชื่อมโลหะซึ่งเป็นแรงงานทักษะฝีมือชั้นสูง และมักจะเกี่ยวข้องกับอุตสาหกรรมหลักของประเทศ เช่น การก่อสร้างระบบราง ท่าเรือน้ำลึก อุตสาหกรรมปิโตรเลียม อุตสาหกรรมผลิตชิ้นส่วนยานยนต์ ช่างเชื่อมต้องได้รับการพัฒนาศักยภาพให้มีทักษะมาตรฐานสากล รองรับการขยายตัวของเขตเศรษฐกิจพิเศษ เขต EEC อุตสาหกรรมหลัก เรือเดินทะเล และงานตรวจซ่อมรื้อถอนใต้น้ำ เป็นต้น โดยข้อมูลสถิติจาก Manpower Group 2018 ระบุว่าทั้งประเทศมีความต้องการแรงงานช่างเชื่อมมากกว่า 300,000 คน (ที่มา : SALIKA)) ซึ่งเป็นสาขาอาชีพที่มีความสำคัญต่อระบบเศรษฐกิจของประเทศ แรงงานจึงมีความจำเป็นต้องรับการพัฒนายกระดับทักษะเพื่อให้สามารถปรับตัวให้ทันต่อเทคโนโลยีด้านงานเชื่อมสมัยใหม่ มีมาตรฐานสากล รวมทั้งรองรับการเปลี่ยนแปลงของทักษะฝีมือแรงงานในอนาคต กรมพัฒนาฝีมือแรงงาน กระทรวงแรงงาน จึงได้จัดตั้งสถาบันพัฒนาบุคลากรการเชื่อม (Welding Skill Development Academy) หรือ WelDA เพื่อขับเคลื่อนการทำงานตามนโยบายรัฐบาล ยกระดับศักยภาพแรงงานไทย ทั้งการ Up-skill Re-skill ฝีมือแรงงาน ให้ได้มาตรฐาน รองรับอัตราค่าจ้างตามมาตรฐานฝีมือ สามารถตอบโจทย์นโยบายค่าแรงของรัฐบาล และเพิ่มมูลค่าทางเศรษฐกิจของประเทศ
นางสาวบุปผา เรืองสุด อธิบดีกรมพัฒนาฝีมือแรงงาน เปิดเผยว่า สถาบันพัฒนาบุคลากรการเชื่อมเป็นศูนย์ฝึกอบรมเชี่ยวชาญเฉพาะทาง (Excellence Training Center) ของกรมพัฒนาฝีมือแรงงาน เพื่อยกระดับฝีมือแรงงาน แก้ไขปัญหาขาดแคลน สร้างแรงงานช่างเชื่อมยุคใหม่ในการพัฒนาภาคอุตสาหกรรม รวมถึงสร้างความมั่นใจให้แก่นักลงทุนและก้าวสู่ค่าแรงตามมาตรฐานฝีมือ โดยมีภารกิจในการฝึกอบรม ทดสอบมาตรฐานฝีมือแรงงานแห่งชาติและทดสอบมาตรฐานสากลในสาขาที่เกี่ยวข้องกับด้านการเชื่อม ส่งเสริมการพัฒนามาตรฐานฝีมือแรงงาน การพัฒนาหลักสูตรฝึกอบรมและพัฒนาวิทยากรต้นแบบด้านการเชื่อม อีกทั้งเป็นศูนย์ฝึกอบรมได้รับการอนุมัติจากสถาบันการเชื่อมแห่งประเทศไทย ซึ่งเป็นหน่วยงานที่ได้รับมอบอำนาจจากสถาบันการเชื่อมสากล ให้สามารถดำเนินการฝึกอบรมช่างเชื่อมตามหลักสูตรช่างเชื่อมสากลได้ สถาบันพัฒนาบุคลากรการเชื่อม จึงมีสถานะเป็นศูนย์ฝึกอบรมและทดสอบฝีมือช่างเชื่อมที่ได้รับอนุญาต ( Approved Training Body; ATB ) จากสถาบันการเชื่อมสากล( International Institute of Welding ; IIW ) ผู้ที่ผ่านการอบรม จะได้รับวุฒิบัตรผู้ผ่านการฝึกอบรมหลักสูตรช่างเชื่อมสากล จะเป็นที่ยอมรับของประเทศสมาชิกสถาบันการเชื่อมสากล มากกว่า 51 ประเทศทั่วโลก สถาบันพัฒนาบุคลากรการเชื่อมแห่งนี้ จึงเป็นสถาบันที่สามารถผลิตช่างเชื่อมเพื่อป้อนเข้าสู่ภาคอุตสาหกรรมของไทยได้อย่างมีคุณภาพได้มาตรฐานสากล
On April 24, 2024, the Labour Minister, Mr. Phiphat Ratchakitprakarn, chaired the opening ceremony of the Welding Skill Development Academy (WelDA). The Secretariat to the Labour Minister, Mr. Aree Krainara, the Permanent Secretary of Labour, Mr. Pairoj Chotikasathien, the Department of Skill Development’s Director-General, Ms. Bubpha Rueangsud, and the Ministry of Labour’s executives joined the opening ceremony at the Welding Personnel Development Institute, Samut Prakan Skill Development Institute 1.
After the opening ceremony, the Labour Minister, Mr. Phiphat Ratchakitprakarn, said that the government and the Ministry of Labour have a policy for the development of human resources in the workforce to respond to the needs of the industrial and service sectors, primarily welders, who are highly skilled workers and are often related to the country’s leading industries such as railway and the deep sea port construction, the petroleum industry, and the automotive parts manufacturing sector. Welders must be developed to have internationally recognized skill standards that support the growth of special economic zones, the EEC zones, key industries, maritime ships, and underwater demolition repair work, for example. Statistical data from Manpower Group 2018 indicates that the entire country has a need for over 300,000 welders (Source: SALIKA). This is a profession essential to the country’s economic system. Therefore, workers need to be developed, and their skills must be upgraded to adapt to modern welding technology and international standards. They must be able to adapt to support changes in labour skills in the future. The Department of Skills Development under the Ministry of Labour established the Welding Skill Development Academy or WelDA to drive work according to government policy and raise the potential of Thai workers by up-skilling and re-skilling workers to meet standards. It aims to support wage rates based on skill standards in response to the government’s wage policy and increase the economic value of the country.
vThe Department of Skill Development’s Director-General, Ms. Bubpha Rueangsud, said that the Welding Skill Development Academy is a specialized training center (Excellence Training Center) under the Department of Skill Development. It strives to upgrade worker skills, solve labour shortages, create a new generation of welding workers in industrial development, and build confidence for investors. It aims to move towards wages that meet workmanship standards, with the mission of training and assessing national and international skill standards in fields related to welding to promote the development of worker skill standards. It has developed training courses and master trainers in welding. It is also a training center approved by the Welding Institute of Thailand, which is an agency authorized by the International Welding Institute to carry out welding training according to the international welding curriculum. The Welding Skill Development Academy is a training and assessment center for welding skills and is an approved training body (ATB) from the International Institute of Welding (IIW). Those who have passed the training will receive a certificate. Those who have completed the international welding course will be accepted by over 51 member countries of the International Institute of Welding. The Welding Skill Development Academy is an institution that can produce quality welders that meet international standards for the Thai industrial sector.
