วันที่ 26 เมษายน 2567 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เป็นประธานเปิดงานวันความปลอดภัยและอาชีวอนามัยสากล ประจำปี พ.ศ. 2567 โดยมี นายออคตาเวียนโต ปาซาริบู รองผู้อำนวยการสำนักงานแรงงานระหว่างประเทศประจำประเทศไทย กัมพูชา และลาว ให้การต้อนรับ นายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงาน นายภุชงค์ วรศรี ประจำสำนักเลขาธิการนายกรัฐมนตรี ปฏิบัติหน้าที่ประจำกระทรวงแรงงาน นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน นายวรรณรัตน์ ศรีสุขใส เรือเอก สาโรจน์ คมคาย รองปลัดกระทรวงแรงงาน พร้อมด้วยผู้บริหารระดับสูงกระทรวงแรงงาน ร่วมเป็นเกียรติ ณ โรงแรมพูลแมน คิง เพาเวอร์ กรุงเทพมหานคร ซึ่งงานดังกล่าวจัดขึ้นโดยกรมสวัสดิการและคุ้มครองแรงงาน ร่วมกับ องค์การแรงงานระหว่างประเทศ เพื่อให้นายจ้างและคนงานมีความเข้าใจและเตรียมพร้อมสำหรับการเผชิญต่อการเปลี่ยนแปลงสภาพภูมิอากาศของโลก พร้อมยกระดับมาตรฐานในการกำกับดูแล และกำหนดมาตรการเชิงป้องกันเพื่อการปรับปรุงสภาพแวดล้อมในการทำงานการลดการประสบอันตรายและโรคเนื่องจากการทำงาน
นายพิพัฒน์ เปิดเผยว่า รัฐบาลมีความมุ่งมั่นอย่างยิ่งในการส่งเสริม เคารพ และตระหนักถึงหลักการและสิทธิพื้นฐานในการทำงานในสภาพแวดล้อมการทำงานที่ปลอดภัยและดีต่อสุขภาพ รวมไปถึงการจัดการกับผลกระทบจากการเปลี่ยนแปลงสภาพภูมิอากาศที่เป็นอันตรายในสถานที่ทำงาน กระทรวงแรงงานได้จึงได้ยกร่างและออกเป็นกฎกระทรวงกำหนดมาตรฐานในการบริหาร จัดการ และดำเนินการด้านความปลอดภัยอาชีวอนามัย และสภาพแวดล้อมในการทำงานเกี่ยวกับความร้อน แสงสว่าง และเสียง พ.ศ. 2556 ภายใต้พระราชบัญญัติความปลอดภัย อาชีวอนามัย และสภาพแวดล้อมในการทำงาน พ.ศ. 2554 เป็นมาตรฐานในการกำกับดูแล และกำหนดมาตรการเชิงป้องกันเพื่อการปรับปรุงสภาพแวดล้อมในการทำงานการลดการประสบอันตรายและโรคเนื่องจากการทำงาน นอกจากนี้ การออกกฎหมายนั้นต้องอาศัยความร่วมมือจากทุกภาคส่วนในการดำเนินการ ผ่านกลไกทวิภาคีในระดับชาติ และระดับสถานประกอบกิจการ ความร่วมมือจากทุกระดับจะทำให้เป้าหมายสำคัญในการทำงานของพี่น้องผู้ใช้แรงงานมีความปลอดภัย ไม่เสี่ยงจากสภาวะแวดล้อมที่ไม่เหมาะสม อันจะทำให้พี่น้องผู้ใช้แรงงานทำงานได้อย่างเต็มศักยภาพ และมีคุณภาพชีวิตที่ดีในทุกมิติ
นางโสภา เกียรตินิรชา อธิบดีกรมสวัสดิการและคุ้มครองแรงงาน กล่าวเพิ่มเติมว่า การจัดงานวันนี้ เนื่องจากองค์การแรงงานระหว่างประเทศ (ILO) ได้กำหนดให้วันที่ 28 เมษายน ของทุกปี เป็นวันความปลอดภัยและอาชีวอนามัย เพื่อรณรงค์ส่งเสริมแนวคิดในการสร้างและพัฒนาให้เกิดเป็นวัฒนธรรมความปลอดภัยและอาชีวอนามัยอย่างยั่งยืน ภายใต้แนวคิด “ผลกระทบของการเปลี่ยนแปลงสภาพภูมิอากาศต่อความปลอดภัยและอาชีวอนามัย” เพื่อมุ่งให้นายจ้างและคนงานมีความเข้าใจ และเตรียมพร้อมสำหรับการเผชิญต่อการเปลี่ยนแปลงสภาพภูมิอากาศของโลก รวมไปถึงการจัดการกับผลกระทบจากการเปลี่ยนแปลงสภาพภูมิอากาศที่เป็นอันตรายในสถานที่ทำงาน งานนี้จะเป็นการหารือร่วมกันระหว่างผู้เชี่ยวชาญ ผู้แทนนายจ้าง ผู้แทนคนงาน และผู้แทนภาครัฐที่เกี่ยวข้อง เพื่อสร้างความเข้าใจและเตรียมพร้อมสำหรับการเผชิญต่อการเปลี่ยนแปลงสภาพภูมิอากาศของโลก นำไปสู่การยกระดับสิทธิพื้นฐานของพี่น้องผู้ใช้แรงงานให้ปลอดภัยจากอันตรายอย่างยั่งยืน
On April 26, 2024, the Labour Minister, Mr. Phiphat Ratchakitprakarn, presided over the opening of the International Occupational Health and Safety Day 2024. The Deputy Director of the International Labor Office for Thailand, Cambodia, and Laos, Mr. Octavianto Pasaribu, gave a welcome. The Secretariat to the Labour Minister, Mr. Aree Krainara, from the Prime Minister’s Secretariat’s Office performing duties for the Ministry of Labour, Mr. Phuchong Worasri, the Permanent Secretary of Labour, Mr. Pairoj Chotikasathien, the Deputy Permanent Secretaries of Labour, Mr. Wannarat Srisuksai, and Lieutenant Saroj Komkhai, together with executives from the Ministry of Labour joined the occasion at the Pullman King Power Hotel, Bangkok. The event was organized by the Department of Labour Protection and Welfare in collaboration with the International Labour Organization. The goal of the event is to enable employers and workers to understand and prepare for global climate changes, to raise standards in supervision, and to determine preventive measures for improving the working environment and reducing work-related hazards and diseases.
Mr. Phiphat said that the government is firmly committed to promoting, respecting, and recognizing the fundamental principles and rights of working in a safe and healthy work environment and addressing the impacts of hazardous climate change in the workplace. The Ministry of Labour has therefore drafted and issued ministerial regulations setting standards for the administration, management, and implementation of occupational health, safety, and the working environment regarding heat, light, and noise B.E. 2556, under the Occupational Health, Safety, and Working Environment Act B.E. 2554. It is a standard for the supervision and establishment of preventive measures for improving the working environment and reducing occupational hazards and diseases. In addition, enacting laws requires cooperation from all sectors in implementation through bilateral mechanisms at the national and business establishment levels. Cooperation from all levels will ensure the important goal of working safety for the workforce, preventing them from being at risk from inappropriate environmental conditions. This will allow workers to work to their full potential and have a good quality of life in every dimension.
The Department of Labour Protection and Welare’s Director-General, Mrs. Sopa Kiatniracha, added that Today’s event was organized because the International Labour Organization (ILO) has designated April 28 of every year as the Occupational Health and Safety Day. The day aims to campaign and promote the idea of creating and developing a sustainable occupational health and safety culture under the concept of “Impacts of Climate Change on Occupational Health and Safety” with the aim of giving employers and workers an understanding and preparation for global climate change. This includes addressing the impacts of hazardous climate change in the workplace. This event is a joint discussion between experts, representatives of employers, workers, and relevant government agencies to create understanding and prepare for global climate change, leading to raising the level of basic rights of the workforce to be safe from danger in a sustainable way.
