วันที่ 24 มีนาคม 2567 นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน เปิดเผยถึงกรณีเกิดเหตุระเบิดภายในโรงงานแก๊สในประเทศไต้หวันเมื่อวานนี้ (23 มี.ค.67) จนทำให้แรงงานไทยได้รับบาดเจ็บและเสียชีวิตว่า ทันทีที่ทราบข่าวผมขอแสดงความเสียใจต่อครอบครัวของแรงงานไทยที่เสียชีวิตและขอส่งกำลังใจให้ผู้ได้รับบาดเจ็บหายจากอาการบาดเจ็บโดยเร็ว กระทรวงแรงงานมีความห่วงใยต่อแรงงานไทยทุกคนที่ไปทำงานอยู่ในต่างประเทศ กรณีดังกล่าวผมได้รับรายงานจากนายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงานว่า ได้สั่งการให้อัครราชทูตที่ปรึกษา (ฝ่ายแรงงาน) สำนักงานแรงงาน ณ กรุงมะนิลา (ส่วนที่ 2) สาขาเมืองเกาสง ตรวจสอบข้อมูลของแรงงานไทยที่บาดเจ็บและเสียชีวิต เยี่ยมให้กำลังใจผู้บาดเจ็บ พร้อมประสานหน่วยงานที่เกี่ยวข้องเพื่อให้การช่วยเหลือสิทธิประโยชน์ที่พึงได้รับตามกฎหมาย
นายพิพัฒน์ กล่าวต่อว่า จากรายงานของนายณัฐชยวัศ สงวนไชยกฤษณ์ อัครราชทูตที่ปรึกษา (ฝ่ายแรงงาน) สำนักงานแรงงาน ณ กรุงมะนิลา (ส่วนที่ 2) สาขาเมืองเกาสง พบว่า เมื่อวันที่ 23 มีนาคม เวลาประมาณ 08.30 น. ตามเวลาท้องถิ่น ได้เกิดเหตุแก็สระเบิดภายในโรงานเจียเฟิงดูมิเนียม ตำรวจไต้หวันได้เข้าตรวจสอบพื้นที่ เหตุการณ์ดังกล่าวมีผู้ได้รับบาดเจ็บสาหัส 6 ราย และแรงงานไทยเสียชีวิต 2 ราย สาเหตุการระเบิดคาดว่าเกิดขึ้นในระหว่างการเติมแม่พิมพ์ ระบบควบคุมการทำงานผิดปกติและระบบหล่อเย็นไม่เพียงพอ ทำให้น้ำลันผัสกับอลูมิเนียมเหลวจนเป็นเหตุให้เกิดการระเบิดขึ้น ส่วนสาเหตุที่แน่ชัดทางการไต้หวันจะสืบสวนหาสาเหตุต่อไป
“จากรายงานของอัครราชทูตที่ปรึกษา (ฝ่ายแรงงาน) เมืองเกาสง ยังพบว่า โรงงานดังกล่าวมีแรงงานไทยรวมทั้งสิ้น 11 คน อยู่ภายใต้การดูแลของบริษัทจัดหางานไทยไต้หวัน ช่วงเกิดเหตุมีแรงงานไทยที่เข้าทำงานจำนวน 5 คน ในจำนวนนี้ มีแรงงานที่เสียชีวิตจำนวน 2 ราย รายแรกอายุ 37 ปี ภูมิลำเนาเป็นชาวจังหวัดศรีสะเกษ รายที่ 2 อายุ 46 ปี เป็นชาวจังหวัดชัยภูมิ และแรงงานไทยที่ได้รับบาดเจ็บจำนวน 3 ราย รายแรกอยู่ระหว่างการผ่าตัดและรักษาตัวที่โรงพยาบาลเฉิงต้า เมืองไถหนาน รายที่ 2 บาดเจ็บเล็กน้อยขณะนี้ออกจากโรงพยาบาลแล้ว และรายที่ 3 รักษาตัวที่โรงพยาบาลในเมืองเกาสง” นายพิพัฒน์ กล่าว
อย่างไรก็ตาม ภายหลังเกิดเหตุ ในส่วนของการดำเนินการที่เกาสง ผมได้รับรายงานว่า สำนักงานแรงงาน ณ กรุงมะนิลา (ส่วนที่ 2) สาขาเมืองเกาสง ได้ดำเนินการตรวจสอบข้อมูลแรงงานไทย และเข้าเยี่ยมแรงงานไทยที่บาดเจ็บและพักรักษาตัวที่โรงพยาบาล พร้อมประสานงานกับบริษัทจัดหางานไต้หวัน เบื้องต้นทราบว่า บริษัทจัดหางานไต้หวันได้ประสานบริษัทจัดหางานไทยแจ้งญาติของแรงงานที่เสียชีวิตทราบแล้ว ทั้งนี้ สำนักงานแรงงานไทยในไต้หวันจะดำเนินการดูแลสิทธิประโยชน์ให้กับแรงงานกรณีดังกล่าวต่อไป
“ผมขอแสดงความเสียใจต่อครอบครัวของแรงงานไทยที่เสียชีวิตและขอส่งกำลังใจให้ผู้บาดเจ็บทุกราย ให้หายจากอาการบาดเจ็บโดยเร็ว ในส่วนของการให้ความช่วยเหลือทั้งในส่วนที่ไต้หวันได้มีการกำชับให้ทูตแรงงานประสานกับหน่วยงานที่เกี่ยวข้องเพื่ออำนวยความสะดวกในเรื่องสิทธิประโยชน์ที่แรงงานพึงได้รับตามกฎหมาย ส่วนที่ประเทศไทยปลัดกระทรวงแรงงานก็ได้มีการสั่งการให้หน่วยงานในสังกัดลงพื้นที่เยี่ยมบ้านเพื่อสร้างขวัญกำลังใจ รวมทั้งทำความเข้าใจเกี่ยวกับการช่วยเหลือเยียวยาให้ญาติทราบ ดังนั้นขอให้มั่นใจได้ว่า กระทรวงแรงงานจะให้การคุ้มครอง ดูแล พี่น้องแรงงานไทยที่เสียชีวิตหรือประสบอันตรายในการไปทำงานต่างประเทศตามกฎหมายโดยเร็วที่สุด” นายพิพัฒน์ กล่าวท้ายสุด
ด้าน นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน กล่าวว่า ในส่วนของการดำเนินการที่ประเทศไทยผมได้สั่งการให้กรมการจัดหางานตรวจสอบสถานะสมาชิกกองทุนเพื่อช่วยเหลือคนหางานไปทำงานในต่างประเทศ ซึ่งจากการตรวจสอบพบว่า ผู้เสียชีวิตเป็นสมาชิกกองทุนฯ 1 ราย และผู้บาดเจ็บเป็นสมาชิกกองทุนฯ 2 ราย โดยแรงงานไทยที่เป็นสมาชิกกองทุนฯ มีสิทธิได้รับสิทธิประโยชน์เยียวยาจากกองทุน กรณีประสบปัญหาต้องเดินทางกลับประเทศไทย รายละ 15,000 บาท กรณีบาดเจ็บมีการรับรองจากแพทย์ว่าทุพพลภาพ จะได้รับการสงเคราะห์ เป็นจำนวน 30,000 บาท และกรณีเสียชีวิตในต่างประเทศ จะสงเคราะห์จำนวน 40,000 บาท และค่าใช้จ่ายในการจัดการศพในต่าง ประเทศเท่าที่จ่ายจริงไม่เกิน 40,000 บาท นอกจากนี้ ผมยังได้สั่งการให้หน่วยงานในสังกัดกระทรวงแรงงานจังหวัดศรีสะเกษ ชัยภูมิ สกลนคร หนองบัวลำภู และอุดรธานี ซึ่งเป็นพื้นที่ที่เป็นภูมิลำเนาของแรงงานไทยที่เสียชีวิตและได้รับบาดเจ็บจากเหตุการณ์ดังกล่าว เพื่อลงพื้นที่เยี่ยมบ้านแจ้งข้อมูลข่าวสารปลอบขวัญให้กำลังใจ พร้อมชี้แจงการให้ความช่วยเหลือเกี่ยวกับสิทธิประโยชน์ทั้งจากการเป็นสมาชิกกองทุนเพื่อช่วยเหลือคนหางานไปทำงานในต่างประเทศ สิทธิประโยชน์อื่นๆ ที่พึงได้รับตามกฎหมายให้แก่ญาติทราบและอำนวยความสะดวกเพื่อให้ได้รับสิทธิประโยชน์โดยเร็ว
ปลัดกระทรวงแรงงาน ยังได้เน้นย้ำสำหรับแรงงานไทยที่จะเดินทางไปทำงานต่างประเทศ ขอให้ไปทำงานอย่างถูกต้องตามกฎหมายจะได้รับการคุ้มครอง และสมัครเป็นสมาชิกกองทุนเพื่อช่วยเหลือคนหางานไปทำงานในต่างประเทศ จะได้รับการดูแลสิทธิประโยชน์หากประสบอันตราย หรือประสบปัญหาเหมือนเช่นกรณีดังกล่าว

On March 24, 2024, the Labour Minister, Mr. Phiphat Ratchakitprakarn, spoke about the case of an explosion inside a gas factory in Taiwan yesterday (March 23, 2024), which caused injuries and death to Thai workers. He expressed his condolences to the families of the Thai workers who died and would like to send encouragement to the injured workers to recover quickly from their injuries. The Ministry of Labour is concerned about all Thai workers working abroad. For this case, he received a report from the Permanent Secretary of Labour, Mr. Pairoj Chotikasathien, that he has assigned the Minister Counselor (on Labour) from the Labour Office in Manila (Part 2), Kaohsiung Branch to check on the injured and deceased Thai workers information and to visit and support the injured and coordinate with relevant agencies to provide assistance and benefits that they should receive according to law.
Mr. Phiphat continued that the report by the Minister Counselor (on Labour) from the Labour Office in Manila (Part 2), Kaohsiung Branch, Mr. Natchayawat Sanguanchaiyakrit found that on March 23, at approximately 08.30 hours, local time, there was a gas explosion inside the Jiafeng Duminium factory. Taiwanese police inspected the area and found that the incident left six people seriously injured and two Thai workers dead. The cause of the explosion is believed to have occurred during mold filling. The control system malfunctioned, and the cooling system was insufficient, causing water to come into contact with the liquid aluminum, which caused an explosion. The Taiwanese authorities will continue to investigate the exact cause.
“The report by the Minister Counselor (on Labour) in Kaohsiung found that the factory had a total of 11 Thai workers under the supervision of a Thai-Taiwan employment agency. During the incident, 5 Thai workers were working. Of these, two workers died. The first was 37 years old and a resident of Sisaket Province. The second was 46 years old and a resident of Chaiyaphum Province. As for the three injured Thai workers, the first is undergoing surgery and is being treated at Chengda Hospital, Tainan City. The second has minor injuries and has now been released from the hospital, and the third is being treated at a hospital in Kaohsiung City,” Mr. Phiphat said.
After the incident, he received a report that the Labour Office in Manila (Part 2), Kaohsiung Branch, carried out an inspection of the Thai workers’ information and visited Thai workers who were injured and receiving treatment at the hospital. They coordinated with Taiwanese recruiting companies. Initially, it was found that the Taiwanese employment agency had coordinated with the Thai employment agency to notify the relatives of the deceased workers. The Thai Labour Office in Taiwan will continue to take care of the benefits for the workers involved.
“I would like to express my condolences to the families of the Thai workers who died and send my support to all those who were injured. I wish them all a speedy recovery. In terms of assistance, in Taiwan, the Labour Ambassadors have been instructed to coordinate with relevant agencies to facilitate the benefits that workers should receive according to the law. In Thailand, the Permanent Secretary of Labour has instructed affiliated agencies to visit the families in their homes to build morale and provide information about providing relief to relatives. Therefore, please be assured that the Ministry of Labour will provide urgent protection and care to the Thai workers who die or suffer danger while working abroad in accordance with the law,” concluded Mr. Phiphat.
The Permanent Secretary of Labour, Mr. Pairoj Chotikasathien, said that in Thailand, he instructed the Department of Employment to check the workers’ membership status of the fund to help job seekers working abroad. The inspection found that one decreased and two injured workers were members of the fund. The fund members have the right to receive compensation from the fund in the case of facing issues and having to travel back to Thailand, amounting to 15,000 Baht per person. In the case of injury, and there is a certification from a doctor for the person being disabled, they will receive assistance of 30,000 Baht. In the case of death abroad, there will be assistance of 40,000 Baht and expenses for funeral arrangements abroad. In addition, he instructed agencies under the Ministry of Labour in Sisaket, Chaiyaphum, Sakon Nakhon, Nong Bua Lamphu, and Udon Thani Provinces, which are the home provinces of the Thai workers who died and were injured in the said incident, to go to the area and visit the families in their homes to provide information, comfort and encouragement, and provide assistance regarding benefits from being a member of the fund helping job seekers working abroad, and other benefits that should be received according to law, and facilitate them to receive benefits quickly.
The Permanent Secretary of Labour also emphasized that Thai workers who travel to work abroad should ensure they do so legally so that they will be protected. He encouraged workers to apply to be members of the fund to help job seekers working abroad, where benefits will be taken care of in case of danger or encountering problems like in the aforementioned case.
