วันที่ 3 เมษายน 2567 เวลา 13.30 น. นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน ให้การต้อนรับ นายแกเรธ เดวีส์ ประธานหอการค้าอังกฤษแห่งประเทศไทย และคณะ ในโอกาสเข้าพบเพื่อเยี่ยมคารวะและหารือนโยบายของกระทรวงแรงงานเพื่อการพัฒนาทักษะอาชีพและเพิ่มขีดความสามารถในการแข่งขันแผนงาน โครงการความร่วมมือของหน่วยงานภาครัฐและภาคเอกชนในระยะสั้นและระยะยาว และความร่วมมือระหว่างกระทรวงแรงงานและหอการค้าอังกฤษแห่งประเทศไทย โดยมี นายสิรภพ ดวงสอดศรี ผู้ช่วยรัฐมนตรีประจำกระทรวงแรงงาน นายอารี ไกรนรา เลขานุการรัฐมนตรีว่าการกระทรวงแรงงาน นายสมาสภ์ ปัทมะสุคนธ์ ผู้ตรวจราชการกระทรวงแรงงาน และผู้บริหารระดับสูงกระทรวงแรงงาน ร่วมให้การต้อนรับ ณ ห้องจัตุมงคล ชั้น 6 อาคารกระทรวงแรงงาน
นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน กล่าวว่า วันนี้เป็นโอกาสอันดีที่ผมและผู้บริหารกระทรวงแรงงานได้ต้อนรับและทำความรู้จักกับคุณแกเรธ และคณะจากหอการค้าอังกฤษแห่งประเทศไทย ซึ่งถือเป็นหอการค้าต่างประเทศที่เก่าแก่ที่สุดในไทยที่เป็นหน่วยงานสำคัญในการส่งเสริมความสัมพันธ์ทางการค้า อุตสาหกรรม การลงทุนและเศรษฐกิจระหว่างสหราชอาณาจักรและประเทศไทย กระทรวงแรงงาน โดยกรมพัฒนาฝีมือแรงงาน เราพยายามที่จะอบรมทักษะด้านภาษา เช่น ภาษาอังกฤษ จีน เกาหลี ญี่ปุ่น ให้แก่แรงงานไทยก่อนที่จะไปทำงานในต่างประเทศ เพื่อให้สามารถสื่อสารภาษาในประเทศที่จะไปทำงานได้ ขณะเดียวกัน รัฐบาลพยายามที่จะเชิญชวนนักลงทุนชาวต่างชาติให้มาลงทุนในประเทศไทย ซึ่งกระทรวงแรงงานยินดีอย่างมากที่จะต้อนรับแรงงานชาวอังกฤษที่จะเข้ามาทำงานในประเทศไทย หากหอการค้าอังกฤษประสงค์ที่จะให้แรงงานไทยได้ไปทำงานในประเทศอังกฤษ หรือต้องการให้แรงงานทักษะชั้นสูงเข้ามาทำงานในประเทศไทย กระทรวงแรงงานเราพร้อมอำนวยความสะดวกให้ในส่วนนี้
“เรายินดีในการให้ใบอนุญาตทำงานแก่แรงงานชาวอังกฤษ ซึ่งเป็นแรงงานที่มีทักษะสูงและมีความเชี่ยวชาญ เช่น วิศวกร ไอที ที่จะเข้ามาทำงานในประเทศไทย ซึ่งผมได้ให้กรมการจัดหางาน อำนวยความสะดวกให้แรงงานเหล่านี้ ผมหวังเป็นอย่างยิ่งว่า ผลจากการหารือกันในครั้งนี้ จะนำไปสู่การตั้งคณะทำงานกลุ่มย่อย เพื่อร่วมผลักดันการพัฒนาทักษะด้านภาษาและดิจิทัลไอทีให้แก่แรงงานไทย ซึ่งเป็นกำลังสำคัญในการขับเคลื่อนเศรษฐกิจ ซึ่งจะทำให้ได้รับโอกาสในการจ้างงานและพัฒนาศักยภาพให้เหมาะสมกับตลาดแรงงานและเศรษฐกิจของทั้งสองประเทศ”นายพิพัฒน์ กล่าว
ด้าน นายแกเรธ เดวีส์ ประธานหอการค้าอังกฤษแห่งประเทศไทย กล่าวว่า ปัจจุบันหอการค้าอังกฤษมีบริษัทที่เป็นสมาชิกกว่า 500 บริษัท มีการจ้างงานกว่า 20,000 คน ซึ่งจากการหารือในวันนี้หอการค้าอังกฤษยินดีอย่างยิ่งที่จะร่วมมือกับกระทรวงแรงงานในการพัฒนาทักษะทั้งด้านภาษาอังกฤษและดิจิทัลเทคโนโลยีให้กับแรงงานไทยก่อนที่จะไปทำงานในประเทศอังกฤษ ขณะเดียวกันเรายินดีที่จะประสานไปยังรัฐบาลอังกฤษสำหรับแรงงานไทยที่จะไปทำงานในประเทศอังกฤษ ขณะเดียวกันหอการค้าเองขอรับการสนับสนุนให้กระทรวงแรงงานอำนวยความสะดวกให้แก่นักลงทุนชาวอังกฤษที่เข้ามาลงทุนในประเทศไทย และยินดีที่จะส่งแรงงานที่มีทักษะสูงเข้ามาทำงาน ซึ่งหวังว่าทั้งสองฝ่ายจะได้ประสานความร่วมมือกันอย่างใกล้ชิดต่อไป

The Assistant to the Labour Minister, Mr. Siraphop Duangsodsri, the Secretariat to the Labour Minister, Mr. Aree Krainara, the Ministry of Labour’s Inspector-General, Mr. Samat Pattamasukon, and the Ministry of Labour’s executives joined in giving a welcome at the Chatumongkol Room, 6th floor, Ministry of Labour.
The Labour Minister, Mr. Phiphat Ratchakitprakarn, said that today was a great opportunity for him and the Ministry of Labour’s executives to welcome and get to know Mr. Gareth and the delegation from the British Chamber of Commerce of Thailand. The British Chamber of Commerce is considered the oldest foreign chamber of commerce in Thailand. It is an important agency that promotes trade, industry, investment, and economic relations between the United Kingdom and Thailand. The Ministry of Labour’s Department of Skill Development has made efforts to train Thai workers in language skills such as English, Chinese, Korean, and Japanese before they go to work abroad. This is so that they are able to communicate in the local language of the country where they will work. At the same time, the government is trying to invite foreign investors to invest in Thailand. The Ministry of Labour is pleased to welcome British workers working in Thailand. He said that if the British Chamber of Commerce wishes to allow Thai workers to work in England or want highly skilled workers to come work in Thailand, the Ministry of Labour is ready to facilitate this.
“We are pleased to offer work permits to British workers. These are highly skilled and skilled workers, such as IT engineers, who will come to work in Thailand. I have instructed the Department of Employment to facilitate these workers. I sincerely hope that the results of this discussion will lead to the establishment of a small working group to push for the development of language and digital IT skills for Thai workers, which is an important force in driving the economy. This will provide employment opportunities and develop the potential to suit the labour market and economy of both countries,” Mr. Phiphat said.
The President of the British Chamber of Commerce of Thailand, Mr. Gareth Davies, said that at present, the British Chamber of Commerce has over 500 member companies employing over 20,000 people. From today’s discussion, the British Chamber of Commerce was pleased to work with the Ministry of Labour to develop skills in both English and digital technology with Thai workers before they work in England. At the same time, they said they were happy to coordinate with the British government so that Thai workers could work in England. The Chamber of Commerce also encouraged the Ministry of Labour to facilitate British investors’ investment in Thailand, and they are willing to send highly skilled workers to work. It is hoped that both parties will continue to cooperate closely.
