วันที่ 3 เมษายน 2567 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เปิดเผยว่า ตามที่ได้เกิดเหตุแผ่นดินไหวขนาด 7.3 ริกเตอร์ที่เมืองฮัวเหลียน ทางภาคตะวันออกของเกาะไต้หวัน ซึ่งห่างจากไทเป 160 กิโลเมตร ศูนย์กลางแผ่นดินไหวมีความลึกจากพื้นดิน 20 กิโลเมตร รู้สึกสั่นสะเทือนทั่วไต้หวัน นั้น ทันทีที่ทราบข่าวในเรื่องนี้ผมมีความห่วงใยแรงงานไทยที่ทำงานอยู่ในไต้หวัน จึงได้กำชับให้อัครราชทูตที่ปรึกษา (ฝ่ายแรงงาน) ติดตามสถานการณ์อย่างใกล้ชิดและประกาศแจ้งเตือนให้แรงงานที่ทำงานในพื้นที่ได้รับทราบสถานการณ์อย่างต่อเนื่องผ่านช่องทางการสื่อสารต่างๆ เพื่อให้ทุกคนได้รับความปลอดภัยที่สุด
โดยในเบื้องต้นผมได้รับรายงานจาก นางสาวประภาวดี แก้วศิริพงษ์ อัครราชทูตที่ปรึกษา (ฝ่ายแรงงาน)สำนักงานแรงงาน ณ กรุงมะนิลา (ส่วนที่ 2) กรุงไทเป ว่า กรมอุตุนิยมวิทยาไต้หวันได้ประกาศเตือนภัยสึนามิ และเตือนประชาชนที่อาศัยอยู่บริเวณชายฝั่งให้ระวังคลื่นสูงฉับพลัน โดยผมได้กำชับให้อัครราชทูตที่ปรึกษา (ฝ่ายแรงงาน) ติดตามสถานการณ์อย่างใกล้ชิด พร้อมทั้งออกประกาศแจ้งเตือนแรงงานไทยผ่านทางช่องทางต่างๆ รวมถึง ประสานกับสถานประกอบการและเครือข่ายล่ามแรงงาน เพื่อให้แจ้งเตือน แรงงานไทยที่อาศัยอยู่ในบริเวณใกล้เคียงกับพื้นที่ดังกล่าว และร่วมกันประสานงานกับหน่วยงานต่างๆ ในพื้นที่ เพื่อให้ความช่วยเหลือแรงงานไทยหากได้รับผลกระทบ
ด้าน นาย ไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน กล่าวเพิ่มเติมว่า ในเบื้องต้น สำนักงานแรงงาน ณ กรุงมะนิลา (ส่วนที่ 2) กรุงไทเป แจ้งว่า แรงงานไทยในพื้นที่ภาคเหนือปลอดภัย ไม่ได้รับแจ้งว่ามีแรงงานไทยประสบอุบัติเหตุหรือเสียชีวิต ขณะที่ ในส่วนของภาคใต้ สนร.เกาสง ยังไม่ได้รับรายงานเกี่ยวกับสึนามิและแรงงานที่ได้รับผลกระทบหรือเสียชีวิตเช่นเดียวกัน อย่างไรก็ดี แรงงานไทยที่ต้องการความช่วยเหลือหรือต้องการแจ้งเหตุฉุกเฉินสามารถแจ้งขอความช่วยเหลือได้ที่ Inbox Facebook ของสำนักงานแรงงาน ณ กรุงไทเปและเกาสง ในส่วนของญาติของแรงงานไทยที่ทำงานอยู่ในไต้หวัน สามารถโทร.สายด่วนกระทรวงแรงงาน 1506 เพื่อติดตามสถานการณ์ได้เช่นกัน
“จากสถานการณ์ภัยพิบัติที่เกิดขึ้นในไต้หวัน ขอให้ครอบครัวของแรงงานไทยที่ทำงานในไต้หวันมั่นใจได้ว่า กระทรวงแรงงานมีความห่วงใยและพร้อมให้ความช่วยเหลือแรงงานไทยที่ได้รับผลกระทบ และขอให้แรงงานไทยที่อาศัยอยู่ในบริเวณใกล้เคียงกับพื้นที่ดังกล่าว ดูแลรักษาตัวและเฝ้าระวังสถานการณ์ โดยติดตามข่าวสารของทางราชการอย่างใกล้ชิด รวมถึงปฏิบัติตามคำแนะนำจากทางภาครัฐอย่างเคร่งครัด
ทั้งนี้ ปัจจุบัน มีแรงงานไทยในไต้หวัน จำนวน 68,241 คน อยู่ในพื้นที่ สนร.ไทเป จำนวน 47,291 คน สนร.เกาสง จำนวน 20,950 คน โดยทำงานอยู่ในเมืองนิวไทเป 7,637 คน ไทเป 935 คน เถาหยวน 21,291 คน ไทจง 10,381 คน อี๋หลัน 529 คน ซินจู๋ 2,337 คน เหมียวลี่ 1,721 คน หนันโถว 1,850 คน ฮัวเหลียน 355 คน จีหลง 223 คน เหลียนเจียง 32 คน ไถหนาน 5,994 คน เกาสง 5,389 คน จางฮั้ว 5,632 คน หยุนหลิน 1,746 คน เจียอี้ 1,627 คน ผิงตง 549 คน ไถตง 3 คน และ เผิงหู 10 คน
แต่เมืองที่ได้รับผลกระทบรุนแรง อาคารถล่ม คือ ฮวาเหลียน มีแรงงานไทยทำงานอยู่ 355 คน และ เมืองนิวไทเป มีแรงงานไทยทำงานอยู่ในสถานประกอบการ 7,637 คน แรงงานไม่ได้รับผลกระทบจากเหตุการณ์ครั้งนี้ อย่างไรก็ดี สำนักงานแรงงาน ณ กรุงไทเปและเกาสง และสำนักงานการค้าและเศรษฐกิจไทย ได้ติดตามสถานการณ์และแจ้งเตือนข้อมูลข่าวสารไปยังแรงงานผ่านทางเฟสบุ๊ค และไลน์อย่างต่อเนื่อง ” นายไพโรจน์ กล่าวท้ายสุด
On April 3, 2024, the Labour Minister, Mr. Phiphat Ratchakitprakarn, spoke about the 7.3 Richter scale earthquake that occurred in Hualien City, the eastern part of Taiwan, 160 kilometers from Taipei. The epicenter was 20 kilometers from the ground. The shaking was felt throughout Taiwan. As soon as he heard the news, he was concerned about the Thai workers working in Taiwan. Therefore, he instructed the Minister Counselor (on Labour) to closely monitor the situation and issue notifications to inform workers working in the area of the situation through various communication channels so that everyone can be as safe as possible.
The Minister Counselor (on Labour) in the Manila Labour Office (part 2) in Taipei, Mrs. Prapawadee Kaewsiripong, reported that the Taiwan Meteorological Department has issued a tsunami warning and warned people living in coastal areas to be careful of sudden high waves. He instructed the Minister Counselor (on Labour) to closely monitor the situation and issue announcements to warn Thai workers through various channels, including coordinating with business establishments and worker interpreter networks to notify Thai workers living in the vicinity of the said area and jointly coordinate with various agencies in the area to assist affected Thai workers.
The Permanent Secretary of Labour, Mr. Pairoj Chotikasathien, added that initially, the Labour Office in Manila (Part 2), Taipei, informed that Thai workers in the northern region were safe. They have not been informed that any Thai workers were involved in any accidents or deaths. Meanwhile, in the southern region, the Kaohsiung Office has not received any reports about the tsunami or the workers who were affected or died. However, Thai workers who need help or want to report an emergency can request help via the Facebook Inbox of the Labour Offices in Taipei and Kaohsiung. Relatives of Thai workers working in Taiwan can call the Ministry of Labour’s hotline on 1506 to follow up on the situation as well.
“Due to the disaster that occurred in Taiwan, I ask that the families of Thai workers working in Taiwan be assured that the Ministry of Labour cares and is ready to assist affected Thai workers. I ask that the Thai workers living in the vicinity of the said area take care of themselves, monitor the situation closely, follow government news, and follow any government recommendations.”
Currently, there are 68,241 Thai workers in Taiwan, 47,291 people in the Taipei Office area, 20,950 people in the Kaohsiung Office area. 7,637 people work in New Taipei City, 935 people in Taipei, 21,291 people in Taoyuan, 10,381 people in Taichung, 529 people in Yi Lan, 2,337 people in Hsinchu, 1,721 people in Miaoli, 1,850 people in Nantou, 355 people in Hualien, 223 people in Keelung, 32 people in Lianjiang, 5,994 people in Tainan, 5,389 people in Kaohsiung, 5,632 people in Zhanghua, 1,746 people in Yunlin, 1,627 people in Chiayi, 549 people in Pingtung, three people in Taitung, and ten people in Penghu.
“The cities that were severely affected by buildings collapsing were Hualien, which has 355 Thai workers, and New Taipei City, which has 7,637 Thai workers working in companies there. The workers were not affected by this incident. However, the Labour Offices in Taipei and Kaohsiung and the Thai Trade and Economic Office are continuously following the situation and providing updates to workers via Facebook and LINE,” concluded Mr. Pairoj.
